There has been speculation in the media that members of the multi-ethnic administration have been boycotting their work in Brcko. As is only to be expected, all parties are taking some time to reflect on the Supplemental Award but OHR has remained fully engaged with both the mayor and his officials in the past week.

Ambassador Bill Farrand, Supervisor for Brcko, is undergoing surgery in the United States. High Representative Carlos Westendorp has appointed Mr. Ian McLeod, Deputy to the Supervisor, to act in Ambassador Farrand's stead during the Supervisor's absence. There have been reports in some Federation media on 11 and 12 February, 1998, referring to incidents of unrest on February 11 in Brcko town and the surrounding RS territory. These reports allege the burning of Bosniac houses and instances of verbal abuse directed against returnees to Brcko.
