RS Fin. Min: Entities’ premiers and BiH CoM Chair should also attend today’s session of ITA SB

 

RTRS – ITA Steering Board (SB) is in session in Sarajevo. The RS Finance Minister and member of ITA SB, Aleksandar Dzombic, stated prior to session that apart from ITA SB members, the BiH CoM Chair, Adnan Terzic, and entities Premiers are also expected to attend the session. Dzombic said: “There are several points on proposed agenda: coefficient and distribution of revenues for 2005 and setting of coefficients for 2006.”

BH For. Min. Ivanic: HR has made a mistake by extended ITA SB’ President mandate

 

RTRS – Mladen Ivanic, BH Foreign Minister, has assessed that the current relations within ITA SB have a bad influence upon economic and political stability of BiH, adding that the sole solution to this crisis would be if domestic institutions fully took management over ITA SB. According to him, the greatest responsibility for distribution of revenues at ITA rests with Joly Dixon, who gave legitimacy to such a practice and who has brought his own dignity into question by implementing subjectivism in allocation of resources. Ivanic also said that HR has made a mistake by having extended Dixon ’s mandate without an attempt to have Dixon ’s work discussed at the sessions of BiH institutions, especially BiH CoM.

CoE Parliamentary Monitoring Committee urges politicians to adopt const. changes

 

BH Radio 1 – Following discussion on the situation in BiH on Tuesday, the Monitoring Committee of the Council of Europe Parliamentary Assembly invited BiH political parties to adopt the agreed amendments to the BiH Constitution as soon as possible, confirmed Head of the permanent delegation of the BiH Parliament to the CoE, Elmir Jahic. Jahic stated that the Committee expects both the talks on constitutional changes to be continued after October elections and abolishment of the entity voting in the BiH House of Representatives. The Committee also stated that the mechanisms for protection of the vital national interest should be defined more precisely.

Explosive planted under car of Trebinje judge’s son

RTRS – Explosive device was activated in Trebinje last night under the car of Srdjan SImovic, son of Judge with Trebinje Basic Court, Ljiljana Simovic. Major damage was caused to vehicle, while windows on Simovic’s house and neighbouring houses broke, reads press statement released by Trebinje Police Station.

BHT1 – Several dozens of members of the Association of families of fallen and captured soldiers and missing civilians from the RS on Monday peacefully protested in front of the FBiH Government building in Sarajevo demanding the Commission for establishing truth about the suffering of Serbs in Sarajevo to be formed. The FBiH Prime Minister Ahmet Hadzipasic promised to do some time ago [when he set the deadline to March 31], however nothing has happened yet. “Since it did not happen, we have decided to gather here for a peaceful and dignified protest, in order to speed up a process of finding the missing persons”, explained Mirjana Simanic, one of the Organisation. FBiH Vice-President Grahovac sends a letter to RS PM Dodik informing that Govt is prepared to form Commission, but requires help of RS authorities

 

BHT1 – FBiH Deputy Prime Minister Gavrilo Grahovac sent a letter to the RS PM Milorad Dodik informing the FBiH Government has prepared proposal for the commission for establishing the truth about the suffering of Serbs in Sarajevo, but added that they need to coordinate activities with the RS Govt in this field. FTV –  Grahovac also noted the FBiH Govt has no authority to carry out activities in pre-war municipalities of Sarajevo which are now located in the RS, thus he suggested for two entity Justice Ministries to make a proposal on establishing a joint commission. “There are no reasons for any kind of protests… FBiH Government is ready; in fact, it already met all conditions necessary to establish Commission”, stated Grahovac, adding that RS Government should adopt the same decision, “because such Commission should have the authority on the territory of both BiH Entities”. BHT1 – Director of the Investigative-Documentation Centre Mirsad Tokaca says the state Institute for Missing Persons should do the job, not Commissions. BHT1 – At the roundtable ‘War crimes: an obstacle to our future’, organised by the Centre for Security Studies, NATO and EUFOR, held in Banja Luka, political adviser in the NATO Headquarters in BiH, Raffi Gregorian, said NATO has no information on Ratko Mladic and Radovan Karadzic hiding in BiH. As the ICTY announced transfer of a number of cases to the BiH judiciary, BiH Court officials stressed they were ready to process them. The Court’s President Meddzida Kreso underlined trials would last as long as it takes to process all war crimes indictments. Domestic and international institutions should cooperate to arrest remaining ICTY fugitivies, including Karadzic, Mladic and Stojan Zupljanin, concluded participants of the roundtable. “We know they are supported by huge criminal ‘group’, which took millions of KM away from BiH economy, health care and education… It is a good thing that the BiH Parliamentary Assembly has adopted the law on freezing the property of persons who support war crimes indictees”, stated Gregorian. Nezavisne Novine op-ed pg 7 ‘Western Balkans and European integrations’ by Zarko Korac – The author is critical of the fact that the ruling authority in SICG does not react on systematic attempts of public rehabilitation of Ratko Mladic and Radovan Karadzic, claiming they should surrender out of “patriotic” reasons, i.e. it should indicate thet are patriots. The author is critical of this latter term, stressing that the settlement of three issues – status of Kosovo, status of Montenegro and ICTY cooperation – is a condition for stabilisation.

BiH CoM passes amendments to law on old foreign currency savings, reducing payment period to 13 years, setting fixed interest rate

 

 

 

 

 

 

FTV – The BiH Council of Ministers held the extraordinary session on Monday and passed several amendments submitted by the state parliamentarians to the Law on old foreign currency savings. Among other things, CoM accepted the amendment to change the name of the law, which is now called the Law on settling obligations on basis of the account of old foreign currency savings. Additionally, CoM also endorsed a reduction of the payment period to 13 years [instead of 15], setting fixed interest rate to 2.5 % for bonds, and the amendment regarding the role of the BiH Central Bank. CoM also accepted the amendment that tasks BiH to help the savers with savings in banks with offices outside BiH territory. The Council also accepted the amendment that ascertains that on basis of preliminary information of banks with offices in BiH, the old foreign currency savings are estimated at one billion and 979 million KM. BHT1– The Law adopted is in accordance with the decision of BiH Constitutional Court, which ordered BiH authorities to legally regulate this issue. EuroBlic RSpg 2 ‘BAM 100 million unassigned’ by Nedeljka Breberina – The ITA Steering Board today in Sarajevo is expected to discuss the issue of distribution coefficients from ITA single account. Daily observes that the amount of BAM 100 million is now on the single account, laying unassigned. ITA confirmed the money will remain on the account until decision is reached on basis of which ITA will be allocating money to BiH institutions, entities and Brcko District. The Office of ITA SB President Joly Dixon told daily that today’s meeting in Sarajevo should also be attended by entities premiers, Milorad Dodik and Ahmet Hadzipasic. RS Premier Monday reiterated the issue of distribution must be resolved as soon as possible. During Monday’s meeting with the French ambassador to BiH, Henry Zipper de Fabiani. Dodik confirmed that the RS Government intends to demand money, for which RS has been damaged during distribution process from a single ITA account, through Court. Regarding this, release reads that BiH cannot go ahead not even in “providing preferential treatment to voluntarists such as Joly Dixon during his illegally extended mandate.” SNSD also demands establishment of distribution coefficients in RS, F BiH and Brcko District in line with initially set criteria, demanding from RS Government to persist in “removing anomalies at ITA and also all other issues related to agreed manner of business conduct at BiH level”. Release further reads: “Similar political technology was applied in some inappropriate formulations of constitutional amendments, and also parity body for application of police reform.”

BiH, FBiH and RS Finance Ministers agreed on drafting and enacting of the law on National Fiscal Council

 

BHT1 – BiH, FBiH and RS Finance Ministers Ljerka Maric, Dragan Vrankic and Aleksandar Dzombic respectively, agreed on Monday to support the drafting and enactment of BiH legislation that will regulate the status of the BiH National Fiscal Council, OHR said. The three ministers reached agreement during a meeting at the OHR with Principal Deputy High Representative Lawrence Butler. Currently, the NFC, comprising the three prime ministers and the three finance ministers meets irregularly in order to coordinate the administration of fiscal revenue in BiH – a core task of any functioning government. However, the NFC acts on an ad hoc basis. The law currently being drafted by a Working Group that consist of members of the BiH Finance Ministry, the Chairman of the Council of Ministers’ Cabinet, and the Entity Finance Ministries, will allow the NFC to function on a statutory basis, increasing its authority and improving its efficiency. Head of BiH Statistics Agency: VAT introduction reduced grey economy

Hayat-BiH Agency for Statistics published the report on foreign trade in the first three months in 2006 according to which in the first three months of this year BiH has increased export by 38.8% and import decreased for 0.4% in comparison with the same period last year. Head of BIH Statistics Agency Zdenko Milinovic stated that the growth was facilitated by the VAT introduction as it has reduced the “grey economy”. RS PM Dodik announces final version on privatisation of Telekom should complete by end of April

PINK– Turkish President Ahmet Necdet Sezerpaid official visit to BiH on Monday. Sezer met the BiH Presidency members and discussed foreign and political priorities of both countries, as well as the situation in the region. BiH Presidency informed Turkish President on reforms currently underway, especially the constitutional reform. “Our (BiH and Turkey) foreign and political priorities are membership to EU and for BiH membership in NATO as well. We stresses [our] clear political stance and determination to fully cooperate with the ICTY,” said Sulejman Tihic, BiH Presidency Chair. “We focused on activities that could improve our economic and trade relations. We used this opportunity to renew our wishes and decisiveness to expand cooperation of these two countries in these areas”, said Sezar. OSCE Head Davidson meets RS PM Dodik, RS President Cavic to discuss judiciary and education reform

 

RTRS by Marina Marjanovic – Head of OSCE Mission in BiH Douglas Davidson and RS Officials talked on judiciary reform and reform of higher education. RS Prime Minister Milorad Dodik said that RS Government would support new RS Law on Higher Education that would be in accordance with Bologna Declaration and European standards. Dodik also talk to Davidson on economic development and upcoming elections. “We expect election campaign to be fair and that would show political progress in BiH”, said Dodik. RS President Dragan Cavic stressed the importance of the judiciary reform due to taking over of war crime cases from the ICTY. Davidson believes that judiciary reform and higher education reform are the most important and that would give the biggest contribution to the future and stability of BiH. Davidson said that is nicely surprised with work of RS National Assembly (RSNA) due to discussions before RSNA Boards in order to adopt the most important RS laws. ”We expect talks in following two months on implementation of military reform”, Igor Radojicic, RSNA Speaker informed Davidson. Posters of a ‘dragon’ which devours RS symbols and finances appeared in Banja Luka , Doboj and Bijeljina

 

RTRS – In organization of Serb National Movement NGO ‘Choice is Ours’ [Izbor je nas] posters showing a dragon, which devours RS finances and attacks its symbols were placed all over Banja Luka. Chair of the NGO Dane Cankovic said that ‘dragon’ represents BiH Institutions, as well as the relation between entities and BiH Institutions, which not only destroys the RS, but are also jeopardizing individuals and Serb people’s identity. Cankovic said that posters were also placed in Doboj and Bijeljina. VL interview with US Ambassador McElhaney: I expect Secretary of State will soon send new ideas about 2nd phase of constitution changes

Rice sending new message to political leaders of BiH’, mentioned on front ‘We want BiH with one president’, by Dejan Jazvic – the US Ambassador to BiH, Douglas McElhaney, says in an interview to VL that he believes the constitutional amendments will be adopted in time and applied during the October elections. He also says it now time (for BiH) to complete this (the process of constitutional changes), organize elections, elect one president, extend the Parliament so it could meet the challenge of negotiations with the EU and establish a government with a prime minister that has broader authorities. Questioned what the second phase of negotiations will be all about, given that the RS negotiators are already saying the status of RS cannot be put into question, the Ambassador says there will be “surprises and surprises after the elections” i.e. during the second phase. “(…) We have made certain changes at the state level and now we can start talking how different levels of authority are related to each other. What you can continue with, what you cannot continue with. The next phase of talks will be extremely interesting. I expect my State Secretary will soon send her ideas about what we should talk about and a message to political leaders of BiH”, says Ambassador McElhaney.

HSP Djapic-Jurisic proposes: Speaker of BiH HoR, HoP cannot come from lines of peoples of Speakers of respective entity parliaments

Beus– the HSP Djapic-Jurisic stated at a press conference held in Mostar on Monday that the proposed constitutional changes will only deepen crisis in BiH and confirm that peoples in BiH are not equal. Zeljko Asic from the party’s commission for constitution proposes that the BiH HoR Speaker cannot come from the line of the same people as Speakers of the FBIH HoR and RSNA, the same applies for the Speaker of the BiH HoP. Also, the President of BiH CoM cannot come from the line of peoples as Prime Ministers of entity governments. He notes the solution for the Croats is a BiH organized as a federal state with 3 federal units.

HDZ 1990 Chair Ljubic announces party will propose its own amendments to BiH Constitution

 

FTV current affairs program ’60 minuta’ by Bakir Hadziomerovic– In interview to FTV ’60 minuta’, Chair of HDZ 1990 Bozo Ljubic says party members were not dissatisfied with their position in the HDZ, but with the with HDZ politics in the last couple of years. Asked to comment announcements that members of HDZ 1990 in the BiH House of Representatives would not support amendments to the BiH Constitution, Ljubic said that their goal is to act proactively and they want to correct amendments and make them in favour of Croats. “I am aware of the fact that it would not be an easy job but we have prepared amendments which we are going to discuss through at our session on Wednesday”, said Ljubic and added that he was sure that it was possible to reach solutions which would make BiH a more functional state, without having position of Croats in BiH endangered.

Pensioners Party to support const. amendments

Dnevni List, pg 2 ‘Dodik dethroning Terzic’, by Rsad Dautefendic – commenting on the announcements that the BiH House of Representatives will be discussing the motion of vote of no confidence in Adnan Terzic’s Council of Ministers this week, the author insists the new RS PM, Milorad Dodik, is going against Terzic because he (Terzic) does not want remove the Chairman of ITA Governing Board, Joly Dixon, who does not want to give the extra money Dodik needs to sort things out in the RS. Dautefendic also believes that almost all politicians from the RS, that includes Dodik and RS President Dragan Cavic, are not interested in the European integration, they would rather attack the BiH CoM in order to gain few political points and remain in their respective offices in the RS authorities.

BiH HoR’s delegates to demand postponement of vote of confidence in BiH CoM owing to absence of 7 delegates from Thursday session of BiH HoR

 

Nezavisne Novine pg 2 ‘Kunic will demand postponement of a vote’ by V.Popovic Tihomir Gligoric, SP RS delegate who launched an initiative for a cast of a confidence vote in BiH COM has announced he would demand withdrawal of this initiative from the agenda of the BiH HoR’s session scheduled for Thursday, since 7 delegates, who would vote for a confidence vote, will not attend it. Delegate Petar Kunic has confirmed he would make this demand on Gligoric’s behalf, also demanding vote be postponed after 7 delegates return from Strasbourg, where they attend session of the Parliamentary Assembly of Council of Europe. Gligoric accused the BiH HoR’s Collegium, led by Martin Raguz, of having deliberately scheduled the session at the time of CoE’s session in order to ensure a confidence vote in BiH COM failed, adding: “It is a result of agreement with Adnan Terzic, since it is not possible to time session when delegates are absent. It is obvious Collegium is aiding Terzic to survive.” Rahuz denied these accusations anything was agreed with Terzic. Nikola SPiric, BiH COR Co-Chairperson, said he supports demand for postponement of session. HDZ claims it will ban HDZ 1990 to use name or abbreviation “HDZ”

 

RHB– During the visit of HDZ BIH delegation to Kiseljak Municipality on Monday HDZ leader Dragan Covic announced that he will deny the right to HDZ 1990 to have HDZ in their party’s name. Spokesperson of HDZ BIH Miso Relota stated that HDZ BIH is not going to allow anyone to use the name or abbreviation “HDZ” adding that it has been protected at the agency for Protection of Intellectual property. Relota denied that HDZ has been divided regarding the “so-called HDZ 1990” as weak competition. “HDZ BIH has no competition but our voters could be confused at the elections so we will not allow anyone to use HDZ name. FTV current affairs program ’60 minuta’ by Zvonimir Jukic– Commenting on establishment of HDZ 1990 party, Jukic stresses this was a result of the numerous disputes lasting for years now which were also a reason for departure of a number of HDZ officials and their subsequent membership to HDZ 1990. He further notes that the inaugural session of the HDZ 1990 held last Saturday, attended by many former HDZ members, disputed statement of the BiH Presidency member Ivo Miro Jovic who said that new party would gather only small number of “dissatisfied people”. According to surveys, as Jukic stressed, two parties would win the same number of votes if elections would take place at this moment. Asked about alleged support of the new party from Croatian HDZ, Co-Chair of HDZ 1990 Martin Raguz said that the party would not seek its “wisdom” outside BiH, but that ‘it would follow Croatian HDZ’s profile, being a European profile’.

Slobodna Dalmacija, pg 13 ‘Expelled from Bologna’, by Dinko Pasic – notes that the President of Liberal-Demoratic Party, Lamija Tanovic, is no longer a BiH representative in the BFUG (Bologna follow up Group) after she refused to join the so-called Patriotic Block (SBiH, BOSS, SDU), which rejects the proposed constitutional amendments. BHT1 – Early on Monday morning EUFOR, assisted by the RS Interior Ministry, raided premises of transport company ‘Autoprevoz’, and vehicles in Banja Luka bus station. The main aim of this operation, according to EUFOR, was to assure the security of passengers. “This operation is a part of a large-scale action that has been ongoing for a couple of months, during which we also inspect the documentation of the bus companies”, explained Russell Craig, Spokesperson of EUFOR’s Group Northwest. Explosion device set under the vehicle of police-officer in Trebinje

 

RTRS – On Sunday evening an unknown person activated an explosive device under vehicle owned by Slavko Drapic, employee of the Trebinje Police station, which was parked in the vicinity of his family house in the settlement of Suncani Brijeg in Trebinje.  The explosion caused great material damage to the car, but no person was injured. RTRS reports Drapic works as a police officer engaged in fighting crime. VL: Witness confirms ‘Covic and others’ were framed

 

Vecernji List, pg 3 ‘Witness confirmed conspiracy against Covic’, by Zoran Kresic – In continuation of trials in the ‘Covic and others’ case before the BiH Court (Dragan Covic and other defendants were charged with embezzlement) held on Monday, former Deputy Director of FBIH Customs Administration (FBIH CA), Fuad Kasumovic, admitted it was the former Director of FBIH CA, Zelimir Rebac, and part of ‘international administration’, who rigged the charges and evidence in order to destroy Covic and ‘Lijanovici’ company. Kasumovic claims it was Rebac personally who wrote the disputable ‘opinion’, which Covic allegedly wrote to free ‘Lijanovici’ from paying customs duties. BiH authorities have no information that there are illegal CIA activities in BiH

 

Dnevni Avaz cover splash ‘CIA has no illegal prisons in BiH’, pg 5 ‘BiH submitted answer to Council of Europe before deadline’ by T.Lazovic – BiH Foreign Ministry confirmed that BiH authorities provided Council of Europe [CoE] with new and detailed answers in regard to investigation on alleged illegal activities of the US Central Intelligence Agency [CIA] in BiH. Deputy BiH Justice Minister Jusuf Halilagic told daily that the answer reads that BiH authorities have no information on such activities. “After obvious insisting, this time we mentioned case of ‘Algerian group’, which was not mentioned in the first response, for they demanded answers as of June 2002, and that happened in January same year.” ‘Algerian group’ refers to the case of six naturalized BiH citizens who had been transferred by the US to Guantanamo military base in Cuban territory under suspicion of terrorism. CoE Secretary General Terry Davis would present results of the investigation of alleged existence of CIA prisons [as reported last year by Washington Post] in Europe on Wednesday.

DL: BiH Prosecution questioning HNC MoI official re alleged illegalities in the HNC MoI

Popovac – DL learns from a source in the BiH Prosecution that the Prosecution has started questioning senior officials of the Herzegovina-Neretva Canton Interior Ministry in relation to the ongoing investigation about alleged illegalities in the MoI. Members of the FBiH MoI raided the HNC MoI premises in November 2005 and January 2006 looking for evidence on alleged illegal payment of salaries to people who are not employed by the MoI and suspicious procurement of vehicles for the MoI etc. Prosecution’s spokesperson, Edita Pejovic, could not comment on the investigation for time being.

Former RS Customs Administration director sentenced to 3 months imprisonment

Nezavisne Novine pg 6 ‘Three months imprisonment to Popovic’ – Goran Popovic, former Director of RS Customs Administration (who was charged with office abuse and having damaged RS budget for BAM 324 thousand on 24 April) Monday admitted guilt and plea bargained with Banja Luka District Prosecution, on basis of which Banja Luka Court Council sentenced him to 3 months imprisonment and ordered him to pay BAM 6 thousand. (NOTE: Popovic was temporarily removed from office in June 2004 through HR’s decision; in January 2006, HR Ashdown lifted the ban against him.)
