HR Ashdown delivers farewell speech to BiH parliament

 

 

 

RHB, BH Radio 1 – High Representative Paddy Ashdown delivered a farewell speech before the BiH Parliament today when he stated that the constitutional reform is one of the biggest challenges of BiH during this year and afterwards so that BiH can become a functional and economic state in accordance with EU demands. Saying that BiH politicians chose the road that leads to Europe, which is difficult but right one, Ashdown stressed that BiH will not achieve the goal through the OHR’s door. He added that these decisions cannot be passed in the OHR but in the Parliament that must cooperate just like the BiH CoM. As the biggest failure in his work Ashdown stated the fact that Radovan Karadzic and Ratko Mladic have not been arrested.

EU Foreign Ministers expected to appoint Schwarz-Schilling new EUSR, thank Ashdown for his achievements

RHB – A meeting of EU Foreign Ministers starts in Brussels today. Among the other things, it has been expected that the Foreign Ministers would call on SCiG and BiH to take decisive actions in order to arrest Radovan Karadzic and Ratko Mladic. They would also appoint Christian Schwarz-Schilling a new EUSR and thank Paddy Ashdown.

BiH HoR passed CoM’s information on decertified police officers

 

BH Radio 1 – Mustafa Karahmet– During its session BiH House of Representatives has passed information, submitted by Council of Ministers, on undertaken activities regarding the discussion of the Commission for human rights, migrations and asylum, which is about fulfilling of demands of Association of Decertified Police officers in BiH. BiH Human Rights and Refugees’ Minister Mirsad Kebo informed MPs about activities that CoM has taken regarding the inclusion of UN Security Council into this matter. Kebo expressed optimism that police officers would finally be able to exercise their rights to appeal and get explanations for IPTF decisions (on their de-certification).

In continuance of the session, MPs will discuss the amendments to the Law on VAT, proposed by CoM, according to which publishing sector is to be exempt from VAT.

As his greatest honor HR emphasized the work with Mothers of Srebrenica and establishment of Srebrenica Commission, but as his greatest success he sees his joined work with Chairman of Council of Ministers Adnan Terzic with which they guided BiH trough European doors. HR admitted that he cried on many occasions and that last time was few days ago, during his farewell visit to Potocari. Inset’ ‘About Adnan Terzic’- commenting Terzic HR stated that he sees him as friend and partner in reforming processes. HR admitted that there were some differences between him and Tihic, and stressed that as far as SDP and Lagumdzija are concerned he is convinced that social democracy is BiH’s future. Ashdown fully supports the European Commission’s document on West Balkans

PINK – Outgoing High Representative in BiH Paddy Ashdown fully supports the European Commission’s document on West Balkans. Ashdown stressed that it is very important for BiH to continue the reform processes, especially in the field of police, so that Europe can see that BiH is serious on its way to European integration.

Relota (HDZ), Halilovic (SBIH), Limov ( SDP) assess HR Ashdown’s mandate

 

Dnevni List, pg 5 ‘Mandate marked with removals and use of Bonn powers’, by Dario Pusic – DL asked several BiH politicians to assess the mandate of the outgoing HR, Paddy Ashdown. HDZ spokesman Miro Relota says the public will assess effects of his engagement, expecting from the new HR Christian Schwarz-Schilling to address economy-related issues more and stop removing officials in BiH. Safet Halilovic from SBiH says that HR Ashdown had to resort to using of his powers in order to start processes, however when it comes to his relationship with certain parties and persons, Halilovic says one can be critical about it. SDP’s Tomislav Limov says people have lived worse during Ashdown’s mandate, saying that BiH has slowed its pace of EU related reforms when compared to the time the Alliance for changes was in power.

Secret talks on RS Government crisis held in Teslic, but without the presence of major RS political parties; Dodik added 43rd name to the list of his supporters

 

RTRS by Nada Arlov – Presidency of RS Socialist Party have decided to dismiss party’s Municipal Board in Teslic, because it ignored decisions made by the Socialist Party leadership, including the decision on forming the coalition only with the left wing parties. Head of Socialist Party Municipal Board Teslic Dragutin Skrebic and Nedjo Djuric have been expelled from the party, because they refused to cast a vote of no confidence to Pero Bukejlovic’s Government. According to RTRS reporter, representatives of People’s Democratic Party (NDS), Pensioner’s Party, DSS, Democratic Patriotic Party, independent representative in the RS National Assembly Milosava Jakovljevic, Skrebic and Djuric attended the secret meeting in Teslic on Saturday. They allegedly signed the agreement on cooperation regarding the activities related to the Prime Minister designate and the new RS Government; but RS reporter speculates that in fact they were discussing the possibility to support Nedjo Djuric as the RS Prime Minister Designate. RTRS tried to contact Djuric, but he refused to make any comments. SDSBorislav Bojic and SRSMilanko Mihajlica confirmed for RTRS that representatives of those two parties did not attend the meeting in Teslic; Mihajlica added that they expect RS president Dragan Cavic to invite them to a consultations on the RS PM Designate. RTRS unofficially learns that certain ministers of Bukejlovic’s Government attended the meeting in Sokolac on Sunday, but it is not clear what was the meeting about. In the same time, it seems that another name is added to the list of supporters to the most probable PM Designate. “I can say that we have 43 signatures under the sentence ‘We support Milorad Dodik as the candidate for PM Designate’”, Dodik himself said in a telephone statement for RTRS. PDP remains the biggest supporter of Milorad Dodik’s Government. “We will support the PM Designate, and we are looking forward to see what his concept and his ideas would be”, stated PDP leader Mladen Ivanic. The majority of political parties in RS believes that dragging out with the appointment of PM Designate is not good for anybody; representatives of parties who cast a vote of no confidence to Bukejlovic’s Government hope that RS President will end this ‘political agony’ and appoint PM Designate in seven days time.

Risojevic – A new caucus of ten members, ranking 3rd by its power at RS NA, was established in Teslic on Saturday evening, as member of the newly-established caucus Dragutin Skrebic confirmed. According to Skrebic, members of the new caucus are four members of Center Club (Ruza Nikic from RS Pensioners Party, Rajko Todorcevic from NDS, Radivoje Trbic from SPAS, Dusko Vukotic from DS), expelled members of SP Dragutin Skrebic and Nedjo Djuric, expelled member of Party for BiH Milosava Jakovljevic, Darko Jotanovic from DPS, and Predrag Kovacevic and Jezdimir Kazanovic, both from DSS. Inset ‘Spiric: Trick of SDS’ – SNSD member Nikola Spiric said the establishing of a new caucus is a trick of SDS and most probably an introduction to the games regarding the PM designate with an aim to waste time. SDS’s Mladen Bosic denied this was a trick of SDS and claims he learned about the new caucus from journalists.

SNSD’s Dodik: RS President Cavic might nominate PM designates that would not have support, leading to RS NA dismissal

T. – On Saturday in Bijeljina, SNSD Chairman Milorad Dodik stated it is possible RS President Dragan Cavic would nominate PM designates from parties that do not have the Assembly majority and support, which would lead to dismissal of RS NA. ‘In that case, three times 40 days would pass, and we would enter pre-election campaign. It is obvious Milorad Dodik is no longer a problem for Cavic, but our program concept is’, Dodik stated. DNS: PM designate would get DNS’s support only if he develops a quality program

SBiH’s Halilovic: talks on const, changes were directed toward separation of the RS

Co Chair of RS Council of Peoples Krajic: Croats are constitutive only at highest levels of authorities

 

Oslobodjenje pg 7 ‘Croats constituent only at top of authorities’ by Miralem Begic– Co-Chair of RS Peoples’ Council and former member of Constitutive commission during the implementation of amendments on constitutionality of peoples, Pejo Krajic stated that these amendments are being carried out only at highest levels of authority, while there are no employed Croats at lower levels.  Krajic stated that these amendments should be regulated trough entities’ laws, but that RS Government and RSNA are avoiding to complete this procedure, by which they are violating the Constitution.

RHB, PINK, BHT1, HAYAT, FTV, RTRS by Drasko Milinovic – Retired RS Army Colonel and former chief of Ratko Mladic’s personal security Jovan Djogo, who was arrested on Thursday under suspicion of protecting Mladic and helping him to hide, defended himself with silence during the interrogation in Belgrade Police. Djogo’s attorney announced on Sunday that his client would have to spend next 30 days in detention; he added that he would lodge a complaint on this ‘unfounded’ decision. Serbian Minister of Justice Zoran Stojkovic confirmed that former RS Army officer was arrested under suspicion of assisting Ratko Mladic to avoid capture, and explained that he did not know anything about this arrest on Saturday because the apprehension was in police’s jurisdiction. In the same time, leader of Demo-Christian Party Vladan Batic believes that the apprehension of Djogo is nothing but a smoke screen aimed at protecting the real structure that hides Ratko Mladic. German Ambassador to SCG Andreas Zobel warned Serbian authorities that the European Union lost its patience waiting for Mladic to be apprehended and transferred to the Hague . SDA was the only BiH party that reacted on the information about Djogo’s apprehension; they claim that Djogo was the head of RS Information office in Belgrade , and that the building called ‘Bosnian House’ – where he used to work – is used as the main office of persons who are helping war crimes indictees.

Citizens in Kljuc protest because war crimes committed in this area are still not processed

 

FTV, RTRS, BHT1 by Mirza Sadikovic – Several hundreds of citizens of Kljuc gathered at memorial cemetery in Velagici to protest because the war crimes committed in this area are still not prosecuted. During the 1992, about 600 persons from this area were killed, and several hundreds imprisoned in camps. So far, no indictments for these war crimes were raised. Former inmate Jasmin Delic announced that similar protests are going to repeat every month until the situation changes. Information and Documentation Centre collected 95,000 names of persons killed or disappeared during the war

 

PINK, RTRS by Stela Jungic, Oslobodjenje pg 4 ‘Tokaca: 95.000 victims is horrifying number’ Dnevni Avaz pg 2 ‘95.000 persons killed or missing’ – Ten years after the end of the war in BiH, the exact number of killed or disappeared persons has not yet been established. Guests of RTRS magazine ‘Under the carpet’ agreed that missing persons should be the priority, regardless of their ethnic, national or religious affiliation. President of the Information and Documentation Centre Sarajevo Mirsad Tokaca stated that his organisation collected 95,000 names of persons killed or disappeared during the war in BiH. Tokaca stressed that he expects additional 5,000 names to be collected, which would make total of 100,000 victims of war in BiH. Member of the RS Office for Missing Persons Milan Ivancevic said that the main problem is the lack of information about missing persons; so far, RS Office for Missing Persons exhumed 2,774 bodies, out of which 1,998 have been identified. Adnan Rizvic from International Commission for Missing Persons emphasized the importance of the usage of modern DNA technology; he added that Commission so far made more than 7,500 DNA reports.

BiH Central Bank Vice-Governor on the functioning of banking sector in BiH

 

 

 

PINK by Dragica Tojagic – BiH Central Bank Vice-Governor Ljubisa Vladusic thinks that it is not necessary to abolish the entity Agencies for Banking; instead, he believes that the Supervision Board, authorized to monitor the work of both agencies, should be established. Experts believe that both Agencies for Banking in RS and FBiH are carrying out their duties in a highly professional manner, but due to increased globalisation in banking sector, it is necessary to improve the supervision. The number of banks present in BiH should be reduced during next few years; Vladusic believes that five or six biggest banks would eventually have the final say in the banking sector. BH CB Vice-Governor stressed that the interest rates have been slightly reduced during 2005; he expects that this trend will continue in 2006.

Oslobodjenje on construction in Mostar Central Zone: Does Mostar need Islamic Community Centre?

Dedajic– FBiH Finance Minister Dragan Vrankic confirmed for DA that new budget proposal for 2006 was submitted to the FBiH Government, stressing that it could be discussed by the parliament immediately, if the government wasn’t in troubles because of missing Ministers. Chair of SBiH Caucus in FBiH House of Representatives Ismet Briga stressed that this party is still insisting on its demands, without which they would not support the budget.

P.– Chairman of BiH Independent Trade Unions Edhem Biber stressed for DA that BiH is already disturbed by numerous announcements of employees’ dismissals, due to reduced production, cased by employers’ incapability to pay income VAT.  Because of that Biber has announced ‘wave’ of strikes and mass protests.

BiH HoR to decide on exemption of publishing from VAT; majority of parties support the proposal

 

Dnevni List, pg 2 ‘Discussion on reports about rights of de-certified police officers’, not signed – The BiH House of Representatives should be discussing during Monday’s session the issue of de-certified police officers i.e. the Information that was prepared by the BiH Council of Ministers regarding the issue. According to an information coming from the office of Chairman of BiH CoM, the HoR will also discuss changes and amendments to the VAT law, which were adopted at the last session of the BiH CoM.

Dnevni Avaz pg 10 ‘Is publishing going to be exempt from VAT’ by S. Skuletic– As DA comments the conclusion that could be drawn from statements of parties’ representatives in BiH House of Representatives, is that majority of them is supporting and deems as justified the exemption of publishing from VAT. Proposal for exemption of VAT was submitted by Council of Ministers and is to be discussed on Monday by BiH HoR. UNDP: More than two 2/3 of people in BiH believe privatization process in BiH was conducted unfairly

 

Dnevni List, pg 9 ‘Privatization process conducted unfairly’, by Ivana Rozic – According to a research conducted by the UNDP, the privatization process in BiH was conducted in an unfair manner. 80,9% of citizenry (interviewees) in the RS believe the process was unfair, whilst in the areas with Bosniak majority in the FBiH the number of people that think the same is 77,5%. In the areas with Croat majority in the FBiH, the number is 71,8%. Regarding current economic situation, interviewees see it as completely bad, namely 74,5% of interviewees from the RS think that way, the numbers for the Bosniak and Croat majority areas in the FBiH are 66,1 and 45,8% respectively.

Chairman of RS Chamber of Commerce Micic urges politicians to resolve crisis; RS Minister of Economy Gligoric thinks the political situation will affect economy

RS Minister of Economy, Energy and Mining Miladin Gligoric also thinks the political situation will have an impact on economy.
