The Supervisor of Brcko, Dr Raffi Gregorian, issued today a Supervisory Order delegating authority for disposal of public property to the competent Brcko District institutions, and puts out of legal force requirements for approval of disposals set up in the Supervisory Order of February 22, 2005.
The Supervisor recognizes that significant progress in the administration and disposal of public property has been achieved, and is confident that Brcko District institutions are capable of handling routine matters of public property disposal on their own, within the existing legal framework and without direct supervision. However, the Supervisor retains the right to intervene in disposals of public property when he deems that a disposal of public property may threaten the multiethnic character, democratic governance, public order, or stability of the District.
“This delegation of authority is one of the consequences of the adoption of Amendment I to the Constitution of Bosnia and Herzegovina by the Parliamentary Assembly that allows the Supervisor to undertake measures that will help complete implementation of the Final Award”, the Supervisor said. By this Order the Supervisor expects District institutions to assume ever greater responsibility for the authorities and duties entrusted to them under the District Statute, laws, and regulations so that the District can be assessed as functioning “effectively and apparently permanently.”
