EC to publish annual report on progress of countries that are candidates for EU membership

 

 

RHB – With regard to publishing of an annual report on progress of the countries that are candidates and potential candidates for the EU membership, Head of the EC delegation Michael Humphreys will deliver the report for BiH to Chairman of the BiH Council of Ministers Adnan Terzic

The RHB also says that the EC is going to publish today a regular annul report on the progress of the countries that are candidates for the EU membership. It has been announced that the EC would adopt the final text of the report at today’s session and the EU Commissioner for Enlargement Oli Rehn is going to present this report at the press conference scheduled after the meeting.  

Serbian PM Kostunica scheduled to meet with RS officials in BL; delegation has still not arrived

 

RS Radio – The Serbian delegation with Vojislav Kostunica leading it has not arrived as yet to Banja Luka , although the meeting between Serbian delegation and the most senior officials of RS was to take place at 11:00 hrs. According to report, the plane carrying Serbian delegation has not taken off as yet, while reasons for delay remain unknown.

Mektic on newly formed Commission for revision of decisions on naturalization of foreign citizens

RHB – Deputy BiH Security Minister Dragan Mektic stated that he expects that a newly formed state Commission for revision of the decisions on naturalization of foreign citizens unlike other Commissions, that were in charge of the same issue will finally bring this revision to an end.

BH Radio 1 Ljiljana Radl, RHB – FBiH House of Peoples has continued its session started yesterday, discussing the rebalance of the FBiH budget for 2005. FBiH Finance Minister Dragan Vrankic addressed delegates explaining the reasons for the decision to redirect some money to the development of communications and traffic sector. However, HoP like the House of Representatives supported the stance that the purchase of airplanes for AirBosna company cannot be a priority over the benefits for persons whose disabilities are not consequence of war. As the proposal stipulates payments of these benefits retroactively as of 1 July, the FBiH Welfare Minister Radovan Vignjevic warned the implementation of such decision would be impossible as the end of year is very close. HoP is also expected to discuss the issue of co-capitalization of Energopetrol company.

Davidson urges for implementation of education reforms

 

BH Radio 1, RS Radio – OSCE Head of Mission Douglas Davidson stated that BiH adopted the principles of the Bologna process and carry out necessary education reforms. As long as this is not done, the degrees awarded to BiH students will not be recognized internationally, stated Davidson following the meeting with RS National Assembly speaker Dusan Stojicic in Banja Luka today.

Cavic sad that, besides Davidovic’s professional qualities, he chose him because he has the highest support of political parties in RS. “My decision is based on my previously announced position that I will nominate for Chief negotiator a person for which there is a highest level of consensus in RS;” said Cavic. Davidovic thanked Cavic and all others who supported him and underlined that his determination is BiH directed to integration instead of isolation. He expects that other candidates, who were mentioned these days as possible negotiators, join the negotiating team, stating that those persons have exceptionally high personal and professional reputation. 

Party for BiH, SDP, HDZ on Chief Negotiator appointment

 

HayatSafet Halilovic from Party for BiH said that the discussion on the chief negotiator took wrong turn. SDP leader Zlatko Lagumdzija speaking of the position of the chief negotiator said: “This is, let’s say, a good technocratic even bureaucratic kind of job that requires not even minister’s rank of negotiators, not to speak about big parties leaders or similar. I think that Brussels looks at whole of this farce as at just another evidence of the mess in this country.” HDZ’s Vinko Zoric commenting Davidovic being the chief negotiator said: “My personal opinion is that this is not the first time when two obviously think they can agree without the third one. But that cannot be the obstacle to the BiH’s road to Europe.”

RTRSKrstan Simic from SNSD stated that this method of electing the Chief Negotiator has harmed RS. Petar Djokic from SPRS stated that Davidovic should have his place in the team and that he should not be treated as BIH messenger to EU. Marko Pavic from DNS stated that Chief Negotiator is not the most important person in the team but it is Chief of the Negotiating Team. “I think that Cavic has already arranged with Chairman of CoM Adnan Terzic who will be the Chief of the Negotiating Team” added Pavic. Nevenka Trifkovic from PDP stated that the political support to this team will determine the success of BIH in the SAA talks. Reporter stated that BIH CoM has officially accepted Davidovic as Chief Negotiator.

Daily notes not a single political party expressed dissatisfaction over nomination. EC’s Lange: BiH should form teams for negotiations with EU asap

 

Vecernji List pg 4 ‘To form negotiating teams as soon as possible’ by vi – Deputy Minister of Foreign Affairs Anton Rill met in Brussels with the Head of the Department for BiH and Albania with the General Directorate for EC Enlargement, Dirk Lange. During this meeting it was stated that BiH should show a serious approach towards the SAA process and it should appoint a chief negotiator, that is, form negotiating teams as soon as possible so that the EU has a serious collocutor during the negotiations.

AshdownRehn reviewed the progress that BiH is now making in regard to the Stabilisation and Association process. Ashdown stressed that it is now absolutely imperative that BiH approach the SAA negotiations with seriousness. Progress in finalising the PBS legislation and meeting the deadlines BiH’s Parliaments have set on the police reform will be the first test.

He added that BIH can expect to start SAA talks in December. Rycroft said that the speed of BIH integration solely depends on BIH Authorities. “The speed by which BiH will get  closer to the EU will depend solely on development of the state itself, in terms of how the agreed reforms will be implemented. It also depends on how much time would BiH need to secure the full cooperation with the ICTY and to become a fully functioning and sustainable state. In the event of major blockades on cooperation with the ICTY or police reform it will be possible to halt the process. And if the reform is being implemented rapidly it will be possible to move forward as quickly as possible, ” said Rycroft.

Humhreys on SAA talks, constitutional changes

 

Pink, RTRS – Head of the European Commission Delegation to BiH Michael Humphreys expressed satisfaction with the fact that the EU Council of Ministers accepted on Monday to start talks on the Stabilisation and Association Agreement (SAA). He hopes that negotiations might begin in December, if negotiating mandate is agreed on by the beginning of December. “That would be a very positive move and I thing e would show that BiH is entering into one very positive and progressive year,” said Humphreys. He also underlined that RS have made a significant progress this year when it comes to cooperation with the ICTY and added that RS Government is responsible for that. He said that it is expected that remaining ICTY indictees still at large will handed over to the Hague tribunal during the coming months, Radovan Karadzic and Ratko Mladic before all others.

K. – Head of EC Delegation to BiH Michael Humphreys on Tuesday stated in Prijedor that the future BiH Constitution must be functional, efficient and at service of citizens, but the International Community will not be deciding on constitutional changes – it will be citizens, politicians and institutions of BiH to decide on this. He expressed hope that negotiations on SAA would begin next month, which would mean that ‘EU had recognized BiH had made a great progress’.

FTV brings a part of the interview with the Croatian President Stjepan Mesic, in which he spoke about BiH’s and Croatia’s European future. “We are ready to support and help BiH to start Stabilization and Association Agreement talks as soon as possible, since it is of extreme importance for the whole region. No one should think that Croatia wants to run away from the region. No, we want to cooperate with the region and our neighbours”, said Mesic.

Malagic – In a statement to daily, SDU’s Sejfudin Tokic stated that, after Igman initiative session ended, one gets an impression that BiH Presidency has once again compromised the state, instead of promoting it. He noted he had got an impression during the session that SiCG President Svetozar Marovic and Croatian President Stjepan Mesic had showed more feelings and responsibility for the future of BiH than certain members of BiH Presidency. Tokic emphasized there are people sitting at the highest state institutions who have fought against BiH during the time of the aggression and have not changed their stance, therefore people must prevent – through next elections and constitutional changes – enemies of BiH from representing the state. Regarding the statement of Borislav Paravac who said certain stances presented during the session were unacceptable for Serbs, Tokic said Paravac had showed he is a follower of a modified policy of Radovan Karadzic. Vecernji List pgs 6-7, announced on cover ‘Mesic and Marovic were drawn in the middle of Paravac – Tihic conflict’ by Zdenko JuriljVL claims it was known 15 days ago that the text of joint statement, which should have been signed at the Igman Initiative session, would not be signed because the organizers of the session were told by BiH Presidency member Borislav Paravac’s office that there will be no discussion on changes of the Dayton Agreement. According to some information, the organizers believed Paravac would not cause a diplomatic embarrassment and would sign the document after all. The article reads SiCG President Svetozar Marovic and Croatian President Stjepan Mesic very quite surprised with the development of the events, since they have believed the text would be signed.

Dnevni Avaz pg 2 ‘Kostunica is ignoring BiH state institutions’ by E.S.  – Daily reports that as it has been the case on many occasions so far, the SiCG officials are again ignoring BiH state institutions and paying a visit to BiH without previous announcement. As daily learns from BiH Foreign Ministry, today’s visit to SiCG delegation, led by Vojislav Kostunica, was not officially announced, although it should have been. They only document that came to BiH Foreign Ministry is a demand of SiCG bodies for flight of Serbian plane over BiH sky. Daily also notes that last week also saw similar behaviour of RS officials, when first RS Government officials and then RS President visited Belgrade with no prior announcement provided to BiH Foreign Ministry.

According to Bojan Zec-Filipovic, advisor to BiH COM’ Chair, “preparation of documents has reached final phase and we expect decision may be reached at Thursday’s session. Off course, space is left for seeing this postponed sometime next week, since it is possible that decision is not reached Thursday, owing to internal procedure for handing of documents.”

Results of poll on police reform

 

RTRS, Glas Srpske pg 5 ‘Majority supports the Government’ by D. Momic – Prime Communications Agency has conducted a public opinion survey in RS on police reform in BiH. The results show 67,3% of citizens think police reform should be realized in frame of the entities, 61,2% of citizens think it would be more useful if RS Government respected the Constitution in the process of police reform, since this would have been in the interest of RS and its people, 64% of citizens supported the decision of RS Government not to adopt police reform concept that would include crossing of IEBL, 81,9% of citizens think MoI and police should continue to exist regardless of the police reform model while, with regard to whether a single police in BiH would do a more quality work than the current structures, only 14,8% of citizens think this would be the case while 57,7% of citizens think a single police would not show more quality work.

Amendments and supplements is foresee forming the state commission for the revision of issued solutions on citizenship in the period from 6th April 1992 until the time when the Law on Citizenship of BiH was introduced.  This Commission will have nine members, three international, while the decisions will be reached by consensus. “This Commission would have possibility to deprive citizenship from persons for which is determined they used false documents or abuse the system in any way,” said BiH Minister of Civil Affairs Safet Halilovic. He stated that this law is directed primarily to the citizens that are not from former Yugoslavia . There won’t be possibility for appeal on Commission’s decisions, but there is possibility for initiating administrative procedure. Exact number of citizenships issued in irregular way is not determined, but there is speculation that around 1000 foreign fighters get citizenships during the war. BIH HoR also adopted the law on indirect taxation in second reading.

HDZ MPs in BiH and FBiH HoR support Ljubic, Merdzo and Raguz

 

Dnevni List, pg 8 ‘Attempt to discipline membership is – unjustified’, by D. P. Mandic – HDZ MPs in BiH and FBiH House of Representatives issued a press release on Tuesday in which they gave their full support to Martin Raguz, Bozo Ljubic and Josip Merdzo and condemned the disciplinary measures that the HDZ Presidency has started against the troika. According to Vinko Zoric, (MP, also a member of HDZ Presidency) none of three of them have been working against interests of the HDZ and the Croat people, which is the reason why they do not deserve the treatment as ‘prescribed’ by the HDZ Presidency. SD interview: Covic believes there will be no repeat of HDZ Convention

Asked whether the EPP would stick to its earlier position that the HDZ Convention would have to be repeated, Covic says he does not believe it will be the case, arguing that the party can solve all pending issues within its own rank and in democratic way. He reiterates that the EPP has been submitted all the documents pertaining to the HDZ Convention and that Martens will visit HDZ on November 27.

HDZ’s Herceg: There are attempts to weaken HDZ on eve of constitutional changes

 

Vecernji List, pg 8 ‘There are efforts to systematically weaken HDZ BiH’, by Vlatko Ivankovic – Carries a one-page interview with the general secretary of HDZ BiH, Nevenko Herceg, in which he mostly talks about the situation in the HDZ, reiterating earlier statements by the current HDZ leadership that the 9th HDZ Convention was carried out according to the HDZ Statute. Herceg also notes that there have been continuous efforts in last 10 years to weaken the position of the HDZ BiH, especially nowadays on the eve of the constitutional changes. He notes it is a trap the HDZ is being lured into through various removals, imprisonments, persecutions, pressures etc.

President of HSP Djapic-Jurisic, Zvonko Jurisic, stated that a new organization of BiH is just a cosmetic change that refers on abolishment the BiH Presidency made of 3 members, transferring of the Ministry of Agriculture at the state level and renaming of the BiH Council of Ministers into the BiH Government.

US Institute for Peace to have consultations with 8 political parties before Conference on DPA that is to take place in Brussels

Novi reporter on constitutional changes in BiH

 

Novi Reporter pgs 12-13 ‘Rally Paris-Dakar-Sarajevo’ by Sasa Bizic – Writing about the issue of constitutional changes in BiH, the author notes that the thesis framed in Sarajevo – that Dayton Constitution of BiH is a stillborn state, which needs to be changed – was accepted by the RS NA. He notes problems will arise in regard to territorial organisation of BiH, when talks are raised at the higher level of authority. Furthermore, the author makes a comparison between the approach the international community has towards situation in the BiH on one side and the ongoing riots in France on the other. On this, he notes: “The rebellion of immigrants from north Africa represents a clear signal what can happen when western centres of power ignore the reality, which they are actually doing by creating “post-Dayton” BiH in accordance with Bosniaks’ wishes…Leading media in EU and USA carefully choose words to describe genuine savages as “dissatisfied youth” avoiding to give their ethnic background of the most rigid Islam and Arabic community, traditionally inclined to “dialogue” with other civilisations.”

Milan Komljenovic from SDS expects serious turmoil at SDS

Milan Komljenovic, member and one of founders of SDS, stated that Thursday’s session of the SDS Election Assembly might see serious turmoil over announcements that some party members would raise the issue of culpability of RS President, Dragan Cavic, and the manner he is running the party. Stressing a large number of SDS members is not satisfied with the work of Cavic (including members from east parts of RS and also from SDS Banja Luka Board), Komljenovic: “Non-freedom in the party has never been bigger, and it has never been the case so far that membership is so much manipulated with, because SDS is surviving on the atmosphere of distrust and fear.”

Omeragic – FBIH Energy Minister Izet Zigic and FBiH President Niko Lozancic met on Tuesday to discuss resignation tendered by Zigic following the discussions in the FBiH HoR on co-capitalization of Enegropetrol oil company. Lozancic stated Zigic would continue to perform his duties until the President consults with his deputies and reaches final decision. While there were no official talks on the resignation between Zigic and SBiH, the party Secretary General Munib Jusufovic told daily SBiH “understands” Zigic. Jusufovic explains that while Zigic has voted in favor of Energopetrol co-capitalization by INA-MOL consortium, SBiH stance is that this decision should be annulled. He added he knows nothing on speculations that SBiH officials put Zigic under pressure to resign. Zigic is the third minister from this composition of the Government who would leave the government. Oslobodjenje speculates SBiH pressured Zigic to resign for failing to ensure deal for OMV

 

Oslobodjenje pg 4 ‘Withdrawal suggested at ‘iftar’ organized by the party’ by A. AvdicIzet Zigic told daily that his resignation is irrevocable explaining that “events related to Energotrol have jut been the last drop.” He did not want to disclose whether the main reason for the resignation was the pressure from his party’s colleagues. Daily unofficially learns that his resignation was discussed at the ‘iftar’ organized by the party and attended by Haris Silajdzic, Fadil Cerimagic and Safet Orucevic. Apparently, Zigic was suggested to withdraw as he failed to ensure that Austrian OMV company, represented by Orucevic, was chosen as the strategic partner in Energopetrol co-capitalization.

Dnevni List, pg 7, mentioned on front ‘Instead in Government, collapse in Party for BiH’, by Arijana Beus – DL learns from sources in the SBIH that Izet Zigic, after submitting resignation from the office of FBiH Minister for Industry, has also submitted resignation from the membership in the Presidency of the SBIH and office of president of SBiH’s Executive Committee. Unofficially, Zigic decided to do so because he was backing up the proposal of the FBiH Government, according to which the ‘INA-MOL’ consortium would take part in co-capitalization of ‘Energopetrol, however since the SBIH MPs in the FBiH Parliament went against the Government’s plan, Zigic decided to submit the resignation.

Vecernji List, pg 4 ‘Investigation about threats against minister requested’, by Eldina Medunjanin – Notes that a group of MPs in the FBiH House of Peoples has requested that an investigation be launched into reasons why Minister Zigic submitted the resignation. MPs believe that Zigic’s statement (that it is more important to save his head/neck, rather than to advocate for the state) is good enough a reason to suspect that his resignation was submitted under pressure.

SDA Presidency to discuss Energopetrol; DA says SDA deeply divided over issue

 

Dnevni Avaz pg 2 ‘SDA Presidency tomorrow to discuss Energopetrol’ by M. Kukan – SDA Presidency will hold session tomorrow discussing, among other issues, co-capitalization of Energopetrol company. DA says that following the latest events it has become obvious that the final decision will be made by SDA, however the party is deeply divided over the issue. Avaz learns that its leader Sulejman Tihic was in favor of Government’s decision, however there is not yet official stance of the party’s leadership while Adnan Terzic earlier stated the was against INA-MOL consortium purchase. Leader of SDA Caucus in FBiH HoR, Semsudin Mehmedovic was also against the decision, however Bakir Izetbegovic underlined the Government made right decision. DA learns Mehmedovic however will not give up on his stance. 

FBiH HoP fails to adopt amendments to the Law on Privatisation of Companies

This brought into the question the FBiH Government agreement with “Aluminij” Mostar. FBiH HoP will discuss the budget rebalance on Wednesday.

According to the Speaker of the HoP, Slavko Matic, the decision of the FBiH HoP not to support changes to the Law on Privatization of Companies shows that the FBIH Government has not been enjoying a stabile parliamentary majority for quite some time now.

FTV: BiH HoR adopts report on donations

 

FTV – BiH House of Representatives has accepted report of the Commission in charge of investigation of the spent donated means in past 9 years. Several conclusions have been adopted, such as the BiH Council of Ministers’ obligation to submit the BiH Parliament with the report on donations BiH had received as of 1996. The HoP has also adopted amendments to Law on BiH citizenship. According to the amendments, state Commission in charge of reviewing decision on naturalization of foreign citizens in period of April 6th, 1992January 1st, 2006. Due to the fact that numerous citizenships were irregularly issued, BiH Minister of Civil Affairs Safet Halilovic saidthat all those who violated law were going to be sanctioned. The HoR has not adopted conclusions of BiH Constitutional-Legal Commission on proposal to draft of Law on higher education issued by HoR representative Momcilo Novakovic. “The proposed law foresees RS in charge of higher education, while in terms of FBiH, authorities would be transferred from Cantonal to FBiH level, which we find unacceptable”, said member of BiH Constitutional-Legal Commission Filip Andric and added that each nation should organize higher education as they believe it should be. BiH Ministry of Civil Affairs states that the Commission, led by the International Community, should be established in terms of higher education, as well. The HoR has also adopted laws on indirect taxation processes.

RS Prime Minister Pero Bukejlovic will appoint new RS Minister of Education within next few days. He refused to comment on the candidates adding that everything will be announced at the due time. Furthermore, Bosko Siljegovic, SDS Vice President, stated that the candidates for the position are: Drago Vukovic, adviser to Borislav Paravac, Cvijeta Krsmanovic, Professor of Sport at the Faculty in Eastern Sarajevo and Sandra Ivanovic, Vice Dean of the MusicAcademy in Eastern Sarajevo.

Handing over ceremony was held in Banjaluka. “This is important material support, which is useless if it is not used the right way and by professionals employed in ITA,” said on this occasion Head of the EC Delegation to BiH, Michael Humphreys. ITA director Kemal Causevic stated that this institution will do everything to justify the trust of their Steering Board and of the EC. RS Finance Minister Svetlana Cenic stated that only clean accounts can bring in Europe and made it a good State fro all of the peoples living in the country.

It isn’t a pandemic – and it doesn’t have to become one. Currently, the risk of infection by a deadly strain of bird flu is infinitely smaller than the risk of infection by a seasonal, non-fatal flu virus. This risk can be kept low if the authorities around the world take sensible and effective steps and apply internationally acceptable standards of animal health management. This virus, like any other virus, can be identified quickly and prevented from spreading. Which is what state veterinary services are for. Currently the responsible BiH authorities at the state level are taking sensible and effective steps – in the matter of bird flu. However, other aspects of the animal health and human health safety must be treated with the same attention at the Entity level too,” wrote PDHR Butler.

VL update to sale of ‘Magros’

 

Vecernji List, pg 7 ‘Confirmation to Saudis for Magros’, by Dejan Jazvic – The Sarajevo Cantonal Privatization Agency confirmed that the partnership former out of two sister companies, namely ‘Al Shiddi Trading Est’ from Saudi Arabia and ‘Al Shiddi International’ from Zenica has been selected as the best bidder for sale of ‘Magros’ company of Sarajevo. The Agency notes that unless there is an appeal by other bidders to the Sarajevo Canton Ministry of Economy by November 15, the partnership will become the owner. BiH farmers announce mass protests

 

Dnevni List pg 6 ‘Farmers are not afraid of winter’ by Erna Mackic – BiH farmers have been protesting in front of BiH joint institutions building in Sarajevo for 137 days now. They are asking for BiH Ministry of Agriculture to be established as well as for domestic production to be protected. They announce protests in all BiH towns will be held on December 5. BiH Farmers Association Chair Ranko Bakic said they have a support of the international community – HR Paddy Ashdown and Head of EC Delegation to BiH Michael Humphreys – for which farmers are thankful but this does not offer a solution to the problem. Bakic said they are protesting in spite to the corrupted authorities in order to make them understand they have responsibilities towards citizens.

RHB, Hayat, FTV, RTRS, Dnevni Avaz pg 9 ‘There is a criminal report against premier Coric as well’, Nezavisne Novine pg 2 ‘Documentation seized from HNK MoI’ by A.Durmo  – On Tuesday, the members of FBIH Ministry of Interior in cooperation with EUPM searched the premises of Herzegovina-Neretva Canton MoI upon the request of BIH Court. The search was organised for obtaining information and possible evidence on abuse of power or financial embezzlement by HNC MoI. The HNC Government has commenced an urgent session in order to discuss the above-mentioned events. In the direct telephone conversation, HNC Government’s spokesperson Pero Pavlovic stated that Government has condemned the way of conducting the investigation by FBIH MoI. He said that Government did not analyse the reasons or the legality of the action but only the method that was humiliating toward HNC MoI. HNC Government issued a conclusion, supporting the work of HNC MoI and HNC MoI Minister adding that their work was extremely satisfactory. According to the daily, apart from criminal reports against the Canton’s Interior Minister, Tomislav Martinovic, and Police Commissioner Srecko Grbic, BiH Prosecution possesses a criminal report against cantonal Prime Minister Miroslav Coric and with regard to the alleged financial irregularities.

EUFOR and police in action of control of BiH border

For this reason the BiH police and EUFOR started a big control of the BiH border whose goal is to prevent smuggling and other criminal activities. People from EUFOR stressed that this highly coordinated action has for its goal to reveal and stop smuggling and illegal crossings of the border that are related to the organized crime.
