Third round of SAA negotiations held in Sarajevo ; focus on free trade and liberalization of the market

 

 

 

 

 

 

 

 

BHT1- BIH commenced the third round of the negotiations on Stabilisation and Association Agreement with EU on Friday. Focus of this round was on the issue of free trade, financial services and various forms of the ownership as well as the issue of concession. Head of Department for West Balkan in EC’s General Directorate for Enlargement, Dirk Lange confirmed the press conference that they discussed the issue of free trade and liberalisation of the market waiting for the BIH’s position on the issue. Igor Davidovic, BiH Chief Negotiator with the EU stated that BIH is close to the final version of the Agreement adding that it has made the list of the products for the concession. “The most important fact is that the Agreement on the free trade will be implemented immediately without previously being ratified” noted Davidovic. Next round of negotiations on SAA would be held on June 13 and 14. Hayat- We are now entering the essence of the talks; transition periods in terms of specific sectors are being more thoroughly discussed as well as on concessions BiH expects”, said Lange and added that BiH provided the EU representatives with a number of information, including BiH’s recommendations in terms of industrial products. The EU team asked for new information on public administration, human rights and police reform. “I am sure each round brings us closer to the SAA”, said Davidovic. Lange added that the EC plans to, within 10 months, evaluate the progress BiH has made and the report should be presented in November 2006. RTRS- Davidovic was satisfied that there were no pressures and new requests by the EC. Lange said that he expects more concrete stance on trade liberalization from BiH. BiH Presidency Chair Tihic asked WB for help in construction of Corridor Vc

 

BHT1 By Lejla Zvizdic, Washington – BiH Presidency Chair Sulejman Tihic has met the President of World Bank Paul Wolfowitz and Executive Director Jan Willem Van Der Kaaij in Washington on Friday. At the occasion, Tihic asked for the help of the World Bank in constructing the corridor Vc emphasizing the importance for BIH. It was noted that WB will devise the analytical plan for the construction of corridor Vc adding that the financial help will also be discussed. Tihic also met U.S. Congressman Christopher Smith discussing the establishment of the centres for rapped women. Reporter reiterated that BIH delegation has met U.S. Vice President, Dick Cheney and U.S. State Secretary Condoleezza Rice on Thursday in Washington. Explaining their rejection of entity vote, Raguz said: “These are state institution, within them we all should be in equal position, they should be efficient in order to be able to make autonomy decisions”. Commenting on the process of constitutional changes, Raguz said that process should be united i.e. first and second phase should and the time needs to be rationalized.  “Because first phase wouldn’t mean nothing basic if it doesn’t comprehend this asymmetrical, expensive, inefficient and irresponsible internal structure of BiH, as precondition of serious European step forward” said Raguz, adding that work on constitutional changes would continue right after elections.

Conf. on allocation of state assets; RS urges passing of the law to remove the ban imposed by former HR

 

RTRS At the conference that RS Government organized on topic of allocation of state assets it was stated that RS deems that FBiH side is obstructing the passing of the BiH Law on Allocation of State Assets. Former High Representative Paddy Ashdown banned disposal over the state assets before the Law is passed. BHT1- RS Prime Minister Milorad Dodik deems that this issue should solely be included in the Constitution. “Agreement on succession cannot be the basis for the allocation of the property,” added Dodik. BIH Justice Minister Slobodan Kovac deems that the law on succession cannot be consequently implemented but it represents the basis for the prepared projects. PINK- Some people from FBiH, from Sarajevo try hard to devastate constitutional order in BiH. They try to impose Agreement on succession to be basis for distribution of property. That is not right. That would mean that this building where we are right now belongs to BiH and that we are tenants”, said Dodik. Mladen Ivanic, BiH Minister of Foreign Affairs said that foreign debt is divided between entities and that same principle should be applied regarding property.

BHT1- During the third round of negotiations on Stabilization and Association Agreement held on Friday in Sarajevo, between BiH and the EU, it was noted that the lack of cooperation with ICTY and the issue of police reform might slow down integration process for BIH. Head of Department for West Balkan in EC’s General Directorate for Enlargement, Dirk Langewarned that EU expects BIH to adopt the police reform based on the three principles [establishment of single police including passing of legislation and budget at the state level, establishment of police free of any political interference and establishment of police regions based on technical criteria]. PRD SB member Lisak: RSNA’s Recommendation not obligatory for PRD

RSNA Speaker Radojicic: PRD cannot work on bases of previous documents, due to the Recommendation RSNA passed

 

RTRS- RS officials believe that the Police Reform Directorate cannot work on the basis of the Opinion that was passed by the Police Reform Directorate Steering Board [on May 3] due to different Recommendation of RS National Assembly [passed on May 10]. Igor Radojicic, RSNA Speaker demands respect of RSNA opinion that includes minimum of RS interests. “They do not respect RS opinion so the chances to adopt something that they [Police Reform Directorate] propose are none”, said Radojicic.  RSNA asked form the PRD to precisely determine the role and competence of RS Interior Ministry. In regard to statement of PRD Steering Board member Sead Lisak, Milorad Dodik, RS Prime Minister believes that Lisak’s way of thinking leads to collapse of police reform and that would be much better if there are no members in Police Reform Directorate such as Lisak. Issue of police reform was discussed and it was emphasized that only Police Reform Directorate has a mandate to propose implementation plan for the police reform. “Consensus is being mentioned all the time. After September 30 when Police Reform Directorate proposes implementation plan, consensus should be reached by executive and legislative powers. BHT1- The third contingent of BIH soldiers departed on Friday night, on the peace mission in Iraq. The group counts 36 soldiers that would be located in Basra within the de-mining squad. Commander of the de-mining team Admir Jusupovic expressed readiness to go on a peace mission to Iraq. Two kilos of unknown type of explosive located in East Sarajevo; explosive left close to elementary school

 

BHT1- Public Security Centre of East Sarajevo in cooperation with EUFOR has removed 2 kg of the explosive with the clock mechanism. The explosives had been found in garbage near the elementary school in Municipality East Novo Sarajevo after a man called the police informing them of the bomb. Danka Tesic, PSC ES Spokesperson, confirmed that the explosive has been found, denying having the information of the type of the explosive or the information of the perpetrators. She said that EUFOR has been analyzing the type of the explosive in their lab. The investigation is ongoing and it is still unknown at what time the bomb was supposed to explode. NATO’s Gregorian: No base for speculations that weapons was exported illegaly

 

BHT1– In light of Amnesty International’s report on export of the weapons from BiH to Iraq [where speculates that weapons ended up elsewhere and possibly in wrong hands],London daily The Guardian published that Pentagon has been using the private BIH companies’ network for exporting the weapons to Iraq in last two years adding that even one of the companies has been put on the U.S. and UN’s black lists. Commenting these claims Political Advisor to the Commander in the NATO’s Headquarters in Sarajevo, Raffi Gregorian, stated, “all such movement has to be regulated according to the laws and regulations in BIH. There are no bases for suspecting that the weapons had been transported to some other location than noted because it was conducted through legal network”. According to the AI’s report had been transported thorough TuzlaAirport and PlocePort. Antonio Prlenda, military analyst for Sarajevo Daily Oslobodjenje, stated that this situation is not surprising because of the contracts signed with the Foreign Army Troops that include that for some issues BIH Authorities do not have to be informed. Hayat– Gregorian, member of the BiH Defense Reform Commission, says that the exporting was carried out in line with regulations and procedures. “I have not seen AI’s report but I am aware that moving of military equipment in BiH has been regulated by instructions given by parties and supervised by SFOR and EUFOR. Naturalized citizens obligated to submit relevant documents

Apprehensions of suspects, conducted on the RS territory and two years ago and the last three were conducted based on the cases that this Prosecution did,” said Sljivar. Talking about missing Serbs in Sarajevo, Sljivar said: “Biding with number of victims is not helpful in searching for Sarajevo missing Serbs. Instead for Commissions and Association to quarrel, I invite them, especially those from the RS, to submit data and document they dispose with in order to get to the truth, which is a common goal”.

ICTY Spokesperson Nikiforov: ICTY cooperation is international obligation and has to be respected

 

Dnevni Avaz pg 13 ‘BiH Court would have to protect witnesses’ by L.Sinanovic– Talking for DA, Spokesperson of ICTY Chief Prosecutor Anton Nikiforov reiterated once more that cooperation with the ICTY is an international obligation that has to be respected. “For example, when it comes to [Radovan] Karadzic and [Stojan] Zupljanin we always insisted that only common effort from SCG and BiH could lead to the arrest. But that is not all. Key archive material has gone missing from the RS…” said Nikiforov adding that ICTY doesn’t care if these documents are in Serbia or in private hands. Commenting the work of BiH Court, Nikiforov said that they have good cooperation, but that as any new institution it has difficulties. “That is why is necessary for BiH Court to have full support…It is up to the Court to provide witness protection and sometimes that is not simple even in The Hague” said Nikiforov.

Oslobodjenje pg 5 ‘Palic is one of our priorities’ by E.Kamenica– According to daily’s source from the OHR, Chair of FBiH Commission for Missing Amor Masovic wrote the High Representative Christian Schwarz- Schilling asking for the exhuming of Avdo Palic [Member of BiH Army gone missing in Zepa area and the HR tasked the RS Government’s Commission to find his remains] to be conducted by this Commission which was refused. As daily writes Schwarz- Schilling reminded to specificities of this case, specialty because RS is obligated by the Human Right Chamber to locate Palic’s remains and his murderers. Schwarz- Schilling also reminded Masovic that Palic’s wife has appointed two members of FBiH Commission to attend exhuming. Inset ‘Dodik and Dupor’- Daily’s source claims that Chair of RS Government’s Commission Milan Dupor and RS PM Milorad Dodik have talked about Palic case on Friday and that even though exhuming is announced for May 15 that would not happen.

RHBCardinal Vinko Puljic said that during his visit to USA he did not speak negatively about Muslims, but that he spoke about new streams, which oppose the Muslims’ spirit and culture in BiH. Commenting the Grand Mufti Mustafa Effendi Ceric’s statement, BiH Bishop Conference Secretary General Ivo Tomasevic said it should be necessary for Effendi to speak about attempts to impose a kind of a radical Islam, which opposes Muslim’s spirit in BiH. Tomasevic said that religious differences should be respected and that all religious leaders should work together on making all of them equal. “I am surprised with such a reaction, which is unfounded, since Effendi Ceric and Cardinal Puljic know each other for a long period of time and they are well introduced to their stances”, says Tomasevic. RHB: Reis Ceric wants unitary state, disrespecting rights of Croats and Serbs

 

RHBBy Ivica SimunovicIN a weekly comment Simunovic says that the European Comment has become a world leader by promoting appreciation of differences, tolerance and rights of minorities, and adds that it is rather strange that words such as apartheid and segregation are being often mentioned in BiH, the heart of Europe. Simunovic furthermore says that such words are being used by BiH leaders, as well as the Grand Mufti Mustafa Effendi Ceric, which comes out as the result of Croats’ insisting on their children being educated in Croatian language, which makes SDA members ‘angry’. Simunovic says that Ceric supports idea of unitary BiH, disrespecting Serbs and Croats, as well as their cultures, traditions, customs, saying that there is only Bosnia and Bosniaks.

Zelenika adds that 60 camps were on territory of Hercegovina- Neretva Canton. “I am surprised that Reis Ceric is entering areas where his arguments can’t hold on. His evaluations are of political manner” said Zelenika.

Dnevni List pg 5 ‘Ignoring relation from Causevic and Dixonby R.D.– Assembly of Association of BiH International Transporters within BiH Foreign Trade Chamber is dissatisfied with the relation of Indirect Taxation Administration, regarding their problems with issues concerning implementation of VAT on merchandise import. After addressing ITA several times, Association addressed ITA Director Kemal Causevic and Chair of the ITA Steering Board Joly Dixon, but again remained without any response. Association believes that it is necessary to write instructions or directives for transporters to follow.
