Mr. Ante Jelavic
President of HDZ
and Member of the Presidency of Bosnia and Herzegovina

Dear President Jelavic,

We are aware that, following the well-known events in Drvar in April 1998, I had to order the dismissal of Mr. Tokmakcija as Deputy Mayor of Drvar under the authority vested upon me under the Bonn PIC Declaration. Mr. Tokmakcija has a proven record as an obstructionist of the implementation of the Dayton Peace Agreement. Pursuant to the decision mentioned above, he is not entitled to hold public office of any kind. I have been informed that Mr. Drago Tokmakcija is presently performing the functions of Head of the HDZ in Canton 10.

In this connection, I would like to draw your attention to Section X, paragraph 4, of the Annex to the Madrid PIC Declaration of 16th December, 1998, which states that persons whom I ” bar from official duty may also be barred from…office within political parties”. Therefore, under the authority vested upon me under this section, I now declare Mr. Tokmakcija also unable to hold any kind of office in a political party until further notice. Herewith, I forbid him to exert any function within the HDZ. I trust that you will ensure that my decision is respected by all HDZ officials, and I reserve the right to take appropriate measures should this not be the case.

Yours sincerely,

Carlos Westendorp
High Representative
