After several weeks of intensive, but friendly, negotiations led by Air Vice-Marshal Rob Wright of the OHR with co-opted assistance from ICAO and SFOR, the Joint Aviation Commission comprising Bosniak, Serb and Croat representatives, today (5 September 1995) reached final agreement on the new structure for the BiH Department of Civil Aviation.

Senior Deputy High Representative Ambassador Wagner met with Acting Mayor of Bugojno, Dzevad Mlaco, on 24 August for a common announcement about welcoming the return of refugees and displaced persons to Bugojno.

The High Representative deplores the ruling of the Republika Srpska Constitutional Court in what is clearly a decision taken under political pressure.

As a reaction to the article which was published in the newspaper Daily Avaz of 23 July 1997, under the title "Entire Judiciary Run by Croats?", the Office of the High Representative would like to make the following comments:

The decision of Mrs Plavsic appears to be in line with the Constitution. We hope that the other organs of government in the RS also behave within the provisions of the constitution.
