I have been working in Bosnia and Herzegovina for three months, and today I am in Srebrenica for the third time. It is the third time, but the feelings are always the same. Today, they are even stronger. One of these feelings is that of powerlessness.

Remarks by the EU Special Representative/High Representative Miroslav Lajčak at the 11th European Parliament-BiH Inter Parliamentary Meeting
Last year when you had this gathering of parliamentarians from the European Parliament and from Bosnia and Herzegovina, our joint efforts were aimed at achieving the first contractual step towards EU integration, through the signing of a Stabilisation and Association Agreement (SAA) with the European Union.

In the year that is coming to an end, most of us experienced a feeling of frustration and discontent due to the slow pace of resolving problems in this country.
The international community, the European Union and myself understand, and share that frustration.

I am not here to talk about 5 + 2, OHR – EUSR transition, but about BiH. I don’t believe this will have come as a surprise to anyone that while in 2005 and 2006 Bosnia and Herzegovina continued to improve its ranking in the Global Competitiveness Index, over the last two years it has slipped.

Thank you for giving me the opportunity today to present my third report as High Representative, since taking up my duties in July 2007. I hope, my update will give you a better understanding of the overall situation in Bosnia and Herzegovina, where we now stand, and what challenges we will be facing in the period ahead.
