The OHR calls upon the City Administration to create, as soon as possible, a balanced, final draft for 2006 budget and to submit it before the City Council for its adoption.

Welcome and thank you all for coming. I recently came back from meeting the PIC in Vienna. As many of you know, the PIC authorised my Office to prepare for the transition to the Office of the EUSR during the first half of next year, and to continue the process of transferring responsibilities to the BiH Authorities.

The High Representative, Christian Schwarz-Schilling, remains in Vienna today, following two days of deliberations by the Political Directors of the Peace Implementation Council Steering Board. This morning the High Representative will address representatives of the 55 participating states of the OSCE, at the organisation’s Permanent Council.

The High Representative will this evening and tomorrow chair a meeting of the Political Directors of the Peace Implementation Council Steering Board in Vienna. It will be the first such meeting under the chairmanship of the new High Representative since he took office at the end of January.

OHR calls upon the Federation of BiH Parliament to adopt the Law on RT FBiH, fully harmonized with the PBS System Law. This issue is scheduled to be discussed by both Housesthis week. The High Representative, Christian Schwarz-Schilling, will present awards tomorrow evening at the Hotel Aqua in Sarajevo at the conclusion of an international cross-country ski championship sponsored by the German State of Hesse.

As you know, the FBiH Parliament must fully align its legislation with the Public Broadcasting System Legislation adopted by the BiH Parliament on 5 October 2005. This is a key requirement if BiH is to move ahead with the Stabilisation and Association (SAA) negotiations.

PDHR Larry Butler will be speaking tomorrow at a conference in Sarajevo on Border Security in Southeast Europe. SDHR Peter Bas-Backer will attend the first day of the conference today. The OSCE Mission in BiH, during February and March continues Public Outreach Initiative project aiming to increase citizen engagement and participation in BiH. A series of five one-day training will gather over 40 representatives of municipal administration, non-governmental activists and journalists across the country.

The FBiH House of Peoples will tomorrow discuss proposed amendments to the already adopted and enacted Defence Reform Laws.
