NATO: Ceremony in Capljina was professional

 

SRNA – NATO Spokesperson in BiH, Derek Chapel, told SRNA news agency today that the oath-taking ceremony that took place in Capljina on Firday has underwent professionally. “I have attended the ceremony on behalf of NATO and I have seen that the BiH symbols and coat of arms were respected,” said Chapel adding that following the investigation EUFOR Commander David Leaky will take a final stance on this issue.

Kebo: domestic authorities and IC plans to spend 200 million KM on return in 2005

SRNA – BiH Minister of Refugees and Human Rights, Mirsad Kebo, told SRNA news agency today that domestic authorities and the international community planned to spend about 200 million KM for the return process in this year. He also stated that there are still 187.000 persons in BiH awaiting to return to their pre-war homes. On occasion of the International Day of Refugees, Kebo confirmed about 1,7 million refugees returned to BiH.

Times further says that the “officials close to the negotiations said Mladic, who has spent a decade on the run, demanded the money for his family and bodyguards in return for an agreement to surrender to the ICTY. The deal was brokered by a shadowy circle of Serb oligarchs, many of whom made their fortunes under Slobodan Milosevic…The oligarchs are anxious to put SCG on track for membership of the EU… Prosecutors from the tribunal are prepared to turn a blind eye to the means used to persuade Mladic, 62, to fly to Holland, provided he arrives before next month’s anniversary… Even with a deal almost in place, however, officials are worried that the general may kill himself rather than submit to arrest.  Article also carries that the same circle used the same methods in order to persuade General Nebojsa Pavkovic to surrender to the ICTY.

SCG Foreign Minister Draskovic: Serbian Assembly should have adopted Srebrenica declaration

He stressed that this crime has is well known all around the world and that all other international organizations will adopt some kind of declaration on this occasions. “Our obligation is to adopt the declaration on Srebrenica, regardless whether parliaments in Croatia and BiH will adopt ‘declarations on Srebrenicas’ that occurred against Serb people in these wars,” stated Draskovic in an interview to Beta news agency. 

Mothers of Srebrenica/Podrinje say announced SCG/Tadic’s attendance in Potocari ‘deliberate provocation’

 

BHT 1, Oslobodjenje pg 4 inset ‘Deliberate provocation’- The Association “Mothers of Srebrenica and Podrinje” protested against the announced arrival of a SCG delegation and Serbian President Boris Tadic to the commemoration of the 10th anniversary of the Srebrenica tragedy. Association thinks that Tadic’s arrival to Srebrenica is a “deliberate provocation of those burying their loved ones on July 11, those who have already buried their loved ones and those who still do not know the faith of their loved ones ten years after the massacre… Tadic’s arrival is his attempt to, as the President of Serbia, show that Srebrenica is an integral part of the holy Serb land on behalf of which the horrific genocide was committed”, the Association stated. It also called on all victims to “prevent Tadic and all unwelcome guests, even at the cost of verbal conflict,” from entering the Memorial Centre, and to pour scorn on all those holding the Serbian President dear in order to protect their own human dignity.

Dnevni Avaz pg 4 ‘11th July should be declared Mourning Day in entire region’ by Fena, Oslobodjenje pg 5 inset ‘In entire region 11th July should be declared mourning day’ by Fena – Head of Srebrenica Municipality, Abdurahman Malkic, says that 11th July should be declared Mourning Day for all victims of genocide in Srebrenica, “to pay respect for the innocent victims and thus personify all innocent victims in the conflicts in former Yugoslavia.” 

RTRS – As for arrival of SCG delegation/ Serbian President Boris Tadic to Srebrenica ceremony, Malkic commented that this would be a confession that genocide was committed in Srebrenica. Malkic also expects Tadic’s arrival to cause fierce reactions and discussions.

OHR: Ashdown concerned about security at marking Srebrenica tragedy anniversary

 

Oslobodjenje pg 4 inset ‘Ashdown worried for security in Srebrenica’ – OHR has denied the report by the Institute for War and Peace Reporting according to which HR Paddy Ashdown has suggested the heads of international organization that “some of them should not attend the commemoration in Srebrenica on 11 July.” OHR spokeswoman, Suzana Bursac, stated “it is up to every Ambassador and the Chief of Mission to decide whether they will attend the marking of events in Srebrenica. The only concern of the HR related to this event is security.”

Kresic – VL says that in Sarajevo last week 3 HVO Generals talked with ICTY investigators about the case of 6 former officials of the Croat Republic of Herceg Bosna that the ICTY charged with war crimes (Jadranko Prlic, Berislav Pusic, Slobodan Praljak etc.). A participant of this questioning, who wanted to stay anonymous, also said that the ICTY Prosecutor in charge of this case, Kenneth Scott, is going to come to Mostar during this week and it has been expected that he would be looking for witnesses, primarily Bosniak ones, who would be talks about the war events in Mostar and Herzegovina.

Jurcevic: ‘Even 10 000 war crime suspects in BiH’

Jutarnji List pg 9 ‘Even 10 000 war crime suspects in BiH’ by I. Toma, S. Pavic carries an interview with Chief BiH Prosecutor Marinko Jurcevic, who says that, so far, over 10 000 criminal charges for war crimes have been handed over to competent bodies. Commenting on the fact that signing of the declaration on extradition of war crime indictees among BiH , Serbia and Montenegro and Croatia failed recently, Jurcevic says that there is a general consensus between the BiH Prosecution and BiH Court that persons charged with war crimes committed in BiH should stand trial in BiH.

EUFOR investigates Capljina incident

 

 

FTV, BHT1, RTRS – EUFOR has launched an investigation on the incident that occurred at the swearing in ceremony of FBiH recruits in Capljina when Croatian anthem was played instead of BiH. The findings are expected to be publicised in the next few days.

PINK – “We have been informed that EUFOR is investigating the incident,” stated OHR Spokesperson Suzana Bursac adding that the OHR will take stance after the investigation has been completed.

BiH MoD says Radovanovic requested from Nikolic to change procedure, but nothing happened

Karacic – Commenting on striking up the Croatian national anthem at the oath taking ceremony in Capljina, spokesperson of the BiH Defence Ministry Uma Sinanovic stated that BiH Defence Minister Nikola Radovanovic forwarded to FBiH Defence Minister Miroslav Nikolic an official letter in which a change of the oath taking ceremony procedure in Capljina has been demanded, however, nothing was done with regard to this demand. Sinanovic added that they are considering the case and then they will decide about possible consequences. RTRS also reports on Radovanovic’s letter.

Nikolic, Lozancic say no law was violated in Capljina oath taking ceremony

 

Dnevni List pg 5, mentioned on cover ‘None law was violated’ by M. Karacic – Commenting on this issue, Miroslav Nikolic stated that none BiH law or regulation was violated. According to Nikolic, they have had the same procedure for a long time in Capljina and there were no any problems with regard to that. He believes that this is politicisation of a normal event and he does not expect sanctions. Deputy HDZ President Niko Lozancic also does not see anything disputable in the events in Capljina. Lozancic says that the Croats have their ceremonious song and it is being played wherever Croat organize some ceremony.

BHT 1– Nikolic claims that “Lijepa nasa” Croatian anthem existed before the Croat state was founded, thus it is the solemn song of the Croat people, and not only the national anthem of other country.

Hayat – HDZ representatives see no problem, emphasizing that it was not but a solemn hymn of Croatian people.

Prlenda: Playing of Croatian hymn in Capljina was consequence of poor procedure

An incident is something that occurs in violation of the laws, while recruits in Capljina have respected BiH Defense Law’, Prlenda says. Nevertheless, he does not think playing of the Croatian hymn was a good thing since it only confuses the public.

Backovic to call Nikolic to a responsibility, Mehmedovic to wait for a report, Madunic sees nothing disputable

 

Nezavisne Novine pg 3 ‘Capljina oath taking was an incident’ by R. Cengic – Party for BiH delegate Zaim Backovic thinks Capljina incident was as serious as Manjaca incident, because BiH laws were violated in both cases. He emphasizes he would call F BiH Defense Minister Miroslav Nikolic to a responsibility. A member of F BiH Parliamentary Commission for F BiH Defense Issues, Semsudin Mehmedovic (SDA), says they will demand for a report on what happened in Capljina on Friday. ‘Only after we see the report, we will call individuals to a responsibility. If it turns out that Minister Nikolic was involved in this and knew what was going to happen, then he would certainly have to leave his position’, Mehmedovic said. On the other hand, HDZ’s Ivan Madunic, thinks playing of the Croatian hymn was in accordance with all ‘human and God’s laws’ because this was always a solemn song of Croat people.

Nezavisne Novine op-ed pg 7 ‘Nothing new at defense’ by Predrag Klincov – the author carries an overview of Capljina incident, compares it with Manjaca incident and concludes by saying the public will now discuss whether it is a greater incident to swear to loyalty to an entity or to play the hymn of a neighboring country. He says only two things are certain after the oath taking in Capljina – firstly, the entity Defense Minister had dared to disobey to an order of the state minister and, secondly, the defense reform ‘is not standing quite straight’.

Dnevni Avaz, pg 8, mentioned on front ‘EU doors are still open’, carries an article signed by the EU Enlargement Commissioner, Ollie Rehn, in which he notes that the EU has recently suffered a serious blow when the French and Dutch voters turned down the proposed constitution, however Rehn says it does not mean the EU has stopped working, on the contrary. He goes on to say that some journalists’ judgment-day-like remarks that the enlargement of the EU would stop are untrue, stressing it is even more important to go ahead with the enlargement. Rehn stresses that all potential candidates would have to meet all political, economic and other conditions, and when it comes to BiH, he says the priorities that have to be fulfilled are the police reform and law on public RTV system.

DA int with SDHR Ney on necessity to solve police, PBS and ‘two schools under one roof’ issues

 

Dnevni Avaz pg 5 ‘I will lobby for BiH in the European Union’ by Sead Numanovic – In an interview to DA, Senior Deputy HR, Martin Ney, says he will use his diplomatic experience to lobby for BiH to get as closer as possible to EU. In this regard, he says it is very important to carry out the necessary reforms, especially those on police and public broadcasting system. Asked how current dead end in PBS reforms is to be overcome, Ney says he calls on HDZ to reconsider its position once more: “The rights of Croat people in the draft of this law are entirely respected, but not through the channel in Croat language but through participation in managing and workings of public broadcasting system. We don’t wont three national channels to be viewed only within one ethnic group.” He adds that the proposal for Hercegovacka TV to be part of PBS system is not financially possible. On the issue of ‘two schools under one roof’ which is still present especially in Central Bosnia Canton, Ney says he discussed this issue with Cantonal Education Minister informing him the action plan on implementing law must be made and the issue solved.

Dokic: police reform and PBS are two remaining FS pre-requisites, IC has different stances towards F BiH and RS

 

Glas Srpske pg 5 ‘Screen in shadow of the police’ by D. Majstorovic – the article reads police reform and PBS Law were two remaining pre-requisites of the Feasibility Study. Outgoing BiH Minister of Traffic and Communications Branko Dokic claims BiH CoM had so far presented two draft PBS laws but both of these were blocked at BiH Parliament thanks to activities of some political circles from F BiH. Dokic confirmed that regardless of delays in PBS reform, IC had failed to react in the same manner as it did in the case of police reform. Dokic also claims almost every law needed for police reform was adopted in the course of the last year but, regardless of this, HR Paddy Ashdown and CoM Chairman Adnan Terzic have went to Brussels to get punishments for RS. Dokic finds this to be absurd.

SDS’s Bukejlovic: we will not stand aside on the path to Europe

 

Glas Srpske pg 5 ‘To reply to challenges’ by V. T. – RS PM Pero Bukejlovic stated Saturday in Teslic that they would do everything possible for reform forces within SDS to overtake the control and to show both domestic and foreign public that this is the party that supports changes and wishes to enter Europe. ‘We will not stand aside on the path to Europe, as some wish. The work of the party was not prohibited, as some circles had hoped for. This, actually, could not even be possible because one can prohibit the party but not its political principles’, Bukejlovic said.

Cavic talked to HDZ ministers in FBiH Govt/CoM: ‘It is certain there will be changes’

 

Dnevni Avaz pg 4 ‘Covic: There will be changes, but I would not talk about names’ by F. Vele – HDZ President, Dragan Covic, has confirmed to DA that he carried out the talks with the representatives of this party at the ministerial positions in BiH Council of Ministers and FBiH Government, adding it is certain that there will be certain changes. “At the session of HDZ Presidency, most probably to be held on Thursday, … we will discussion and probably bring conclusions on the measures in this case. It is certain there will be changes,” says Covic claiming that Ministers alone will bring decisions on whether they can follow party’s reformatory pace. DA says according to speculations within HDZ, ministers to be removed are BiH Foreign Trade Minister Dragan Doko, and FBIH Ministers of Agriculture, Health and Defence – Marinko Bozic, Tomo Lucic and Miroslav Nikolic. Apparently it is also possible that BiH Finance Minister, Ljerka Maric, is to be replaced. Covic confirms that in the past few days he has also held talks with the leaders of leading parliamentary parties, while he is to meet with SDA leader Sulejman Tihic this week. The topic of discussions is solving the “deep crisis of authorities”, especially in the CoM. He concludes he is optimistic in this regard, and certain some solution will be found.

Nezavisne Novine pg 5 ‘Ivanic should resolve the problem with coalition partners’ by V. P. – Representatives of BiH political parties think Mladen Ivanic, by calling on parties to say ‘whether they support illegal decisions of Adnan Terzic’, was trying to transfer the responsibility onto parties instead of to resolve this issue with Terzic. SNSD’s Nikola Spiric says it would be the best if CoM, with Terzic at the head, resigned and he stressed it is up to Ivanic and Terzic to alone resolve the crisis. SDP’s Slobodan Popovic says Ivanic should resolve his problems with his coalition partners and not with the opposition. SDS’s Mladen Bosic says SDS finds the idea on non-party ministers at CoM acceptable. SDA’s Tarik Sadovic sees no connection between the fact the Parliamentary majority was brought in question after Ivanic’s removal and his demand for an assessment of legality of his removal. Party for BiH’s Safet Halilovic thinks this is Ivanic’s private outwitting and this is no way to resolve CoM crisis.

Delic – Carries the president of SDA, Sulejman Tihic, as commenting on the constitutive session of the SDA Main Board that was held last Saturday, during which two Croats, two Serbs and two persons from the rank of ‘others’ were elected to the SDA Main Board. Tihic says the session has started serious processes in direction of defining the party as a party of Bosnian orientation, the processes that need to be applied at junior levels of the SDA. “During the 2006 elections, we will have a leadership, in which representatives of other peoples will be present to a good extent, and our lists will look like that too”, said Tihic.

Beus carries an editorial commenting on the appointment of non-Bosniak SDA members to the very top of this party and the author says that it is a bit strange that such changes happen over night. The author also says that it would be interesting to see as to how members in the SDA top would get along and to what extent the party’s policy would change.

Kukan – Carries an interview with the president of SDU, Sejfudin Tokic, in which he, among other issues, notes that the recent initiative by the US Under Secretary for Political Affairs, Nicholas Burns, on the stabilization of the Balkans, represents a big hope for BiH, which would prevent all ‘games’ regarding some aspirations coming from Serbia, the aspirations which would like to compensate the loss of Kosovo with some territories of BiH.

Serb returnees in Drvar, Glamoc, Livno demand again secession from Canton 10

Vecernji List pg 3, mentioned on cover ‘11th – Serb Canton next to Livno?’ by M. Relota carries that representatives of associations of Serb returnees to Municipalities Drvar, Glamoc and Grahovo have announced these days actualisation of the last year idea about secession of these Municipalities from the Canton 10 due to their endangered position. VL inset under headline ‘Guidelines from RS’ by mr says that many analysts believe that the RS political top orchestrates the actualisation of this idea. VL also says that they shift their irresponsibility and non-cooperation in implementation of reforms by making topical stories about desperate and discriminatory position of Serbs in the Federation of BiH.

BiH Transport Ministry seeks way to ensure financing of Vc corridor

 

 

Dnevni Avaz pg 3 ‘Vc corridor will not solve all economic problems in BiH’ by L.S. – DA says that the urban planning, institutional organization and financing are issues coming up in the discussion on construction of Vc corridor through BiH. Article further says that for longer times, domestic experts have been warning that BiH Transport Ministry will not be able to carry out the project proposing the public corporation to be established. Authorized minister [in resignation] Branko Dokic also believes that the Ministry will not be able to carry out the project. DA also carries a comment from a prominent economist, Ante Domazet, who says that the Ministry could implement the project under the condition to engage private sector to maximum. 

PINK – Transport Ministry also prepares the document to plan an increase of finances collected for the project on – currently, about 15 pfenings has been allocated for every bought litre of oil, and Dokic says that this needs to be increased to 25pf at least if BiH is to get all the money needed. “Working team and the Commission, which has been established to carry this out, is looking for the solutions on how to do that without increasing the price of fuel in this moment”, said Dokic adding public discussion will be organized on corridor 5c.

Association of Old Foreign Currency Depositors demand from competent bodies to resolve their problem

Dragic – The Steering Board of the Association of Old Foreign Currency Depositors demand from competent authorities to finally react against the open robbery of old foreign currency depositors. Their letter which was sent to the OHR, ITA, BiH Prosecution etc. says that during the last 10 years they have been witnesses of their open robbery through various ways of buying off of old foreign currency savings and privatisation. They are also afraid that holders of public offices also took part in these activities and that they were hindering systematic resolving of the old foreign currency savings issue.

Many Serb people were killed in Bradina and Aleksandra thinks this monument perhaps represents exertion of a pressure, having in mind her parents gave statements on crimes to ICTY Prosecutors in 1996.
