HR Schwarz-Schilling visited Mostar

RHBDuring his first official visit to Mostar, High Representative to BIH Christian Schwarz Schilling has met with the Mostar Mayor Ljubo Beslic, the Mostar City Council members and HDZ officials. After the meeting with Mostar Mayor and City Council Members, HR complimented the unity and improvement of the city achieved in past years in order to come to more efficient administration. “Of course, they gave me the big problems to consider, the question of budget, revenues, of the names of the streets, city hall, culture, institutions that still haven’t been solved” stressed Schwarz Schilling. He promised that he will investigate these issues and come back to Mostar to have a further dialogue to discuss the problems. “I am more in the position of an advisor, supporter, convincing the people and not to impose because we are now in a further stage of democracy and in the transition on the road to Europe” added Schwarz Schilling. He expressed hope that through the dialogues progress can be made in the role of BIH Institutions and International Community. “So I wish good cooperation, good work and a little bit of luck” concluded Schwarz Schilling.

Beslic on HR’s visit to Mostar: OHR to act as advisor, BIH institutions to adopt reforms

 

RHBMostar Mayor Ljubo Beslic expressed satisfaction of receiving High Representative to BIH Christian Schwarz Schilling during his first official visit to Mostar. Beslic stressed that HR was informed on all good and bad issues regarding Mostar. “We informed HR on financial difficulties in our city and I firmly believe that HR will thoroughly investigate the situation and find the solution for Mostar issue” noted Beslic. He stated that it was agreed that continuation of reforms is crucial adding that reforms will be adopted by BIH Institutions and with OHR’s help. “Luckily OHR will now act more like an advisor instead of imposing the decisions” concluded Beslic expressing hope for another meeting with HR Christian Schwarz Schilling.

HDZ after meeting with HR: continuant implementation of key reforms crucial for BIH

 

RHBHigh Representative to BIH Christian Schwarz Schilling has met with HDZ officials in Mostar during his first official to this city on Friday. HDZ Spokesperson Miso Relota stated that they have discussed the issue of Constitutional reforms, implementation of key reforms, signing the Stabilisation and Association Agreement, PBS law and High Education law. It was concluded that continuant implementation of key reforms is crucial for BIH. HR has wished to HDZ Leader Dragan Covic soon recovery. HNC School Trade Union deny the agreement was reached, call on strike to be continued

 

RHBHerzegovina Neretva Canton Primary and Secondary School Trade Unions denied that their requests on 30% salary increase of food allowance and signing of collective contract have been adopted by the HNC Government. Trade Unions called on continuation of the strike until their demands are adopted. Trade Unions have also met with High Representative to BIH Christian Schwarz Schilling who told that that he was informed on their problems but it was not in his authority to help them.

U.S. government: BIH political parties should resume negotiations on Constitutional changes

 

 

 

 

RHBThe U.S. Government has emphasized the importance of constitutional reform in BIH and strongly urged the parties to continue with negotiations and agree on measures by the end of March as promised to State Secretary Condoleezza Rice in Washington. Representatives of BIH political parties have promised to increase the efficacy of BiH national institutions, including implementation of a single Presidency, a strengthened government, and a more effective parliament. The EU Parliament, in its adopted resolution on 16th January, emphasized the need for Bosnia and Herzegovina to pursue constitutional reform as a necessary step towards EU integration.

US Ambassador McElhaney: negotiations on constitutional changes will continue

TV Pink – Director of BiH Direction for EU Integrations Osman Topcagic stated that negotiations and signing of Stabilization and Association Agreement are currently not conditioned by reaching of an agreement on the constitutional changes in BiH. Topcagic explained that resolution of EU Parliament refers to full membership, which comes in later phase, explaining that the constitutional changes would be obligatory for the full EU membership.

Malagic – Following the adoption of the Resolution on BiH at European Parliament, HDZ’s Ilija Filipovic says the European Parliament is the first valid European institution that had clearly presented the stance on the Dayton constitution and confirmed the necessity of the adoption of a modern constitution BiH must have if it wants to join EU. SDA’s Sulejman Tihic reiterated his stance by saying the Resolution will both make an influence on BiH political parties to reach an agreement on the first phase of constitutional changes before the elections, as well as to exert a pressure on the European Commission to define more determined stance with regard to this issue. SDS’s Mladen Bosic thinks the Resolution is contradictory to previous claims that the constitutional changes are not a pre-requisite for the integrations. SNSD’s Krstan Simic reiterated SNSD will not change its stance with regard to the rotation at the Presidency and decision-making at the level of entities. SDP’s Jozo Krizanovic welcomed the Resolution and said he thinks it would encourage continuation of the negotiations. She stressed BiH is currently in a critical moment, since it had launched SAA negotiations. She repeated which stances were presented in the Resolution and added ethnic division in BiH must be overcome. According to Pack, it is up to BiH politicians to decide how they would achieve this. BiH Presidency Chairman Jovic advocates for the third entity and tri-partite Presidency

 

Oslobodjenje pg 3 ‘Three entities and tri-partite Presidency’ by Fena, Dnevni List pg 9 ‘The third entity in BiH as well’ not signed – In a statement for BN TV, BiH Presidency Chairman Ivo Miro-Jovic has stated that the three constitutive peoples in BiH should have equal rights, therefore if two peoples already have their entities, the third people should have it as well. He noted talks on constitutional changes must be continued and advocated the idea on tri-partite Presidency.

OHR on Jovic’s request on PBS continuality: SAA requirement on PBS will not change because of this initiative

 

RHBOHR commented, for FENA agency, the recent BiH Presidency Chair Ivo Miro Jovic’s request for the assessment of constitutionality of the PBS law saying that it was the matter for the Constitutional Court to discuss it. OHR stated that the Stabilisation and Association Agreement requirement on PBS is clear and will not change because of this initiative adding that the State level Parliamentary procedure on the PBS reform is complete and the law has been published in official gazette. OHR’s statement read that the adoption of harmonised Entity level legislation and the overall implementation of PBS reform remains a SAA priority and that Jovic’s initiative should not undermine the passage of this harmonised legislation currently being considered by Entity parliaments.

Reform of Public Administration needed for SAA and EU integration

 

TV Hayat – As in accordance with the Feasibility study in the process of signing the Stabilisation and Association Agreement, 27 BIH Institutions that will be needed for the EU integration process are planned for improvement. Reporter noted that Reform of Public Administration is a key issue for BIH adding that reform doesn’t include only adoption of the laws but also the efficiency of the institution. Director of BiH Directorate for EU Integrations Osman Topcagic stated that they have received the laws and institutional framework needed for the negotiations on SAA . Reporter added that the number of institutions needed for integration will vary. Topcagic added that at one point BIH will need approximately 100 institutions for a successful EU integration.

RHB Comment of the Day: approach to distribution of revenues differs in Croatia and BiH; distribution of revenues in BiH is a way to abolish cantons

 

RHBBy Ivica Simunovic – Reporter compared the approach of Croatia on the distribution of revenues to BIH law on distribution on revenues concluding that Croatia has finally entered the phase of E integration while the situation in BIH is completely different. Simunovic stated that the law on revenues, according to which revenues would be directly given to the municipalities, is a way to abolish the cantons because “who has the money-bag has the power”. Reporter noted that attempts to invoke on the protection of Vital National Interest of Croats before the FBIH House of Peoples is differently interpreted adding that revenue law has been supported by International Community since Venetian Commission suggested abolishing cantons.

Outgoing RS Government increased salaries for PM and Ministers

 

 

 

 

RHBThe outgoing RS Government of Pero Bukejlovic adopted a new decision on salaries of the Prime Minister and Ministers in the new Government according to which future RS Prime Minister Milorad Dodik should have a salary of 3.500 KM instead of 2.500 KM. Deputy Prime Minister will receive 2.700 KM instead of 2.000 KM, and Ministers will receive 2.500 KM instead of 1.800 KM. The law specifies that the dismissed Prime Minister and Ministers have the right to continue receiving salaries for another six months after handing over duty.

RTRS – RS Prime Minister Designate Milorad Dodik said on Friday in Berlin that would like to see a change in BiH CoM. Dodik added that European Commission knows that BiH CoM does not function due to resignation of few ministers and that Chair of BiH CoM Adnan Terzic does not even have a support of his political party. According to Dodik, if European Commission approves this, then this is decadency.

The Commission has the right to annul the citizenships in case irregularities are found. Associate to BiH Minister for Civil Affairs and a member of the Commission Miodrag Pandurevic announced approximately 1.500 cases of persons mostly of Afro-Asian origins will undergo the revision. According to some information, approximately 400 of these persons might lose their citizenship.

Minister Dokic to present to CoM preliminary report of BiHh Expert Commission for Peljesac Bridge next week

Kalamujic – BiH Expert Commission for Peljesac bridge project on Friday developed a preliminary report in which they presented their opinion on Croatian intentions with regard to the construction of the bridge. The Commission believes the current plans with regard to the height of the bridge (30 meters) do not guarantee BiH would have the access to open sea without obstacles. BiH Minister of Traffic and Communications Branko Dokic wil present this document to CoM next week. Minister Dokic said he thinks BiH should not auction with the height of the bridge and confirmed experts think the bridge should be higher than 40 meters.

BiH Election Commission: the number of voters to increase for 400.000 through passive registration of voters

Reporter stated that OHR refused to get involved in this case. OHR Spokesperson Mario Brkic stated that implementation of DPA annex 7 is solely given to the local authorities adding that they called Head of Derventa Municipality to cancel the public call. Reporter concluded that if by this call the implementation of DPA annex 7 is violated that it must be of OHR’s concern.

BHT1 – Two swans with avian flu-like symptoms have been discovered on a lake near Jajce on Thursday. Preliminary tests showed that those swans are infected with the avian flu virus, however, according to Director of BiH Veterinary Office Jozo Bagaric, those preliminary tests are not entirely incontestable, so further analysis should be carried out. It is expected that final results of those additional tests would be announced early on Monday. Bagaric stressed that the local centre for supervision of the disease, as well as the experts’ working group have been formed; all the necessary measures will be carried out, including quarantine or the slaughter of all birds or poultry, if it is proven that those two swans are infected with avian flu virus.

DA: F BiH Financial Police to file denunciations against Hadzipasic and Vrankic next week over ‘Energopetrol” case

Vele – According to DA, F BiH Financial police will, at the beginning of next week, file denunciations to Chief Sarajevo Canton Prosecutor against F BiH Deputy PM Dragan Vrankic over his responsibility in “Energopetrol case”, i.e. adoption of illegal decision to annul a decision of F BiH Financial Police by which “Energopetrol” was freed of the obligation to pay debts in the amount of 22 million KM. Although it was not specified by name, facts from the denunciation also imply the responsibility of F BiH PM Ahmet Hadzipasic as one of persons held responsible in this case.
