According to information from the Republic Electoral Commission of the RS on Pale, 76.94% of the total number of registered voters took part in the parliamentary elections held on November 22nd and 23rd. The REC informed the press today that information from all the RS municipalities had been partially processed and that the representatives of five political parties from the RS and the Coalition for united BiH will enter the RS NA. According to still unofficial information, the SDS won a third of the votes in the RS, Serb People’s Party won 19.8%, and the Serb Radical Party won 19.3%. It is expected that, after the counting of votes from abroad, FR Yugoslavia, Republic of Croatia and the Federation, none of the parties will have an absolute majority in the NA, even if the SDS and the Serb Radical Party were to establish a coalition.

Robert Frowick, Head of the OSCE Mission in BiH and Chairman of the PEC, stated today that OHR should be in charge of implementation of the electoral results. Negotiations on that issue are being held by the Chairman of the State Board for Electoral Result Implementation, Richard Gheleckwan, and a representative of Carlos Westendorp’s office.

High Representative for BiH, Carlos Westendorp, stated today that, according to still unreliable information, it seemed as if, even in a coalition, the SDS and the Serb Radical Party would not win the majority of 42% they gained at the last elections. At the same time the Serb People’s Party seemed likely to win 20 seats in the National Assembly.

At a press conference of international agencies held in Banja Luka today, IPTF Spokesman Alun Roberts said that the process of reconstruction of the Serb police in western RS had been continuing without problems. He said that an agreement for the same kind of process had been signed for the eastern RS, and that he hoped it would be respected. The Party of Independent Social-Democrats held a press conference in Banja Luka today. Milorad Dodik, Leader of the Party, stated that according to the latest unofficial electoral results his party would have 3 representatives in the new National Assembly of the RS. He said that his party had been invited to a Conference of Social-Democratic Parties to be held in Germany in December 1997.
