Mihajlica: If Const. Court accepts Tihic’s initiative, situation would radicalise

 

FENA – President of SRS Milanko Mihajlica has warned today that radicalization of the situation in the RS and whole BiH might take place if the BiH Constitutional Court at the session scheduled for January 28 accepts as grounded the demand of Bosniak member of the BiH Presidency Sulejman Tihic for judging constitutionality of the Law on flag, coat of arms and anthem of the RS, RS holidays and the name of the RS.

BHT1, Nezavisne Novine pg 3 inset ‘Session of RS NA Collegium today’ – RS National Assembly Speaker Dusan Stojcic scheduled a meeting of the RSNA Collegium which would schedule the date for having the extraordinary RSNA session on the request of SNSD to cast the no confidence vote to RS Government. RTRS – Chair of SNSD caucus Krstan Simic stated that by constitution deadline has expired by which RS President Dragan Cavic was supposed to declare on crisis in RS Government.

Slobodan Popovic, SDP of BiH delegate, is of the view there are many opinions aimed at buying time, one of which is currently on scene, since elections are scheduled in eight months.

SNSD accuses Stojicic of intentionally delaying RSNA session, buying time for Buejlovic

 

BHT 1 by Zoran Sarenac – SNSD claims that RS NA speaker Dusan Stojcic manipulates with setting the date for extraordinary RS NA session for casting no confidence vote to the Government of Pero Bukejlovic. SNSD added that in this way Stojcic in buying time for Bukejlovic. “I think that it is fair to have the session by 25th January, there is no point of manipulating with the date since nothing can be changed and one cannot avoid the responsibility given by the position” stated Stojcic. RS NA Deputy Speaker Tomislav Tomljenovic explained that 49 votes have been collected against the current Government which clearly shows that at the extraordinary session after the voting a new Government has to be proposed with 42 votes in favour. SNSD Leader Milorad Dodik reiterated that the proposal of new Government would be presented only after the current Government is voted no confidence. Reporter stated that there are speculations that new RS NA Speaker could be SNSD member Igor Radojicic.

Stojicic rejects SNSD’s accusations; Dodik says he has majority of RSNA votes

 

Oslobodjenje pg 4-5 ‘Dodik has majority to cast the vote of no confidence to Bukejlovic’, mentioned on cover by O. Vukovic – RSNA Speaker Dusan Stojicic and his Cabinet rejected all accusations by SNSD of intentional delays in scheduling the RSNA session on no-confidence vote to the RS Government, stressing that Stojicic worked in accordance with the RS Constitution. SNSD deems that session should have been scheduled in the last ten days. Milorad Dodik claims that SNSD has majority to establish the new government. “It is going to be easier to ensure majority for establishment of the new government after this one is revoked than many believe,” stated Dodik. He repeated that SNSD would take over the government only if it is going to be supported by the RSNA in audit of privatization and in fight against organized crime. Author noted that RS President Dragan Cavic hasn’t spoke about the crisis for ten days, even though his stances are known, since he said that SDS has no reason to replace the current government, but if the RSNA does so SDS would transfer to the opposition.

Nezavisne Novine pgs 8-9, announced on cover ‘PDP is not obsessed with power as SDS is’ by V.Popovic – In an interview to daily, Dragan Mikerevic, PDP Presidency member and former RS premier, says PDP is working on seeing new RS Government formed, adding Pero Bukejlovic’s Government must leave asap. He is of the view that the SNSD should take the lead in the new government, adding that the PDP participation in that Government would depend on the concept the strongest opposition party in RS may offer. He notes PDP is not obsessed with power as SDS is, noting the fact bad Government is still working but without parliamentary majority proves SDS is its own purpose.

Oslobodjenje pg 4-5 ‘Against the SDS’s rule of one political option’ by B. Ka.– Representative of SBiH in RSNA, Muharem Murselovic stated that his party completely agrees with the SNSD when it come to competence of the current RS Government underlying his party hasn’t even voted for election of this government, lead by the PM Pero Bukejlovic. “People that SDS chosen to represent Bosniaks, do not have legitimacy and legality of Bosniak parties or of those parties that have Bosniak members” stated Murselovic. He stressed that this government has postponed passing of many important laws, but he refused to speculate which parties could make the new majority within the RSNA.

Hayat by Elvira Ahmetovic – Hayat brings feature on BiH lawsuit against Serbia-Montenegro for aggression and genocide, whose main hearing is scheduled before the International Court of Justice in The Hague on February 27. Hayat comments that as the date of hearing approaches, media and other kinds of pressures from neighbouring country are becoming more intense. BiH’s Attorney Sakib Softic stressed that BiH does not need propaganda war with SCG. Since the lawsuit against SCG for genocide has been brought, Belgrade made different proposals for an off-court agreement; among other things, SCG offered to re-build Ferhadija mosque in Banjaluka. Serb member of BiH Presidency Borislav Paravac supports the idea of out of court settlement; he even believes that BiH lawsuit against SCG is unconstitutional. At the same time, Bosniak member of BiH Presidency Sulejman Tihic repeatedly tries to explain that the lawsuit is not directed against Serb people; he claims that the main goal of this lawsuit is to establish the truth about the war in BiH. “We cannot build the future and the good and friendly relations between two countries, if we have different views of the past. And the courts are the best institution to solve this kind of confusion”, explained Softic. According to Hayat reporter, very little is known about the court hearing that should start in one-month time. What is certain is that SCG summoned ten witnesses; BiH will summon independent experts, who already testified during the court trials against Slobodan Milosevic and Momcilo Krajisnik. Stojanovic: Lawsuit is not a direction to reconciliation 

 

RTRS by Momcilo Ostojic – In an RTRS magazine ‘Ispod tepiha’ [broadcast on Sunday], legal advisor to the Serb member of the BIH Presidency Slobodan Radulj stated that the BiH lawsuit against SCG is illegal. SCG legal representative in the ICJ Radoslav Stojanovic stated that they would try and dispute competence of this Court in this case. According to Stojanovic this Court declared incompetence on SCG lawsuit against NATO countries with explanation that SCG was not a UN member at the time. He also stated that SCG proposal on solving the lawsuit diplomatically is not fear from lawsuit. “We are not moving towards reconciliation we are continuing a conflict”, stated Stojanovic. Rehn: Belgrade authorities took seriously message on full coop. with ICTY

 

PINK – EU Enlargement Commissioner Olli Rehn expressed certainty that the authorities in Belgrade have taken seriously his message about the importance of the full cooperation with ICTY, and that they would undertake all the necessary measures to achieve that as soon as possible. In an interview for BBC Radio, Rehn stressed that Serbia must arrest Ratko Mladic and Radovan Karadzic and transfer them to the Hague. If Serbia does not do that, it would have very negative consequences for SCG negotiations on Stabilisation and Association Agreement [SAA] with the EU, added Rehn. PINK – SIPA Director Sredoje Novic said that he agrees with assessment of IC representatives and BiH authorities that Radovan Karadzic and Ratko Mladic are not in BiH. Everything points out that those two, as well as other war crime indictees from the ICTY’s public list, are not in BiH, stressed Novic in an interview for Banja Luka daily Nezavisne novine.

Nezavisne Novine pg 9 ‘Mladic is protected by the JNA system’ by FoNet – Vojin Dimitrijevic, the Director of the Belgrade-based Centre for human rights, assessed that Ratko Mladic, a Hague fugitive, is being protected by the continuing system of JNA, because such mentality is difficult to change. Dimitrijevic stressed that delaying the submission of documentation to the ICTY is just part of the attempts by such structures to make the Mladic case difficult in a cheap and tricky way. According to him, the JNA, just like all armies, protects its officers, even if they committed war crimes.

Kalajdzic carries an interview with wartime Mayor of the Trebinje Municipality Bozidar Vucurevic, who said that he had talked with ICTY investigators in 2003 [The Croatian media has recently raised the issue of the wartime role of Vucurevic saying that unlike the BiH judiciary the Croatian judiciary did not show at all an interest in Vucurevic]. According to Vucurevic, they did not find in the things he did anything that would charge him and he added: ‘They (the ICTY investigators) even told me that I deserve recognition for the things I did! The truth is that I saved thousands Croats and Bosniaks.’ Vucurevic also added that among these Bosniaks and Croats are those who are willing to testify allegedly in his favour. Vucurevic also said: ‘I would respond to the summon of the BiH Court, however if they come to arrest me I would offer resistance.”

Tihic demands continuation of talks on constitutional changes

 

 

 

Nezavisne Novine pg 3, announced on cover ‘Tihic demands negotiations to continue’ by M. Cubro – SDA’s Sulejman Tihic on Sunday demanded talks on constitutional changes to continue and added: ‘we are not far from an agreement, because we have already agreed on most of issues’. He believes it was possible to reach an agreement on constitutional changes by March 31 this year. PDP’s Mladen Ivanic stated there are no pre-conditions for continuation of the talks and added he was surprised with Tihic’s statement since it was SDA that had refused to accept compromise solutions. SNSD’s Krstan Simic said it would be more useful if experts developed amendments on base of achievements.

Markovic – Commenting on the constitutional changes talks’, PDP’s Vinko Radovanovic said only those issues that have been entirely agreed upon should be developed as amendments. SDS’s Momcilo Novakovic agrees and says he thinks it is possible to develop certain amendments with regard to BiH Presidency as well, explaining: ‘The reason lies in the fact that, in line with the political agreement on CoM, a part of competences of the Presidency would be transferred on CoM, while the remaining competences of the Presidency would be defined through amendments’. HSP Djapic-Jurisic: ‘We shall demand abolishment of FBiH’

 

Dnevni List pg 2 ‘Croat negotiators do not have platform’ – The HSP Djapic-Jurisic Council of the Herzegovina-Neretva Canton held its regular session in Neum last weekend during which they, among the other things, discussed constitutional changes. President of HSP Djapic-Jurisic, Zvonko Jurisic, stated that it is defeating for Croats that HDZ negotiators and ‘their satellite HNZ do not have any platform in order to try to improve disastrous position of the Croat people in BiH. Kresic carries an interview with President to Croat Block Mario Vasilj on the eve of Wednesday’s talks of Croat parties on the results of the constitutional changes talks. Vasilj says: “The Constitution should be passed if we want to get rid of protectorate and become a self-sustainable state. It should not be agreed at all with legalization of the current situation in the parliamentary procedure. Maroevic and Topcagic confirm reforms proceed as planned for SAA talks with EU

 

Nezavisne Novine pg 4 ‘Negotiations on the Agreement between BiH and EU may commence’ by M. Cubro – Representatives of EU and BiH confirmed BiH achieved a significant progress in realization of reforms and the European Team for Monitoring of Reforms will not ask for a postponement of the start of negotiations. EC Delegation Spokesperson Frane Maroevic stated there is no reason, at the moment, for EC to ask for the postponement, while Head of BiH Directorate for European Integrations Osman Topcagic stated reforms are being fulfilled in line with the planned tempo.

Discussion before BH Const. Court regarding Tihic’ objection against RS symbols

Debate will be held in regard to the initiative filed by Sulejman Tihic regarding RS symbols. The RS should be represented by: Hans Peter Schneider, attorney from Germany, Professor Dragomir Acovic from Belgrade, Professor Rajko Kuzmanovic, and Heads of the Caucuses at the RS NA Borislav Bojic (SDS), Krstan Simic (SNSD) and Nevenka Trifkovic (PDP). Bojic is of the view BiH CC should reject Tihic’ request. He also brings in question the biasedness of Judge Seada Palavric. 

Inaugural session of Movemenet for Changes in B. Luka: Associaition to become a party to take part in upcoming elections

 

Glas Srpske pg 5 ‘Something between Association and Party’ by D.Momic – An inaugural session in Banja Luka of new political party, currently operating as association of citizens, was held in Banja Luka Sunday, named Association of Citizens “Movement for changes”. The Association announces participation in the upcoming elections in BiH for all authority levels. The members of the Movement for changes Banja Luka are, amongst others: Damir Miljevic, Renata Hadic-Hadzibegovic, while the founders of the Association in Banja Luka are Dragutin Ilic and Miroslav Mikes. Sahbaz Dzihanovic is President of the Steering Board of the Movement (existing since June 2004), while Slavo Kukic is Vice President of Movement.

HR Ashdown tours BiH cities

 

PINK – During his three-day farewell visit to some BiH cities, High Representative Paddy Ashdown will hold talks with politicians and citizens about the changes that occurred in BiH during his mandate, OHR announced. Circle 99 discusses transition process in BiH

 

PINKby Zeljko Mandic – BiH was not well prepared when it entered transition process, and it is the biggest problem of this country, concluded participants at the regular session of the Association of Independent Intellectuals ‘Circle 99’ in Sarajevo. Foreign experts often say that BiH is closed for direct foreign investments; but, in the same time, almost 90 percent of commercial banking sector in BiH is owned by foreign citizens – which gives us hope that BiH is in fact a promising country, stressed economist Fikret Causevic. Globalisation is not for weak and poor countries as BiH, and therefore it is futile to expect that BiH would enter the free international market and have some benefit from it, added economist Dragoljub Stojanov. He believes that BiH must first organize its economic space if it wants to speed up the economic growth by accepting European standards. BHT 1: will Ruvoga’s death influence situation in region

 

BHT 1 by Damir Simic – Reporter speculates on possible crisis caused by the death of Kosovo president Ibrahim Rugova. Reporter argues that issue of Kosovo status has often been linked to RS by the Serbian politicians. Srdjan Dizdarevic, Head of BIH Helsinki Board, stated that RS cannot be linked to solution of Kosovo status adding that there are international representatives who are concerned with maintaining the stability of the region. Miroslav Mikes, attorney, also denied this possibility while Slavo Kukic, a sociologist, stated that the “Rugova has been controlling the radicalism in Kosovo and without him radicalism might erupt now”. Member of BIH Presidency Sulejman Tihic agreed that Rugova had authority in Kosovo and issued guidelines for general politics and status of Kosovo. NN op-ed: basic intention of foreigners is to see BH population deal with manufacturing, while they will be in charge of major business

Nezavisne Novine op-ed pg 7 ‘Stranger in the night’ by Sead Fetahagic – Referring to announcements that Christian Schwarz Schilling is the HR to BiH, the author laments over BiH and its peoples, who would then stay alone with its leaders. Furthermore, he raises the issue as to why the foreign representatives have never met with the representatives of civil society. He adds some international “diplomats” keep on persuading local economists that small and middle companies should be opened here, adding that basic intention of foreigners is to see BH population deal with manufacturing, while they will be in charge of major business.

PINK, Dnevni Avaz pg 4 ‘Costs of living in BiH are 48 KM higher due to VAT’ not signed, Glas Srpske pg 2 ‘A thicker bill to follow?’ by D.Momic – President of the RS Association of Employers Damir Miljevic estimates that the first analysis of the Value Added Tax implementation will show 48 KM increase in average life expenses of the four-member family in BiH during January 2006. Miljevic believes that the real situation in BiH economy will be much clearer after February 10, when the first VAT applications should be handed in. RTRSby Sanja Stankovic – Opinions of economic experts on VAT implementation in BIH are divided. Report features citizens who state that prices have gone up thus making life impossible. Economic analyst Damir Miljevic feels that Price Monitoring Teams have prevented enormous increase of prices. On the other hand he says that life in January for a 4 member family will be 48 KM more expensive than in December. HR Paddy Ashdown visited company Interex in order to support their decision not to increase prices significantly after VAT introduction. Dragoljub Stojanov from Sarajevo economic faculty on the other hand feels that VAT still has to prove its good effects. Reporter concludes that VAT will show its true face after 10th of February when first reports of VAT payers will be submitted.

A. Toskic: Dismissals of workers in printing industry to follow due to VAT introduction

 

Dnevni List pg 6 ‘New dismissals of tens thousands of workers follow’ by D. Pusic – President of the Trade Union of workers in the printing industry Amir Toskic stated that disastrous consequences of the VAT introduction for the printing industry etc. are already visible. He also said that due to the VAT introduction costs of the printing industry have increased and therefore he believes that employers would rationalize the number of workers in order to reduce the costs.  

E. Biber: Protests of BiH citizens might take place in spring if new increase of prices takes place due to VAT introduction

 

Dnevni List pg 3 ‘Protests of workers follow in spring?!’ by R. Dautefendic carries that the BiH Trade Union supports the VAT introduction, however, it is concerned about the fact that the state had not made comprehensive preparations for the welfare introduction, that is, the welfare programs that would reduce consequences of the increase of prices and decreasing of the living standard. President of the BiH Trade Union Edhem Biber stated that if negative impacts of the VAT introduction continue, that is, if new increase of prices takes place it is quite certain that protests of BiH citizens would take place in March.   

Dokic: Croatia should give up on Peljesac bridge; Malaysians want to building Vc corridor

 

Hayat – BiH Minister of Transport and Communications Branko Dokic stated that it would be best for BiH if Croatia would give up an idea of building the bridge between the mainland and Peljesac peninsula. Dokic confirmed that Croatian authorities have delivered on December 30, 2005 the remaining documentation about this project. He added that the so-called Study on Harmless Passage has been forwarded to the expert commission, which should analyse it and submit a report to the BiH Council of Ministers by mid-February. EuroBlic RSpg 3, announced on cover ‘Malaysia wants to build highway’ by T.Veselinovic – Branko Dokic confirmed to daily that “we have agreed with the Malaysian Minister of Labour Sami Wellu that four experts from the Malaysian Council of Ministers comes to BiH by the end of this month and do financial feasibility study for 5C corridor through BiH. The study should be completed by the beginning of July.”

VL says that according to the source familiar with these negotiations, the negotiations do not go smoothly since Croatian investors are offering considerably smaller amount of money for the bank from the one that the HB Provisional Administration expected. DA: Croatia should arrest Jelavic following Interpol warrant

Vele– Highly ranked official of Interpol Office in Sarajevo, confirmed for DA that claims of Croatian Interior Ministry Spokesperson, Zlatko Mehun that Croatia doesn’t have legal basics to carryout any activities regarding Ante Jelavic, simply aren’t true. This source said that it is true that Jelavic can’t be extradited to BiH, but that based on the arrest warrant he can be arrested, due to confirming of identity and permanent address.

Members of the FBiH Association of Decertified Police officers welcome the ruling deeming it as the turning point in “shameful attitude of some state and entity officials in case of decertification.”

Kebo: revision of decertification decisions could be carried out by EUPM or domestic institution

Kebo stressed that BiH authorities would ask for EUPM or domestic institutions to be authorized for carrying out revisions of the decisions on decertification of police officers. Novic: terrorist training possibly taking place in BiH

 

RTRS – In an interview to Nezavisne novine, SIPA Director Sredoje Novic stated that there are real possibilities that the training of terrorist occurs in BIH. He also stated that an in-depth analysis and thorough investigation are required in whole of BIH for such facts to be established.
