EUFOR, RS MoI raid BL transportation company, bus stations in operation against organized crime

 

BH Radio 1 by Dragan Maksimovic – In a cooperation with the RS Interior Ministyr, the EUFOR troops are carrying out raid in premises of the ‘Autoprevoz’ transport company and Banja Luka bus station. BH Radio1 reports that the search includes buses going over borders. SRNAnews agency – The spokesperson for Banja Luka Center of Public Security, Rade Mutic, says that the aim of the operation is to break down a network of the organized crime in the RS.

BHT1 by Marina Boskovic – At the session held on Sunday, Association of Independent Intellectuals “Circle 99” discussed the agreement political parties reached on the constitutional changes. The session was also attended by the US Ambassador Douglas McElhaney, Austrian Ambassador Werner Almhofer and Head of OSCE Mission in BiH Douglas Davidson. McElhaney stated the Venice Commission assessed changes are a step forward for BiH and called on the BiH Parliament to adopt amendments to the BiH Constitution. The stance of the Venice Commission will be officially sent to the BiH Presidency on Monday. McElhaney ocne again reminded the US Government’s stance is that 2006 is year of changes in BiH, adding that for the international community a failure of constitutional reform is not an option. Almhofer stressed that BiH must not miss the chance to adopt this set of reforms, which Davidson called a test of sustainability of BiH. All ambassadors agreed that the entire IC is very interested in the process, as it clearly defines authorities of state institutions for the very first time. PINK – Davidson adds that it is not good for BiH if it fails to meet a promise leaders of major BiH political parties gave in Washington in November 2005 [that they would endorse the constitutional changes on time allowing their introduction before the October elections]. Hayat by Snjezana Mulic– Reporter commented that while no official directly said so, it is obvious that the constitutional reform is the main condition to sign the Stabilisation and Association Agreement [SAA] with the EU. Almhofer stated at the session: “EU always believed BiH would be able to carry out talks on SAA in a more effective and successful way if it had more functional state structure”. FTV – McElhaney also emphasized that, for the first time, BiH politicians have reached a compromise, adding that the agreed solutions were not imposed. US Ambassador McElhaney: second phase of const. changes about entity and municipal level of authorities 

 

Oslobodjenje pg 3, mentioned on cover ‘US Government and EU guarantee second phase of negotiations’ by A.B. – During the discussion on constitutional changes at the session of the ‘Circle 99’, the US Ambassador Douglas McElhaney said the US Government and EU guarantee continuation of the talks on constitutional changes, adding that the second phase would be about entity and municipal level of authority. Davidson stated that the BiH authorities are not efficient, adding that this is the reason why BiH citizens do not vote in larger numbers. FBiH Vice President Sahbaz Dzihanovic commented that without US and EU local politicians would never reach an agreement, noting that referendum would not be right way of making decision on this issue. Circle 99 rejects comments constitutional changes are harmful for BiH

 

BHT1 – At the session on the constitutional changes, the participants of the “Circle 99” strongly rejected all comments that the constitutional changes are harmful for BiH. They agree that any new solution is better that the present situation. Serb Citizens Council President Mirko Pejanovic stated that the proposed amendments to BiH Constitution are helping BiH to speed up the process of association with NATO and EU. Leader of Jewish Community Jakob Finci stressed that there are many issues, which must be discussed and changed, but he also added that any beginning is a positive and welcome development. FTV – According to Finci, the proposed amendments to BiH Constitution are only the fist step in a long process of constitutional reforms.

BiH HoR Dpt. Speaker Spiric: IC would do all it can to assure amendments to the Constitution are adopted

 

RHB – In the interview to Banja Luka based Nezavisne novine, BiH House of Representatives Deputy Speaker Nikola Spiric [SNSD] deems that the International Community will do all it can to assure the amendments to the BiH Constitution are adopted in the BiH Parliament. FTV – Spiric added that BiH Parliament is probably going to adopt the proposed amendments to the BiH Constitution by the end of April. Spiric stated that in the first phase of the constitutional changes, RS has been the only side that made concessions but was never acknowledged for it. BHT1: It is still unclear whether const. amendments would pass procedure; IC would certainly push for adoption

 

BHT 1 by Boris Gagic – Despite of all efforts of the International Community, it is still unclear if the BiH Parliament would pass proposed amendments to BiH Constitution. While the RS parties are determined to accept the amendments, FBiH parties have very different opinions. However, it is obvious that a passage of the amendments would depend on votes of single representatives of Croat parties. Martin Raguz deems the entity vote in the parliaments is an obstacle to the adoption of proposed amendments. Vinko Zoric said that he would like to see the amendments rejected by a clear majority. However, he believes that this is not going to happen because most parliament members blindly follow the directions of their parties. Some FBiH parties are counting how many deputies will vote against the constitutional changes. Safet Halilovic, Party for BiH comments on the possibility to have amendments adopted in the parliament: “It is enough to have 14 votes against, so that the amendments can’t be adopted, and we have more (votes) than that“. Situation in RS is completely different as main political parties, SDS, SNSD and PDP clearly support the proposed amendments. RS PM and SNSD leader, Milorad Dodik, stated RS has very clear positive stances regarding the cooperation with ICTY and the agreed constitutional changes. Dodik stressed that RS is determined to develop into a society that will support all values promoted by the EU. Reporter commented that the international community is probably going to apply significant pressure in order to push the adoption of amendments to BiH Constitution. However, believes that reporter, it is still difficult to make any prognosis regarding the vote of BiH Parliament Assembly on the proposed amendments.

VL interview with HDZ President Covic: BiH Parliament would adopt constitutional changes

 

Vecernji List pg 8 ‘New party has no chance’ by Z. Kresic carries an interview with HDZ President Dragan Covic. Talking about constitutional changes, Covic says that those who claim that the changes are cosmetic are right, but he also added that it is an illusion to expect a new Dayton within a very short period of time. Covic believes that these amendments would get support in the BiH Parliament. Asked whether there are firm guarantees for continuation of constitutional changes talks after the October elections, Covic says: ‘The BiH Parliament should adopt the amendments first in order to think about the continuation of the talks at all. The only thing that matters to me is that we are represented by the representatives elected by Croats.’

HDZ 1990’s Raguz: party to propose amendments including abolishment of entity vote

 

Dnevni Avaz pg 4 ‘We have most of Croat MPs in BiH Parliament’ by F.Vele – Deputy of Acting Chair of HDZ 1990, Martin Raguz, stated for DA there is a chance for Croat Caucus to accept agreement on the constitutional changes, but only if their arguments are accepted. “At the public debate on Wednesday we would propose amendments to the Constitution. Our amendments will refer to the functionality of the Parliament and equalization of position of every people in the parliamentary and legislative procedure. That means that we would ask for abolishment of entity vote in BiH parliament,” said Raguz. 

PDP’s public debate on const. changes: European path does not weaken RS position

 

Nezavisne Novine pg 4 ‘European path of BiH does not weaken RS position’ by SRNA– One of the messages of the public debate PDP organised in Novi Grad under title “Europe – house of future” is that the European path of BiH has no alternative, but it is not a reason to weaken constitutional position of RS, bearing in mind that centralisation is basis for development of all European states.  Branislav Borenovic, PDP member, stated during debate that Europe is still far away from BiH, adding: “Out of 15 phases on the course to EU, we are current at phase 3 of talks.” Zoran Tesanovic, PDP Chair Board member, criticised F BiH media for persistently claiming that entities represent an obstacle to BiH admission to EU.

BiH HoR MP Pajic on const. changes: it is not acceptable that public discussion lasts only one day

RTRS – BiH House of Peoples delegate Djoko Pajic [SRS] said that it was not acceptable for the public discussion on amendments to BiH Constitution to be held in the BiH Parliament to last only one day. “We warn all the time that constitutional changes would provide conditions to terminate RS Ministry of Interior and RS Police and enable transfer to BiH level”, said Pajic. He added that leaders of three major RS political parties were not entitled to supporting the changes on behalf of Serb people. Organisations of families of killed, captured or missing soldiers and civilians from RS to protest in Sarajevo on Monday

 

 

 

 

RHB – Representatives of the RS Associations of fallen and missing soldiers and civilians announced peaceful protests in front of the FBiH Government building in Sarajevo on Monday. The Associations claim the FBiH Prime Minister Ahmet Hadzipasic failed to meet his promise and, by March 31, establish a Commission for truth on suffering of Serbs in Sarajevo. RTRS – The authorised BiH Minister for Refugees, DPs and Human Rights, Mirsad Kebo, said he still has not been informed from the FBiH PM on the establishment of this Commission. Kebo added he would demand from FBiH Government once again to act in line with obligations under the decision of the BiH Constitutional Court. Permanent delegation of the BiH Parliamentary Assembly will attend the second part of the regular session of the CoE Parliamentary Assembly in Strasbourg

 

RHB – Permanent delegation of the BiH Parliament to the CoE, led by Elmir Jahic, would attend the second part of the regular session of the Council of Europe’s Parliamentary Assembly from April 10-13 in Strasbourg, France. Participants would focus on relations between CoE and EU. In a short statement for RHB, BiH House of Representatives Speaker Martin Raguz said that the European path would mean a stability for BiH: “This was always a ‘shaky’ region, many exoduses and wars occurred in some kind of cycles, and it’s a high time for this phase to finally end… I’m convinced that this goal can be attained only through stable and united Europe, and BiH as a part of such Europe”. HDZ 1990’s Raguz: We alone hold right over our votes in parliaments

 

Dnevni Avaz pg 4 ‘We have most of Croat MPs in BiH Parliament’ by F.Vele – Deputy of Acting Chair of HDZ 1990, Martin Raguz, stated for DA that new party has a status of the parliamentary party, as it gather the largest number of Croat MPs in BiH Parliament. Asked how is it possible for the party to take over HDZ’s mandates when BiH Election Law forbids this foreseeing this option only for an individual, Raguz said that it is irrelevant if party members would act individually or collectively. “We have made a distance from HDZ leadership. But our votes are ours alone and it is up to us to decide whom we would give them,” said Raguz.

VL interview with HDZ President Covic: HDZ 1990 or any other newly formed party cannot endanger HDZ BiH

Kresic carries an interview with HDZ President Dragan Covic who says that they have addressed competent bodies in order to dispute a name of newly established Croat party, HDZ 1990, since this name would confuse HDZ BiH voters. Covic also believes that HDZ 1990 has no any chance at the coming elections and that there is no any new political party that might endanger the HDZ BiH position.

Dnevni Avaz pg ‘Belkic: HDZ domination endangered’, mentioned on cover by Z.Perisic – Commenting the establishment of new party, HDZ 1990, member of SBiH Presidency Beriz Belkic says that HDZ now got the serious rival. “HDZ domination couldn’t be jeopardised all these years and I have a feeling that could happen now” said Belkic. SDA Vice-President Sefik Dzaferovic deems that new party was established as result of internal affairs in HDZ. SDP leader Zlatko Lagumdzija told DA that he believes “something that existed for a long time” was established in Mostar on Saturday. “These people act as separate party within HDZ for a long time and now they decided to establish it because they need it to get out to elections” said Lagumdzija, adding that “he thinks nothing well of them and that they do not look like as potential partners”. SDU leader Sejfudin Tokic deems that divisions within HDZ came out of different stances on constitutional changes.

VL: HDZ 1900 and HDZ BiH started struggle for support of HDZ Croatia

 

Vecernji List pg 8 ‘Two HDZs demand Sanader’s support’ by M. Vasilj carries that by establishment of HDZ 1990 a struggle between HDZ 1990 and HDZ BiH for support of HDZ Croatia has started. VL says that presence of MP in the Croatian Parliament, Ivan Bagaric, on behalf of HDZ Croatia at the HDZ 1990 Inaugural Assembly has been interpreted as an indirect support of HDZ Croatia President Ivo Sanader to HDZ 1990 President Bozo Ljubic. HDZ spokesperson Miso Relota stated that HDZ BiH stands for good relations with HDZ Croatia, that they have established contacts but they hope that relations would be even better. VL reminds that Sanader publicly criticized HDZ President Dragan Covic for the first time after Ljubic had been expelled from HDZ BiH, however that Sanader has never given support either to Ljubic or Covic publicly.

DL op-ed: Croat electorate is tired of politicians with bad publicity that are involved in criminal activities

 

Dnevni List pg 2 ‘Crystallization of political scene’ by I. Glibusic carries that establishment of HDZ 1990 brings among the Croat electorate in BiH a more clear image for the coming elections in order to reduce abstention of voters. The author also believes that the Croat voters would be choosing between 2 blocks of parties at the October elections, that is, HDZ BiH and HNZ on one side and HDZ 1990 and HSP Djapic-Jurisic on the other side. The author says that the Croat electorate is looking for new people who do not have bad publicity and who are not involved in any criminal activities. The author concludes that the party that recognizes the interest of voters and gives an adequate reply to this interest would get confidence of voters.

CoM Chair Terzic deems that BiH HoR has no arguments for replacement of his Government

If we did not work well, let the Parliament dismiss us. I think that there is not a single argument in favour of our replacement” said Terzic listing all successes his government achieved including the talks on the Stabilization and Association Agreement and VAT introduction. He added that it is up to the Parliament to decide what happens with the CoM, but stressed that he would not allow his Cabinet to be reduced “to the level of Mladen Ivanic [BiH Foreign Affair Minister] who is in technical mandate“. Asked is it possible for SDA MPs to vote against him, Terzic said that he doesn’t expect something like that, but “with 42 men some majority, even entity could be combined. Yet, no-confidence vote to the CoM shows only irresponsibility of those who have initiated it” said Terzic.

Independent Board for selection of RS Police Director to appoint Pol. Director within shortest time frame

SDU’s Durakovic criticises that SNSD, HDZ’s readiness to sacrifice SAA talks for their own goals

[Note: Officials of SNSD and HDZ in recent past have stated that they would not give up on RS police and PBS law respectively even if that would mean a halt in SAA talks]. Durakovic harshly criticized SNDS and leader Milorad Dodik for not respecting the Agreement on Police restructuring, noting he sees no difference between SNSD and SDS. Commenting the constitutional changes, he criticized the manner the agreement was reached, stressing that “it would be tight’ in the Parliament during the vote on amendments to the Constitution.

GS critical of fact BH team for negotiations with EU is underpaid for the work it is doing

 

Glas Srpske pg 5 ‘Horses and donkeys’ by D.Momic – The author is critical of the fact that Igor Davidovic his team are underpaid for the work they are doing (Davidovic’s salary is BAM 1203, while professional delegate has a salary of BAM 2300). The author notes that “if it is true each job is paid for its value, then BiH does not care much for good Agreement on Stabilisation and Association and admission to EU.” Daily notes it was unable to get comment from any political on the issue bar Davidovic, who commented: “We are doing a horse work, and we are being fed as donkeys!”

GS critical of request of Bosniak and Croat representatives at RS bodies that DP’s should be allowed to vote in their pre-war places of residence

 

Glas Srpske cover pg splash ‘Vote where ever you want’ by G.Dakic Branko Petric, President of BiH Election Commission, confirmed to daily that at the end of last week, he had received request of 11 Bosniak and Croat delegates and other officials at RS authority bodies demanding that displaced persons (DP’s) – regardless of their place of residence and place where they took new ID documents – are allowed to vote in municipalities where they had lived before the war i.e. before 1991.  Daily is critical of this request, noting that such voters would be creating destiny – somewhere to smaller somewhere to greater extent – for citizens of the places DP’s were living before the war, but they would go back to their place of residence after elections. Petric explains that destiny of this request will be known after representatives of Election Commission hold a meeting with OHR.

Chair of Vlasenica Assembly claim that Serb parties want to remove Bosniaks in order to continue with domination in administration

Dnevni Avaz pg 9 ‘Serb political parties want domination in Vlasenica’ by A.H.– The head Vlasnica Municipal Assembly, Sakib Zubovic, sent a letter to the Municipal Head, OHR office in Bratunac, RS Vice President Adil Osmanovic,SNSD and SDA branches in Banja Luka and Sarajevo warning of “inexplicable behaviour of current Head of Municipality Dragomir Stupar”. Zubovic sent letter after 13 deputies in the Assembly [PDP, SNSD, SDS] launched initiative for his replacement, though he is the only Bosniak holding position in the Municipality. In a statement for DA, Zubovic stressed that this is the attempt of Serb parties to “totally eliminate Bosniaks from the municipal administration in order to continue with their domination”.

Dnevni Avaz cover splash, pg 2 ‘I am not afraid of MPs no-confidence vote’ by S.Numanovic – Commenting his recent visits to the summit of the Central European Free Trade Area held in Bucharest, the Chair of the Council of Ministers Adnan Terzic by the end of the year BIH could become a member, along with Croatia, SCG, Albania and other European countries. “This is about establishment of new, modernized CEFTA. BiH would enter it under certain conditions and EC and Stability Pact would help us in negotiations” said Terzic. Inset ‘No replacements for Dixon’- Referring to recent attacks against Chair of ITA Steering Board Joly Dixon by RS officials over the reduction of the coefficients in allocating the public revenues from the single account, Terzic said that new RS Government “behaves as the life itself started with it”. This, said Terzic, came at the same time as the ambition of some people from the OHR to take over Dixon’s position. “I believe Dixon does his job well and he could be replaced only by someone from BiH. I am not even thinking to replace Dixon by another foreigner, especially not by those from the OHR who saw themselves on that position” concluded Terzic. Dodik, Spiric (SNSD): HR Schwarz-Schilling’s decision on extending of mandate to ITA SB Chairman Dixon is illegal

 

Dnevni List pg 3 ‘MPs to vote on no-confidence to Terzic’ by D. P. Mandic – SNSD leading people Milorad Dodik and Nikola Spiric believe that the High Representative Christian Schwarz-Schilling’s decision to extend a mandate to Joly Dixon is illegal. Spiric added: ‘As far as I am concerned the BiH CoM that did not respect the decision of the BiH Parliament is a focus of the whole issue and not Dixon. In order to respect the law the BiH CoM first had to confirm the HR’s decision on extending of the mandate and then remove Dixon at the session.’ Spiric also brings into question Dixon ’s decision on suspension of the temporary decision on temporary coefficients, since his mandate expired on March 31, and it was extended on April 7, while the decision was passed on April 4. Spiric believes that investigative bodies should deal with this decision. 

RS Govt. demands ITA SB session Tuesday resolve the issue of distribution coefficient

 

EuroBlic RSpg 2 ‘Dixon promised permanent solution’ by R.R., Glas Srpske pg 3 ‘Srpska demands its assets’ by SRNA, Dnevni List pg 9 ‘Resolving of public incomes’ distribution issue soon’ – RS Government has voiced out a message saying that the Tuesday session of the ITA Steering Board should resolve all issues related to disputed distribution and revenues allocation coefficient in BiH. According to Aleksandar Dzombic, RS Finance Minister, RS Government will not give up on its demand that the latest decision of the ITA SB President Joly Dixon damaged RS.

The 0Coordinator of BiH Transport and Communications Ministry for the project, Namik Kupusovic, confirmed to daily Malaysians abandoned the feasibility study, but promised to respond to international tender for construction of the highway. Kupusovic explained Malaysians asked for exclusive right to the corridor, i.e. to be guaranteed an exclusive right to negotiate with the financial institutions around the world for participation in the project.

BiH SAA negotiating team appeals to producers to provide information for protection of BiH products

 

Dnevni Avaz pg 8 ‘Negotiating team asks help in drafting of protected merchandise list’ by T.Lazovic– Following the demand of the EU for BiH to draft list of merchandise to keep under customs protection, working group on free passage of goods which operates under the BiH negotiating team on the Stabilization and Association Agreement with the EU launched the process which has to be completed by April 21. Working group’s chair, Dragisa Mektic, appeals to the producers to participate and provide the group with the information reflecting true needs of BiH economy. Mektic explained that this list is crucial in minimizing impact on BiH economy following the introduction of the SAA regulations.

She stresses it actually is not important how high price increase will be, but rather that citizens would be charged for conflict between F BiH Government and public company.

DL: According to unofficial information, BiH Court might issue first bill of indictment for terrorism today

Kozina carries an article on terrorism in BiH and DL says that the recent FBiH Ministry of Interior action during which few persons suspected of preparing terrorist attacks were arrested (Mirsad Bektasevic, Cesur Abulkadir, Almir Bajric etc.) shows that the BiH authorities announced a struggle against terrorism. According to unofficial information, the BiH Court should issue a bill of indictment against these suspects on Monday (today) and this would be the first bill of indictment issued for terrorism in BiH.

RS Justice Minister: Special Prosecution to start investigations as of June

 

Nezavisne Novine cover pg splash ‘Investigations as of June’, pg 6 ‘Special Prosecution starts with work in June’ by V.Popovic – In a brief interview to daily, Omer Visic, RS Justice Minister, speaks of set of laws on fight against organised crime, noting that Special Prosecution may launch its work in June, adding: “If Law is published by 15 April and Special Prosecution and Special Department at Banja Luka District Court is established in 15 days time, Special Prosecutor may in May review cases and assess what fall under its jurisdiction.” According to him, Special Prosecution may first deal with the cases concerning criminal acts against economy, embezzlement, evasion, office abuse, forgeries.

CoM Chair Terzic denies AI allegations on CIA prisons in BIH

 

Dnevni Avaz pg 2 inset ‘There were neither overflights nor CIA’s prisons’ – In a statement to daily, the Chair of the BiH Council of Ministers, Adnan Terzic, claims on grounds of the information of the domestic services that there are no secret CIA prisons in BiH. He also denied that CIA planes have been landing at BiH airports. “It is known we do not control a part of the sky over BiH. Our services forwarded us information we trust. According to them, allegations presented by Amnesty International are unfounded,” Terzic underlined. The international human rights organization, Amnesty International, published a report noting that it is possible that CIA has secret prisons in BiH or uses its airports for transfers of suspects.

SDA will not support changes to Law on Execution of Criminal Sanctions in BiH HoR stating they would create mono-ethnic prisons

 

Oslobodjenje pg 5 ‘We will not support ethnic prisons’ by A.Terzic – BiH House of Representatives Co-Chair Sefik Dzaferovic [SDA] told daily that SDA Caucus would not support amendments to the Law on Execution of Criminal Sanctions submitted by SDS deputy Momcilo Novakovic. Novakovic demanded amendments to the Law after group of Serb prisoners were allegedly molested in FBiH correctional facilities, proposing for those prisoners to be transferred from one prison to another for the security reasons.  BiH HoR will discuss this Law on its Thursday’s session. Dzaferovic said that SDA is against these amendments for they would only open space for misuse of the Law, even when there is no case of breaching human rights, and that it would lead to mono-ethnic prisons, which is something SDA cannot support.

Former HR Petritsch on apprehension of Mladic: We are witnessing a finale of this issue

Sueddeutsche Zeitung pg 2 ’We are witnessing the finale’ by Marc Hoch – In an interview to SZ, the former High Representative, Wolfgang Petritsch, comments whether promised apprehension of Ratko Mladic by end of April is just another trick from Belgrade by saying: “I am now very much convinced that we are witnessing finale of this issue. It is clear to Belgrade that otherwise EU would stop integration process. It is really a question of ‘to be or not to be’ for the Government, and Belgrade is completely aware of it. I am convinced that Serbia would undertake everything to extradite the former general to the ICTY.” Petritsch noted that current Serbian government faces a threat of being overthrown, adding it all now depends on way the Socialist Party would reconcile its two wings – pragmatic and radical. Commenting the issue of Radovan Karadzic, Petritsch stressed that that it is essentially much more complicated, since he is under protection of Orthodox Church, adding: “I am convinced that after capturing Mladic, hunt for Karadzic will become the next big issue.”
