Oric is charged with six counts of breaches of the laws and customs of war committed by his forces during attacks on some 50 Serb villages in the general area of Srebrenica in 1992 and 1993. Oric is accused of murder of 7 persons and severe torture of 11 Serb prisoners held captured in the police station of Srebrenica. Prosecutor Jan Wubben described Oric as a warlord who had been aware of beatings of Serb prisoners, but tolerated them. The accused was also charged because of having a full control of his subordinates, said Wubben. BHT 1 – Prosecutor added that goal of Oric’s troops was to carry out ethnical cleansing in Srebrenica area and prevent return of expelled Serbs. Oric’s defence attorney claims that Oric has been fighting in order to protect the starving people of Srebrenica. FBIH HoR postpones voting on proposal of Law on Internal Debt
| Dnevni List, front and pg 3 ‘Vrankic postpones solution to old foreign currency savings’, by Erna Mackic, Vecernji List, pg 2 ‘Old foreign currency savings again out on hold’, by Eldina Medunjanin – The House of Representatives of the FBiH Parliament postponed the voting on the Proposal of law on determining and settling of internal obligations of FBiH, which should deal with the issue of old foreign currency savings. The postponement came at request of the FBIH Finance Minister, Dragan Vrankic, who explains that the FBiH Government prepared nine new amendments to the Proposal that should change the text of the law. Vrankic claims that the MPs should be informed about details of the amendments, therefore he asked that the voting be postponed. DL also reads that the actual amount of old foreign currency savings is not known, and the new version of the law stipulates that the verification is to be made in next nine months. Vrankic explains: “After that, the Government will, through the Parliament, in form of a special law, in other words through amendments to the law, determine all elements of way of payments i.e. how much in cash, how much in bonds, interest rates etc”. Tihic, Paravac meet Swiss businessmen
| RHB – The Chairman of the BiH Presidency Sulejman Tihic, Presidency member Borislav Paravac and Head of BiH Presidency member Dragan Covic’s Cabinet Daria Krsticevic took part in the presentation of BiH economic potentials to Swiss businesspersons in Zurich on Wednesday. Projects concerning tourism, wood and food industry, as well as opportunities for investment in the industry, agriculture, power and mining were presented. Tihic said that economic development of BiH is the basis for the development and establishment of a sustainable economy in BiH. He added that BiH has the most liberal law on investments which does not make a difference between domestic and foreign investors. Tihic reminded that BiH is especially interested in investments in the development of its roads, primarily the European corridor and its 5c segment in the length of 320 km going through the entire BiH. Constructive proposals for improving investments into BiH potentials were presented during the second part of the conference. Swiss businesspersons underlined positive examples and experiences of investing in BiH. Still, VL notes that a number of tax evasions in the FBiH has increased. In that context, the daily notes that the FBiH TA pressed 158 criminal charges in first 8 months of 2004, which cover tax evasions estimated to be in the region of 68 million KMs. The advisor to the Director of FBiH TA, Amela Mulavdic, notes that even when a company’s account is blocked because of failure to honour financial obligations, owner(s) register new companies on names of their family members or friends or do business through other companies. |
OHR on unification of electro-energy system in BiH

FBiH HoR returns amendments on self-governance law for reconsideration

Apparently, after the Chairman of the Constitutional commission (of FBiH HoR), Slavisa Sucur, presented the position of the Commission, a fiery discussion among the MPs followed. Sucur notes that the amendments to the FBiH Constitution have been worked on for more than a year and he is surprised to see that people who actually worked on the amendments suddenly came up with new positions. “I fear that the sudden change in positions has perhaps got to do with some calculations to see what the outcome of the municipal elections is going to be like”, says Sucur. She said that options offered by the preferential system depend on to what extent the voters used the first and subsequent preferences and that it is entirely possible that political parties recommended to voters to use the options of the preferential system. The preferential system gives strong changes to moderate candidates, Korac said. DL: FBiH Civil Service Agency concerned with delay in appointments of heads of departments and services in MO CA
| Dnevni List, pg 16 ‘Urgently appoint heads of city departments and services’, mentioned on front, by Zvonimir Jukic – the daily learns from sources close to the FBiH Civil Service Agency that the said Agency is concerned with the fact that the Mayor and Deputy Mayor of Mostar, Hamdija Jahic and Ljubo Beslic respectively, are yet to appoint heads of 5 departments and 16 services in the City administration of Mostar, although the relevant procedure was completed almost a week ago. DL notes that all in all, 97 candidates submitted 400 applications for the said positions since candidates applied for several jobs. On basis of the applications, the relevant Commission started with interviews of candidates, all candidates were graded and lists for every position will be prepared. Kalamujic – The Helsinki Committee in BiH stated on Tuesday that it is necessary to carry out population census in BiH assessing that after that authorities could make better voters lists. Committee has stated that the elections went in fair and democratic manner, however noted the big issues with the registration of the citizens for voting and a number of issues with the voters’ lists. Daily writes that census issue has been discussed in the state parliament for the several times, however political consensus has never been reached. Leader of SBiH, Safet Halilovic, says that carrying out the new census would be an award to all those who support the politics of Radovan Karadzic, as the number of returned Bosniaks in RS is symbolic. Adoption of the Law on stabilization and accession agreement in delay

Cubro – BiH Parliament has overstepped the deadline set for the adoption of a set of laws needed for the start of negotiations on stabilization and accession agreement (SAA). The Parliament had had an obligation to adopt the set of laws by September 30. Martin Raguz, the Chairman of HoR of BiH Parliament, says it is not important that the deadline would be overstepped for 10-15 days. ‘I think the true problem is the implementation of laws and we need to pay full attention to this, although we have little time left to implement it until the end of the year, by which time EC expects to see a progress in fulfilling of pre-requisites’, Raguz said. Adnan Terzic, CoM Chairman, thinks the delay in the adoption of the laws would not cause any delay in start of negotiations on SAA. New EC Commission for Foreign Affairs on EU expansion

Session of BiH joint Commission for security and defence policy
| Dnevni List, pg 7 ‘Sending of BiH de-miners to Iraq after adoption of law’, by Danka Polovina-Mandic – Sending of a BiH de-mining team to Iraq could be halted until there is a relevant law in place in case the Joint commission for defence and security policy of the BiH Parliament adopts the Proposal of resolution submitted by the SDP at next session of the commission. Chairman of the said commission, Bosko Siljegovic, explains that the resolution, in general, got the green light, however there were some remarks to the Proposal of law on participation of BiH armed forces and state employees in peace operations abroad, which were also acknowledged by the proponent of the Proposal, Momcilo Novakovic. Siljegovic goes on to say that the commission passed a conclusion that all members of the commission, who had remarks to the Proposal, should work together with the proponent to improve the Proposal of the law. The BiH MoD is also given 7 days to deliver its opinion in written form. Apparently, the submitted amendments stipulate that the decision on participation of BiH armed forces, police forces and state officials in peace missions abroad should be made by the (BiH) Parliamentary Assembly, whilst the BiH Presidency is to take decisions on sending and withdrawing them. Update to Rajo Krsmanovic trial [acid acetic anhydride affair]
| FTV, RTRS, Nezavisne Novine, pg. 6 ‘13,3 tons of heroin could have been produced out of the imported acetic acid anhydride’ by A. Durmo, Glas Srpske, pg. 10 ‘Regularly over the border’ by N. Zelenovic – Trial to Rajo Krsmanovic, theaccused of importing vinegar acetic acid anhydride to produce heroine, has continued on Wednesday. Main proceeding has been postponed to 19 October, as the first Prosecution witness RS Health Minister Marin Kvaternik could not be present at the court. Chemical engineer Nedzad Vejzagic who works in the FBIH Interior Ministry confirmed that when the import was made BIH didn’t have the necessary legislation to control it. Court expert Hilmija Masovic stated that the packages of vinegar acid examined were not corresponding to the labels on the packages. Masovic revealed the information that out of 1kg of anhydride mixed with other substances it is possible to produce 1,804 grams of heroin. Defence attorney Mithat Koco stated that there is no evidence that his client was selling the anhydrite to drug producers. PSC BL arrest suspect for threat mail

Karic –The PSC Banja Luka arrested and questioned Zeljko Vuckovac suspected of sending the threatening email to RS President Dragan Cavic and the RS Government. According to unofficial information, Vuckovac is a mentally ill person, known for throwing a stone at “Banski Dvor” (where the RS President’s Cabinet is situated) about a month ago. Prosecutor Aleksandar Simonovic confirmed that he questioned Vuckovac and also ordered that the suspect should be sent for a psychiatric examination. Mektic on exchange of confidential information

Avdic denies connection btw terrorism and BiH

SD update to Hercegovacka bank case
| Slobodna Dalmacija pg 9 ‘Favorable loans were also granted in Sarajevo’, mentioned on cover, by Z. Tulic carries an article regarding the Hercegovacka Banka case and the author wonders whether the settlement between former Federation of BiH Defence Minister Miroslav Prce and the BiH Prosecution reveals all absurdity of justice in BiH. The author goes on to say that many banks in BiH were operating the same way as the Hercegovacka Banka did and as an example the author states the Sarajevo Canton, which was also approving loans to MPs, people working in the executive authority etc. according to the very similar criteria and under very similar conditions like Hercegovacka Banka. SD says that the decision on granting this kind of loans was signed by then Prime Minister of the Sarajevo Canton Beriz Belkic.
