DRC proposal: reactions from RS
| Oslobodjenje pgs 4-5 “Cheating RS citizens” by O. Vukovic – The Chair of the SNSD Executive Board, Nebojsa Radmanovic, says that the defence reform in BiH is this party’s project, noting SNSD did not expect those who were opposing it till recently to support it now. “We will stick to the direction of the defence reform, but we cannot guarantee we will accept all solutions as we have not yet seen the report,” said Radovanovic. The leader of the Serb Radical Part, Milanko Mihajlica, stated that this party will not support the DRC’s proposal on defence reform before the RS National Assembly. DNS also doesn’t support the proposed defence reform, and its vice chair Drago Kalabic stresses that all the reforms agreed/implemented in this way will collapse. RS Socialist Party is of the view that that the ruling parties deceived RS citizens. Stojicic: RSNA to have a final word
| RTRS, Glas Srpske pg 2 ‘Transfer of authority’ – Dusan Stojicic, RS NA Speaker, is of the view that conditional signature of RS Defence Minister, Milovan Stankovic, on draft Laws on defence does not mean those were accepted. He added that these laws must go through parliament procedure, since it is clear those would demand the change of RS Constitution, as well as changes and addenda to the Laws and putting out of legal force some Laws. BHT 1 by Zoran Popovic – Stojicic said that the major reforms are not just a matter for leading parties but also opposition, adding he expects that agreement to be reached. “These are very important issues for RS, for the citizens of RS, and we should treat them like that”, said Stojicic in his telephone statement for BHT. RS military analyst says DRC proposal leave open questions on constitution
| RTRS by Biljana Knezevic – Reporter comments that neither SDS nor PDP were “in the mood” to comment to the DRC proposal. Ostoja Barasanin military analyst stated that there are many open questions regarding the proposal especially when it comes to the constitutions, as the current Constitution does not provide for such concept of defence. FBiH HoR to discuss amendments to the Law on Privatization of Apartments, initiative for no confidence vote to the Government
| Dnevni Avaz pg 10 ‘They will not allow new robbery’, Dnevni List pg 5 ‘Protest of citizens who live in nationalized flats’ not signed, FENA – At a session scheduled for Tuesday, the FBiH House of Representatives is expected to discuss amendments to the Law on Privatisation of Apartments that include provisions to allow purchase of nationalized apartments by the current occupancy right holders. Following the announcements of the session, the citizens who live in nationalized apartments will hold a peaceful protest in front of the Parliament building. The protest was organized by “Dom” Association due to permanent delay in adoption of these amendments. The protests will, as announced, begin one hour before the official beginning of the session. HDZ Caucus Head Ivan Madunic however says that his party will vote against the amendments because that would mean legalization of robbery. “The nationalized apartments must be returned to their initial owners,” said Madunic. The apartments were nationalized after the second world war by then communist government. Party for BiH believes that the issue of nationalized apartments must be resolved as SDA still does not have official position on the amendments. New Law on Minor Offences

Vukovic, Glas Srpske pg 3 ‘No more cash’, Nezavisne Novine pg 9 ‘No more prison and fines on the spot’, EuroBlic RSpg 1 ‘No more prison’, announced on cover ‘Magistrates’ court be abolished’ – The new RS draft Law on Minor Offences anticipates the abolition of the magistrates (minor offence) courts and the establishment of separate Minor Offence Departments within Basic and District Courts instead, Assistant Justice Minister Dusko Radosevic said. He stated that the aim of this draft Law was to make the minor offence procedure shorter and more efficient. The Law also abolishes custody and fines paid on the spot as sanctions for minor offences. Instead, the perpetrator will be given a minor offence order with a deadline within which he is to pay the fine. |
Lagumdzija urges BiH authorities to create social measures related to VAT

Lagumdzija also reminded that agony of domestic farmers have been lasting for weeks and the BiH CoM and Parliament did not take over their part of responsibility for this situation. |

SDA rejects proposal by RS Govt on police reform; RS Govt claims Terzic/Hadzipasic also accepted it
| Dnevni Avaz pg 2 ‘Awarding those responsible for a halt in the police reform’ by A.M. – SDA doesn’t accept the proposal of RS Government to resume the talks on police reform at the levels of entities governments and the Council of Ministers. “We have discussed this initiative… and we believe that this should not be accepted. Under the proposal, the talks about come down to three parliamentary parties that is SDA, SDS< HDZ. We think that this is a significant issue that needs to be discuss by both position and opposition,” comments SDA President, Sulejman Tihic. He believes that the police reform must be continued in the same composition of parties as it was at the negotiations in Konak and Vlasic, that is under patronage of the OHR and CoM Chair and with participation of Wilfred Martens, Chair of the Police Reform Commission. Tihic underlines that previous negotiations solved a number of issues, leaving only discussion on a number police regions. “Bringing negotiations down to entities government again, without presence of the international community, would be to award those responsible for a halt in reform,” says Tihic. Zlatko Juric from RS Government Press Bureau, said: “We are convinced that the Task Force of RS Government, BiH COM and F BiH Government will propose new model of police structure, that will be in line with three EU principles.” |
