The RS President spoke to Christian Pauls in Banja Luka today about issues of vital interest to the RS. Mr. Pauls assessed the meeting as being very constructive and useful.

The RS President today met a delegation from the Co-ordination Centre of NGOs and refugee organisations from Yugoslavia. Members of the delegation informed the President about the work of this institution, and stressed that their main task was care for the refugees as well as the return to their homes of origin.

Momcilo Krajisnik, Serb member in the Bosnian Presidency, informed Carlos Westendorp, the High Representative, about the work of Serb members in the Arbitration process. Krajisnik said that that the RS was especially interested in successful implementation of election results in Brcko, which , according to him, should be a precondition for this town to stay in within the RS.

We remind that the Donor Conference started today in Brcko. The revitalisation of Brcko is a topic of today’s proceedings. Mr. Farrand, the Supervisor for Brcko, had invited members of 20 nations and representatives of many international organisations which were interested in further revitalisation of Brcko, Simon Haselock, the High Representative’s spokesperson, stated today. He said that three topics would be discussed: the revitalisation of municipal infrastructure, micro-credits for privatisation and second stage housing for the refugees. He also added that 20 million $ had been embezzled in both entities and that both Governments had been given reports on those embezzlements and that the High Representative has asked both entities to inform him about investigations relating to those actions within the following two weeks. He elaborated the media issue. He said that the IC would give their best to ensure equal media treatment to all political parties and candidates in the pre-electoral campaign.

American President, Bill Clinton, will make a decision on the fate of American soldiers in BiH, i.e. if they will remain in BiH after June 1998. To that end he has convened a session of the Congress.

The Republic of Slovenia will deliver several helicopters and some technical equipment to SFOR units in BiH, and will therefore become the 37th member of SFOR.

Gojko Klickovic, President of the RS Government, spoke today to the Deputy Director of the World Bank for BiH about the conclusions from a session of the WB which refer to privatisation.

The implementation of election results and the constituting of municipal institutions is still one of the most interesting issues in the RS and the Federation.

A third attempt to elect the mayor of Banja Luka failed. The socialist Party and Serb Party of Krajina and Posavina, which won the greatest number of seats, could not reach a decision and could not elect the municipal authorities today.

A constitutive session took place in Doboj. After a difficult start, the President of the Municipality, his Deputy and Secretary were finally elected.

24 out of 45 representatives attended the constitutive session in Serb Brod. Members of HDZ and Party for BiH failed to participate. The President of the municipality and his Deputy were appointed.

“The pre-electoral campaign will start tomorrow for Independent Social-Democrats of RS,” Milorad Dodik stated at a press conference. He said that the convening of a session of the NA by Dragan Kalinic was illegal.

The Serb Radical Party issued a statement relating to the incident in which Anton Josipovic was injured. It was said in the statement that security in the RS was endangered. They insist on an investigation and the arrest of the culprit.
