The High Representative, Christian Schwarz-Schilling, has written to President Boris Tadic of Serbia about Serbia’s cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY).

The High Representative and EU Special Representative, Christian Schwarz-Schilling, is today addressing an audience of returnees in the Drvar Municipal Assembly, almost ten years to the day that he first visited the municipality.

The High Representative and EU Special Representative, Christian Schwarz-Schilling, spoke at a conference organised by the Heinrich Boell Foundation this morning entitled Example of Bosnia and Herzegovina: Sustainable concepts or sidetracks of the international community?

The Office of the High Representative has received last night’s RSNA conclusions and is examining them carefully. At this point in time, we can only offer preliminary comments. In particular, we note that the RSNA suggests a renegotiation of the October 2005 Agreement.

Concerning various statements made yesterday on the occasion of the RS Police Day, the OHR considers it da nije u redu I da nije tacno da (inappropriate and inaccurate) for the RS authorities to blame the OHR for their own failure to come to an agreement with other leaders in Bosnia and Herzegovina on police reform.

Ovoga jutra bih se htio dotaknuti dva pitanja. Prvo, arbitražna odluka posebnog izaslanika Visokog predstavnika koja se odnosi na HRT, i drugo, jučerašnja odluka Ustavnog suda Federacije koja se odnosi na Statut Grada Mostara.

PDHR Raffi Gregorian is visiting Zvornik today where he will be meeting with banking and security officials to look at the level of cooperation with the ICTY in the field. The PDHR will meet with Milos Stajic, the Privredna Banka Srpsko Sarajevo’s (PBSS) liquidation manager and Slavica Injac, the Director RS Banking Agency.

The OHR has reviewed the Resolution on Separation of the Srebrenica Municipality from the RS, adopted by the Srebrenica Municipal Assembly on 24 March. The resolution adopted by Bosniak members of the municipal assembly is a legal act which exceeds the responsibilities of the municipality as defined by the RS Constitution and the RS Law on Local Se [...]

Good afternoon and thank you for coming at such short notice. After several false starts, it appears that Bosnia and Herzegovina’s state-level institutions have truly begun functioning this week. That is the good news. The bad news is that the Federal institutions have just made a false start.
