Brcko Supervisor Susan R. Johnson urges councilors from all parties and national groups in the Brcko District of BiH to approach their work in a realistic, constructive and civilized way, bearing in mind their responsibilities to the citizens of the District and their obligations under the Statute.
In light of the apparent failure to respect the spirit or the letter of the procedures governing the development, presentation and adoption of regulatory plans, notably for Brcko settlements “[“ and Srpska Varos, and the character of the former military barracks as a center for multiethnic public institutions, the Supervisor has
(1) determined that it is not permissible to construct a new mosque on these premises, and
(2) reminds the Brcko District Government that it has an obligation to respond in writing to specific comments or objections made by citizens and justify that the proposed plan represents the “highest and best” use of the public property in question.
Supervisor Johnson urges the Brcko District Government and the Assembly to improve the regulatory plan process and to ensure that it is transparent and documented before any more regulatory plans are presented for approval.
Brcko Supervisor is confident that by showing mutual understanding and respect, and keeping in mind the interests of the citizens, Councilors should be able to reach mutually acceptable solutions with regard to the regulatory plans in question and to get on with the work of the Assembly.
