TV PINK – Christian Schwarz-Schilling, High Representative to BiH said at the meeting with FBiH officials that negotiations with EU and reforms represent big tasks ahead of BiH, adding this job should be done by BiH institutions. BiH entered election year and that is, according to HR, very important.  FBiH officials explained present situation and problems in FBiH and BiH to Schwarz-Schilling. “We informed High Representative on present position of FBiH Government and indicated how to solve problems and what we, I and two Deputies, do in our political parties in order to overcome situation of incomplete Government asap so we can normally work since there is a lot ahead of us in this year”, said Ahmet Hadzipasic, FBiH Prime Minister.

HR added: “ Sooner F BiH Government resolves this problem of authority crisis, you will provide more arguments for the existence of entities and talks taking place on constitutional changes.”

FTV – HR also met FBiH President Niko Lozancic and Vice Presidents Sahbaz Dzihanovic and Desnica Radivojevic. During the talks on constitutional changes, it was stressed that in any possible future constitutional changes it is necessary to ensure full equality of all three constitutive peoples.

Lozancic: the crisis in FBiH Government could be solved during the weekend

 

FTV – The crisis in FBiH Government could be solved by the beginning of next week, FBiH President Niko Lozancic announced on Friday. The problem occurred when two parties, HDZ and Party for BiH, asked its candidate be appointed as the new FBiH Minister of Energy, Mining and Industry. Party for BiH nominated current FBiH House of Peoples Deputy Speaker Vahid Heco, while HDZ’s candidate is former Minister of Defence Miroslav Nikolic. HDZ believe that Croat should be appointed as the new FBiH Minister of Energy, Mining and Industry, especially since their candidate was not appointed as the Director of State Information and Protection Agency SIPA. FTV reporter empasized the fact that there are two vacant positions in FBiH Government, the post of Minister of Energy, Mining and Industry and Minister without portfolio; there are two candidates for the first, and none for the second one. “I have information that the agreement could be reached during this weekend, so we’ll see… But in any case, we will try to solve this (problem) as soon as possible”, stated FBiH President Niko Lozancic. On the other hand, SDA believes that the dispute is not about the ministry, but about the position that could be economically lucrative. “This fight for the Ministry of Energy, Mining and Industry… well, this ministry is probably so interesting because of the coming elections, and maybe that’s why those parties want to achieve their political, or some other, goals through this ministry”, somewhat ironically stated SDA leader Sulejman Tihic. Tihic fears that HDZ and Party for BiH will once again reach an unprincipled agreement; he added that SDA would only support the agreement that is in keeping with the previously reached agreements.

Dnevni Avaz pg 8 ‘Decision on new ministers next week?’ by M.K. – Party for BiH (S BiH) Friday told daily that S BiH expects to resolve the issue of crisis (regarding nominations of ministers) Monday. Miso Relota, HDZ Spokesperson, stated that HDZ President Dragan Covic will call on Sulejman Tihic, SDA President and Safet Halilovic S BiH President on Tuesday or Wednesday to sit at the table and resume talks on functioning of authority in F BiH.

Commentary on appointment of new HR

 

RHBWeekly commentary s dedicated to appointment of new HR Christian Schwarz Schilling. Reporter comments that 4 previous HR’s showed “muscles” at the beginning of their mandates whilst Schilling in reporter’s opinion found it inappropriate. He adds that Schilling has already shown what he wants despite his “quiet entrance”. He goes on saying that it s good to have a HR in BIH who offers good services instead of one who is trying to impose solutions. Simunovic says that Schilling will not fulfil other people’s wishes but will encourage changes that are self-imposed. According to him future constitutional changes will be a result of agreement between 3 peoples in BIH and HR will insist n solutions to be in accordance with European standards. He concludes that Schilling has announced that Europe will arrive in BIH after all.

Ney in farewell visit to Mostar

 

Nezavisne Novine pg 4 ‘Future important decisions in the hands of BH politicians’ by M.K., Dnevni List pg10 ‘Beslic and Coric identified solution for HTV Mostar’ by Sanja Bjelica, RHBHR Senior Deputy Marin Ney paid a farewell visit to Mostar Friday. Ney met with Mostar Mayor Ljubo Beslic and Chair of Mostar City Council Murat Coric. Spokesman of MostarCity administration Miroslav Landeka stated for HB radio that Ney, Beslic and Coric spoke on 2006 budget, solving of Hercegovina TV status and cooperation with non government organisations. Ney stated that OHR will continue its presence in Mostar and added that a time has come for local authorities to start resolving problems.

TV PINK – SDHR Ney explained he is leaving OHR due to unwritten rules at OHR by which High Representative and Deputy cannot be from the same country.

Dnevni Avaz pg 8 ‘One frequency for city TV service’ by F.Vele – Daily learns that central topic of Friday’s meeting with SDHR New and Mostar officials was the issue of HTV Mostar. According to daily, Mostar authorities – under the pressure of international community – have reached a model according to which the issue of the status of Herzegovina TV Mostar may be resolved through consensus. Namely, agreement, that will be presented to Mostar City Council, stipulates that one frequency would be used as city TV service employing staff from all peoples in Mostar. Second frequency would be used by HTV as regional television in Croatian programme.

British Amb: Rycroft: Interests of BH political above interests of BH students and citizens

 

Dnevni List pg 5, announced on cover ‘Interests of BH politicians above interests of BH students and citizens’ by Danka Polovina Mandic – In an interview to daily, Matthew Rycroft, British Ambassador to BiH, says that the issues of education and youth will remain important issues British Embassy will keep on supporting. He notes that failure of BH authorities to adopt Law on High Education over the past years shows how BH politicians have placed their narrow political interests above the interests of BH students and citizens, adding this failure has resulted from lack of will to reach compromise and make constructive cooperation.

RS Pres. Cavic ended consultations

 

BH TV 1 – RS President Dragan Cavic completed on Friday the consultations with all RS parliamentary parties on the appointment of RS Prime Minister-designate. According to BHT reporter, two candidates claim that they have the parliamentary majority on their side: SNSD leader Milorad Dodik, and former Socialist Party’s representative Nedjo Djuric. Cavic has a constitutional deadline until February 5 to announce the name of the PM-designate. PDP once again stated that it would support Milorad Dodik’s candidacy. “We believe that Milorad Dodik, as the most probable SNSD’s candidate, should be appointed as the PM-designate, and should be given the right to form a new Government. Our relations towards that Government would depend on its program, composition and the support of the parties from the RS”, PDP leader Mladen Ivanic reiterated well-known stances of his party. BHT reporter speculates that PDP, SDP, SDA, NHI and DNS representatives will certainly support SNSD’s candidate, which means that Milorad Dodik has the support of 45 representatives in the RS National Assembly. Second candidate for the PM-designate Nedjo Djuric has the support of SDS and ten representatives of smaller parties, including Serb Radical Party. “SRS is prepared to support the appointment of Nedjo Djuric as the PM-designate”, stated SRS President Milanko Mihajlica. After RS President appoints the PM-designate, he would have 40 days to nominate the members of new RS Government.

Ivanic on negotiations on constitutional changes in BIH

RHBPDP Chair Mladen Ivanic feels that in this phase negotiations on constitutional changes in BIH have ended.  He stated that he hasn’t seen any serious or realistic reason that something could change in relation to earlier talks on constitutional changes.

RS Govt. discussed Audit report on RS Railways / to guarantee for Borovcanin

 

TV PINK – RS Government held session in Banja Luka on Friday and decided to give guaranties for temporary release of Ljubomir Borovcanin, ICTY indictee. RS Government accepted audit on RS Railroads and RS Banking Agency. Svetlana Cenic, RS Minister of Finance said that RS Banking Agency, in contrast to RS Railroads, made many irregularities. Cenic also said that in the capacity of common citizen, not capacity of Minister, she will bring charges against Dusanka Novakovic, acting director RS Banking Agency due to Novakovic’s accusation that Cenic wants to destroy RS Banking Agency. Cenic also said that European Bank for Reconstruction and Development provided 63 million KM for two gas lines.

Dnevni Avaz pg 2 ‘Gratitude to Wolfowitz for WB assistance’, Dnevni List pg 6 ‘Jovic met with Wolfowitz’  – According to press statement released by BH Presidency, Ivo Miro Jovic, Chairperson of the BH Presidency, Friday in Washington met with World Bank (WB) Director, Paul Wolfowitz and discussed the implementation of WB funds to BH. The join conclusion was that WB loans have significantly contributed to reconstruction and economic revival in BiH.

Hadzipasic’s new proposal for Energopetrol: irresponsible decision or something else?

 

 

 

 

 

 

 

 

BH TV 1 – FBiH Prime Minister Ahmed Hadzipasic has made a new proposal for Energopetrol: he suggested that both houses of FBiH Parliament should form a joint commission that should solve the problem of Energopetrol’s rebuilding. He even made a list of those who should be the members of this commission, and the majority of those persons were against previous solutions proposed by Hadzipasic’s Government. But some of them are not satisfied with Hadzipasic’s decision; they claim that Government is just trying to shift the responsibility for something it has to do. “I believe that this was unnecessary move, which only proves that Prime Minister Hadzipasic is becoming very nervous. I think that those (proposed) persons, regardless the fact that it is not their job, will be able to solve Energopetrol’s problem… but, one has to know that it is FBiH Government’s job”, stated Vahid Heco, one of two candidates for the post of FBiH Minister of Energy, Mining and Industry. FBiH Minister of Culture and Sport Gavrilo Grahovac, nominated for the president of this commission, did not want to comment on what he believe is a common nonsense. Although almost all involved persons believe that Hadzipasic’s offer is irresponsible, FBiH Government still enjoys the full support of FBiH President Niko Lozancic. “At this point I think that FBiH Government is doing all it can to solve the problem (of Energopetrol)”, concluded Lozancic.

Namely, she stresses that inter alia, being critical or somebody’s work is easier than trying to do something to improve the situation regarding “Energopetrol”.

ZHK educational workers will not give up the strike

 

Vecernji List pg8 ‘Syndicate does not give up – strike continues’ by A.B./I.B.C./I.K., BH TV 1, RHB, FTV – One day after Canton West Herzegovina (ZHK) Government adopted a decision on compulsory work order for teachers in primary and secondary schools in this canton, both Primary and Secondary Schools Trade Unions announced that they would not give up the strike. Syndicates and educational workers believe that government’s decision on compulsory work order is illegal; President of ZHK Secondary School Trade Union Mirko Zovko even announced the launching of a lawsuit against Cantonal Government before the court. On the other hand, representatives of Cantonal Government claim that they were forced to make such decision, because the continuation of the strike would endanger normal completion of a school year. FBiH Minister of Education Zijad Pasic called on both sides to show understanding; he urged Cantonal Government to satisfy the demands of educational workers, and educational workers to end the strike.

Changes to the BiH Election Law should be adopted by April 1

 

BH TV 1 – The changes to the BiH Election Law should be adopted by April 1, when the BiH Election Commission would schedule the October elections. The biggest change would be the introduction of passive voters’ registration. All the changes to the BiH Election will be made on the basis of current BiH Constitution, which means that there will be no changes regarding the election of BiH Presidency members and delegates in the BiH House of Peoples – unless BiH politicians decide otherwise. In case BiH politicians reach the agreement on constitutional changes, the changes to the BiH Election Law would be made accordingly, explained President of BiH Election Commission Branko Petric. Proposed changes to the BiH Election Law envisage that political subjects will be able to spend three times less money than before during the pre-election campaign; in addition to that, one elected politician will be able to carry out only one additional duty, added Momcilo Novakovic, representative in BiH Parliamentary Assembly.

Search after Mladic and other war crime indictees is a daily activity.” Responding to press question whether he knows where Mladic is, he says nobody has an exact answer to that question, adding: “Neither I or anybody else in SiCG and international community can say exact location of Mladic.” He also adds that the Report of security agencies (recently presented at the session of the Supreme Defence Council of SiCG) has disclosed role of accomplice of Mladic, adding extensive and thorough investigation will be conducted in order to trace Mladic and penalize those who aided him.

11 Serbs pleaded not guilty in BIH Court on Friday

Eleven persons, indicted for participating in the massacre of more than one thousand Bosniak men in the warehouse of the farming cooperative in Kravica in 1995, appeared before the court; three of them – Brane Dzinic, Velibor Maksimovic and Branislav Medan – pleaded not guilty, while remaining eight indictees – Milos Stupar, Milenko Trifunovic, Petar Mitrovic, Aleksandar Radovanovic, Miladin Stevanovic, Dragisa Zivanovic, Slobodan Jakovljevic and Milovan Matic – refused to plea. Members of Srebrenica victims’ families are closely monitoring this process, hoping that the new names of persons responsible for genocide in Srebrenica will come up sometime during the trial. “Every court trial brings new evidences and new names of perpetrators of crimes, and therefore I expect something like that to happen during this trial as well”, stated Sabaheta Fejzic from the movement ‘Mothers of Srebrenica and Zepa Enclaves’. “The Court of BiH has enough evidences – mass graves, murdered people, even two witnesses who survived the massacre in Kravica – and, after all, all those who do not believe that it really happened should go to Kravica, because traces of crime are still visible there”, added Munira Subasic, also the member of ‘Mothers of Srebrenica and Zepa Enclaves’. On February 10, representatives of Prosecutor’s Office and defence attorneys will appear before the court to discuss the exchange of evidences; after that, Court of BiH will schedule the begging of the trial. In the meantime, BiH Prosecutor’s Office is still searching for several indictees who left BiH after the apprehension of several persons indicted for Kravica massacre. According to some intelligence information, they are hiding in Serbia-Montenegro; therefore, BiH Prosecutor’s Office is conducting negotiations with the representatives of SCG judiciary on the apprehension and extradition of those persons.
