RTRS – SDHR Martin Ney is today paying a farewell visit to Banja Luka. The meeting with outgoing RS PM Pero Bukejlovic focused on economic and political situation in RS. RS PM emphasized that the RS Government achieved significant results and created conditions for further development. Hayat – During her visit to Sarajevo, Chief ICTY Prosecutor Carla Del Ponte reiterated that six remaining war crimes indictees are still at large, adding their neither Serbia-Montenegro nor the Republika Srpka are fully cooperating with the ICTY. “I need more active intelligence services’ work, because I don’t know if Radovan Karadzic is in RS, BiH or SCG… Those who are most responsible for the genocide in Srebrenica, Ratko Mladic and Karadzic, are still at large. I can no longer except the promises about cooperation, which never comes”, stated Del Ponte who for the first time met with the newly appointed HR Christian Schwarz-Schilling. Asked to say whether he would somehow sanction those who refuse to fully cooperate with The Hague Tribunal, Schwarz-Schilling stated that he would use his Bonn powers only in two cases: in case peace in BiH is endangered, and in case of failure to cooperate with The Hague Tribunal. BHT1– Del Ponte stated that Mladic is in Serbia and she asked for help of both local and international organisations in determining the whereabouts of Karadzic, adding she is certain he is in the region. Del Ponte also met with the NATO and EUFOR Commanding officers. EuroBlic sources: SiCG authorities promised Mladic would surrender or be arrested by February 21

Hayat – Islamic Community in BiH strongly condemned the inappropriate presentation of Prophet Mohammed, and requested the European media to stop spreading Islam phobia for the sake of freedom from fear and humiliation. Leader of the Islamic Community in BiH, Reisu-l-ulema Mustafa effendi Ceric urged all Muslims in Europe and BiH to restrain from violent protests damaging the reputation of Prophet Mohammed. Ceric said that on Tuesday morning he held talks with Danish and Norwegian Ambassadors to BiH, who informed him about the steps their governments were undertaking in order to end this controversy. Reis Ceric called on BiH citizens to be dignified and restrain from all kinds of activities that would hurt somebody else’s feelings. “Muslims in BiH have the Islamic Community, and they should trust it… They should know that the way we are protesting is entirely enough”, concluded Mustafa effendiCeric. Hoax bomb threat in Danish Embassy day before scheduled protests

 

FTV – Danish Embassy in Sarajevo received hoax bomb threat on Tuesday. Employees of the embassy were evacuated until it was determined that the threat was false. SIPA spokesman Admir Katica stated that SIPA would carry out all investigative actions on this case as ordered by authorized Prosecution. Danish Embassy will be closed on Wednesday as peaceful protests against the cartoons of the Prophet Mohammed are scheduled to take place outside, and in front of the French and Norwegian Embassies in Sarajevo. BiH presidency member Tihic meets Norwegian Ambassador to condemn caricatures

 

BHT1 – Protests against portraying prophet Mohammed in European press of the BIH citizens would be held in front of Danish, Norwegian and French Embassy for Wednesday. BIH Foreign Affairs Minister Mladen Ivanic stated that security of foreign Embassies has been increased in cooperation with SIPA and FBIH Ministry of Interior. He added that security measures are just a precaution, but he added there are no serious threats towards the Embassies. BiH Deputy Security Minister Dragan Mektic stated that violence in Islamic world due to drawings will it affect the security in BIH. PINK– High Representative to BiH Christian Schwarz-Schilling held his first meeting with the members of the BiH Presidency. Schwarz-Schilling reiterated to the BiH officials that he would use Bonn powers only in cases of peace endangerment and failure of cooperation with the ICTY. Schwarz-Schilling added that constitutional reforms are a responsibility of BiH politicians. BHT1 late news by Laura Bosnjak – In interview for BHT1 late news, the High Representative Christian Schwarz Schilling stressed that he came to BiH with 2 goals: to lead BiH from Dayton to the Brussels phase and to change the mentality of the BiH politicians so they work for the interests of the state. HR also stressed that cooperation with ICTY is a priority for BIH. When asked what would happen if most wanted ICTY indictees end up in The Hague and those supporting their politics are still in power, HR answered that such question is a matter for the legal bodies. According to him Prosecution and Courts should be doing their job in that process. He underlined he would use his Bonn powers only exceptionally. HR added that BIH politicians must show that a result of the negotiations on constitutional reforms is functional institutions. CSS stressed that problems and difficulties in the country must be resolved: “If [politicians] can do it with this existing Constitution, than fine. If they cannot do it because of it than they need to change it.” Asked to comment the course of the police reform, HR said the international community would estimate the police reform implementation. Asked whether party and private interests could ruin BiH SAA negotiations HR stated that he would push BIH politicians to do their job when it comes to SAA negotiations. “I will be transparent for everyone, for media, for citizens so everyone can see what they are doing”, says Schilling. As far as problems in the region are concerned and their connection to BIH Schilling stressed that Kosovo has nothing to do with BIH or RS. He added that international community would blame those politicians who try to connect the issue of Kosovo with the issue of RS.

Poll: BiH citizens expects HR to make better decisions then his predecessor; SBiH/ SDP most popular parties in FBiH, SDS and SNSD in RS

BHT1– According to the opinion poll carried out by Banja Luka based PULS agency among citizens of the BiH, every third person feels that new High Representative Christian Schwarz Schilling would make better decisions than his predecessor. According to the same poll findings, Party for BiH and SDP currently enjoy the strongest support in FBIH whilst SDS and SNSD are most popular parties in the RS. According to the poll most citizens would like to see Haris Silajdzic for BIH President whilst RS citizens would vote for Milorad Dodik and Dragan Cavic.

Stability Pact Coordinator Busek: Rebuilding of Yugoslavia is nonsense

 

Oslobodjenje pg 7, mentioned on cover ‘Rebuilding of Yugoslavia is nonsense’ by Marina Kavaz-Sirucic – In an interview for Oslobodjenje, Stability Pact Special Coordinator Erhard Busek said that there are 31 different agreements on free trade in the region, and that single agreement on free trade zone, which has been proposed, would simplify situation for businessmen. Commenting Croatia’s refusal of this agreement, Busek added: “this idea was falsely interpreted as rebuilding of Yugoslavia, which is an absolute nonsense.” He said that free trade zone would significantly improve trade in the region. Commenting stances of Stability Pact towards South-eastern Europe, Busek said: “Regarding BiH, the Pact is focused on helping in talks on Stabilisation and Association Agreement [SAA] and narrower cooperation in fighting organized crime and corruption. We are still not familiar with the final map of this region, while we expect referendum in Montenegro and solving Kosovo situation.” Busek also denied that current EU policy towards region could make Western Balkans ghetto. Dnevni Avaz pg 9 ‘It is over with Dayton’ by Sead Numanovic – EU Parliament representative Doris Pack stated at the meeting with journalists from the Western Balkans held in Brussels that BiH citizens or its political leaders are not responsible for the fact that BiH is not functional state. This is rather responsibility, says Pack, of the International Community that forced Dayton Peace Agreement [DPA]. She underlined DPA must be completely changed. Pack also criticized ‘Bonn powers’ that provides High Representative with “dictator’s power“, adding they are unnecessary. However she highly praises appointment of Christian Schwarz-Schilling noting he would be the best of all HR’s to BiH and adding he has promised to her he would not use Bonn powers.

FBiH HoR enacts law that enables privatization of nationalized apartments

 

Hayat by Alem Karamesic – During the extraordinary session on Tuesday in Sarajevo,  FBiH House of Representatives passed amendments to the law on sale of apartments,  which allow privatization of nationalized apartments by tenancy right holders, and  predict appropriate compensation for previous owners. “We believe that there is enough housing units to compensate the loss of nationalized apartments to previous owners”, stated SDA’s Semsudin Mehmedovic. According to Hayat reporter, HDZ Caucus had many remarks on a proposed law. “We believe that this is the way to introduce small restitution, and to partially solve the restitution problem”, explained HDZ’s Vesna Pinjuh. At the same, representatives of various tenancy rights holders’ associations are very careful, because it is still possible that House of Peoples or Constitutional Court would reject this law. “We support this law, if it is possible to implement it. But we do not believe that the implementation of this law is possible”, stated Nasih Rasidagic, President of the Association of Nationalized Apartments’ Owners. HDZ Covic, SDA Tihic, SBiH Halilovic agreed on how to solve FBiH crisis: new Ministry for HDZ, Ministry of Industry for SBiH

 

Hayat by RTV Mostar – Leaders of HDZ, SDA and SBiH, Dragan Covic, Sulejman Tihic and Safet Halilovic respectively,held a meeting on Tuesday in Mostar and they reached an agreement on solving the current crisis in FBiH Government. Covic, Tihic and Halilovic agreed that a new ministry within FBiH Government should be established, and HDZ would get the ministerial position; while at the same time SBiH would appoint new FBiH Minister of Energy, Mining and Industry. FBiH Prime Minister Ahmet Hadzipasic and his deputies Dragan Vrankic and Gavrilo Grahovac now have several days to create the experts’ proposal for the new ministry. All three participants of Mostar talks condemned the controversial cartoon drawings of Prophet Mohammad, on which he was portrayed as a terrorist. Bjelica reports on the agreement reached with regard to the FBiH Government crisis and says that during this meeting it was also agreed to continue negotiations on constitutional changes. EuroBlic pg RS1 ‘Lawyers think agreements of politicians are unclear’ by Nedeljka Breberina – The article reads that, judging everything, negotiations of politicians on constitutional changes were made in vain. According to the agreement in principles, the amendments to the Constitution should have been forwarded to the Parliamentary procedure latest by February 1, but this did not happen. A member of the Work Group in charge of development of draft constitutional amendments, Mirsad Ceman, says legal experts think certain formulations politicians have agreed upon with regard to CoM and human rights were unclear therefore politicians should again meet and explain what such formulations should have meant. F BiH HoP Secretary and member of the Work Group Izmir Hadziavdic also claims there is a delay in development of the constitutional amendments and says they have managed to transform a part of the political agreement into amendments. ‘Still, there are certain unclear things and US Embassy is on the move now, since they have taken our text and they will, most probably, exert a pressure on domestic politicians to accept the rest of the agreement as well’, Hadziavdic stated.

Cosic carries a lengthy commentary on the International Community’s results achieved in BiH so far and the author reminds that upon his departure former High Representative Paddy Ashdown sent a message to BiH citizens ‘to focus our efforts on European issues and not on disputes about entities and ethnic issues’. The author ironically comments on this message by saying that ‘on the way to such simple goal there is equally simple problem that Ashdown himself used to face quite frequently: there are entities in BiH and disputes about them as well as ethnic issues that should be resolved’. The author also concludes that ‘simplicity of the aforementioned Ashdown’s ‘European recipe’ would be understood an accepted at the BiH political market when HR’s understand ‘simplicity’ of our current situation. SD slams cries of some Croat parties that want Croat referendum on constitutional changes

Vegar insists that instead of offering solutions for prosperity of people, the Croat politicians are only abusing their positions since they are well aware that mono-ethnic referendums are not legally binding.

Both Ney and Hadzipasic stressed efforts of the FBIH Government to help functioning of the City administration of Mostar having in mind that the City is no longer getting money from the ‘Elektroprivredas’. It was also stressed during the meeting that the moving of 4 FBIH ministries to Mostar is completed, however there is still a problem related to furnishing of the premises.

The meeting with Bukejlovicdiscussed the current political and economic situation in this entity. Bukejlovic expressed hope that in the interest of stability of RS institutions the new RS Government will be established soon, stressing his Government is leaving a regulated situation in a number of fields to the new government. Stojicic and Ambassador Vukicevic concluded that the Stabilization and Association Process is an area in which the two counties can work together, and that the European road of BiH and SiCG should not be put at risk in any way.

RHBSDS Main Board announced on Tuesday that this party would go into opposition in RS National Assembly and BiH Parliamentary Assembly. At the same time, it has and tasked the SDS President Dragan Cavic to inform all representatives of the SDS in the BiH Council of Ministers to resign as soon as the new RS Government is established. This would include the resignations of the BiH Justice and Defence Minister [which were supported by the SDS] Slobodan Kovac and Nikola Radovanovic respectively, as well as the Deputy Ministers of Security and Economic Relations. SDS says that instead it is necessary for the newly established parliamentary majority – SNSD, PDP, DNS, SDA, Party for BiH, SDP and NHI – take over the responsibility for the functioning of the executive authority both in the RS and at the BiH level, meaning that the SDS ministers in BiH CoM should be replaced with new ministers from SNSD and PDP. According to daily, Dodik is to meet with DNS representatives today, with representatives of the Bosniak parties tomorrow (Thursday) and PDP, and SDS on Friday, when consultations are to complete. Petar Djokic, SP RS President, said that the meeting with Dodik was the one “in principle”, with no concrete arrangements, since RS PM-designate is to run consultations with other parties as well. Sefket Hafizovic from SDA confirmed SDA Caucus at RS NA will today meet with Sulejman Tihic, SDA President, and definitely agree on stances prior to meeting with PM-designate. PDP counts on three ministers positions.  DNS expects at least one minister position. At the same time, both PDP and DNS stressed the fighting crime, social issues, audit on privatization and reforms are important issues that the new Government should take upon. SDP presidency had meeting and supported Dodik’s government expecting one minister position.  Party for BiH asks for respect of Law and Constitution and after its presidency meeting on Tuesday night will decide which ministry would like to get. Nezavisne Novine pg 5 ‘Faster flow of goods’ by Z.Kusmuk – Head of the EC delegation to BiH Michael Humphreys on Tuesday opened the newly built border crossing between BiH and SiCG in Karakaj near Zvornik. It is the first border crossing in BiH completely funded by the European Union, with approximately EURO 3.4 million.   RTRS – Humphreys handed over the border crossing to the Indirect Taxation Administration (ITA). Humphreys said that this border crossing will bring better controlled movement of people and goods, meaning BiH would be better protected. BiH MoD and UNDP start project to reduce armament in BiH

 

PINK– Project worth 11.5 million US dollars aimed at control and reduction of the small and light armament in BiH was signed by the BiH Defence Ministry and UNDP on Tuesday in Sarajevo. PINK notes that this is one of the key issues in reducing the crime, since a large amount of weapons are owned by BiH citizens. “In the following four years…around 11, 5 million $ will be spent to reduce of small and light armament in BiH… Special attention will be paid to implementation of the techniques and technological procedures that will to maximum extent protect human environment”, said Nikola Radovanovic, BiH Defence Minister. UNDP believes that keeping these armaments in stores is expensive and that those stores can be used for other purposes. Kozina carries that the Commission for Audit of Citizenships has not started with its work yet.  An Assistant to the Minister of Civil Affairs, Miodrag Pandurevic stated that the issue of 3 members from the International Community (who would participate in the work of this Commission) is still being resolved. Pandurevic stressed that they are formulating this issue together with the OHR, however it is necessary to consult the Council of Europe about the election of international members. He added that as to when the Commission would start with its work depends on how fast the CoE would give its opinion on proposed representatives. Hayat, RTRS– BiH Deputy Security Minister Dragan Mektic said that audit on BiH citizenships issued in period 1993-2005 would be carried out adding security institutions conduct surveillance of certain individuals due to possible connection with terrorism.

Niset Ramic admitted for Dnevni Avaz he had committed crimes against Serbs

 

EuroBlic cover pg splash, pg 11 ‘One admitted crimes against Serbs in newspapers’ by SRNA, Vecernje Novosti pg 10 ‘Crime without punishment’ by D.Stojakovic – Niset Ramic (36) from viullage of Zimca near Visoko, in a letter to “Dnevni Avaz” revealed the names of civilians, whom he, as he admitted, had murdered in summer 1992 in the village of Hlapcevici near Visoko. According to him, he gave the names of witnesses of events in Hlapcevici, and admitted the crime in 2002, but nothing has been done since then. 

VL: FBiH police checking into alleged Gotovina aides in Herzegovina

Vecernji List, pg 5, mentioned on front ‘Police investigating into Gotovina’s aides in Herzegovina’, by Zoran Kresic – According to VL’s information, members of the FBIH police have started a thorough investigation on four persons from Herzegovina, who were allegedly aides of the Croatian general Ante Gotovina (charged with war crimes, extradited to The Hague)when he was allegedly hiding in Herzegovina. VL notes these four persons are prominent businessmen and former senior military officials, however VL did not want to publish their names, claiming it knows the identity of the persons in question.
