NATO searches house of suspected Mladic’s aide in Vlasenica

 

 

 

 

RTRS – This morning at about 07:30, NATO searched the house of Milisav Kljestan in Vlasenica, suspecting he has ties to the network supporting general Ratko Mladic. A press release issued by the NATO Headquarters Sarajevo reads: “The search was done in order to gather additional information on the network and try to determine Mladic’s location. The house was searched in line with NATO mandate to provide support to the ICTY regarding the arrest of persons indicted of war crimes.” The press release further reminds of reward offered (of BAM 8.5 million) for any information regarding whereabouts of war crime suspects Radovan Karadzic, Ratko Mladic, Vlastimir Djordjevic, Goran Hadzic, Stojan Zupljanin and Zdravko Tolimir. Dragomir Peric, Spokesperson of Bijeljina PSC , confirmed that RS police was informed of NATO’s action in Vlasenica, noting details and results of the investigation are to be be made public by NATO Spokesperson. Serbian police arrests suspected Mladic’s aide in Belgrade

 

RTRS – 30-day detention has been set against Sasa Badnjar, former RS office, in Belgrade on suspicion he has been aiding hiding of Ratko Maldic, Serbian media reported last night. Badnjar used to be member of security of Mladic. He was in charge of Mladic’ communication, owing to which reason Serbian authorities believe they may get information regarding Mladic’ whereabouts. HR Schwarz Schilling to meet BH CoM Chair

 

RTRS – At today’s IO’s press conference, Ljiljana Radetic, OHR Spokesperson, has announced that the HR, Christian Schwarz-Schilling, is meeting today with the CoM Chair, Adnan Terzic. According to her, at this meeting, the HR will reiterate the fact that the SAA process is the most important issue now facing  BiH.  She also stated that: “In his discussions this morning the High Representative will emphasize the  crucial  role of the Council of Ministers in  maintaining the momentum of this process, in maintaining a creative and disciplined BiH negotiating stance, and in maintaining public support for the process, by ensuring that the people of BiH are informed about developments as they unfold. In addition to meetings with representatives of the authorities, the High Representative is also meeting a broad range of political leaders to discuss the overall political environment of BiH, including the importance of making this year’s election campaign issue-driven rather than personality-driven. RHB– also reported.  RHB– BiH Council of Ministers at the session today would discuss Proposal of law on changes and amendments to law on criminal code of BiH, and Proposal of law on changes and amendments to VAT law.

 

Protests over caricatures in European press

Protests in Sarajevo over cartoons portraying Prophet Mohammed in Euroepan press; flags burnt, but no serious incidents

 

 

 

 

 

 

 

 

 

Hayat– On Wednesday, over 1000 persons protested over caricatures portraying Prophet Mohammed that appeared in the European press in front of the Danish, Norwegian and French Embassies in Sarajevo. Gathered citizens submitted the requests to French and Norwegian Embassies demanding explicit and public apology and sanctions for those responsible for publishing these drawings. RTRS Salih Begovic, representative of protesters, called on boycott of products made in Denmark and other countries that published the cartoons. According to RTRS, demonstrations underwent in the downtown in peace, but protesters called Serbs, Jews and US President George Bush by offensive names. FBiH MoI spokesperson Jusuf Zornic said that protests ended without major incidents. As for two men who burnt the flags of Norway, France, Denmark and Croatia in front of the Norwegian Embassy and added that those who set fire to flags will be brought before the Law. BHT1, Dnevni Avaz pg 13 ‘That is not and can’t be approach of BiH citizens toward insults’- BiH Council of Ministers condemned the act of burning flags during the protest rally in Sarajevo. BiH CoM expressed its regrets over the fact that the protests were aimed against neighbouring Croatia, noting its one was of the first countries which officials condemned the cartoons. BHT1– Commenting the protests, Chair of BiH Presidency Ivo Miro Jovic stated that everyone has the right to express disapproval in peaceful demonstrations. He called on the protesters in BiH to sustain from any violence. PINK, RTRS, FTV– carried Jovic. Croatian MoFA condemned burning of Croatian flag; Croatian Officials condemned the ‘Nacional’ publishing of caricatures

 

RHB, Dnevni List pg 3 ‘Burning down of Croatian flag condemned’ not signed– Croatian Foreign Ministry condemned events in Sarajevo during which Croatian flag was set on fire. The Croatian Government expressed the fact that Prophet Mohammed’s caricatures were published in magazine ‘Nacional’, reiterating it has nothing to with the issue and condemning any kind of intolerance, said the Minister Kolinda Grabar-Kitarovic. Grabar-Kitarovic said she was sure that BiH authorities condemn the act. Vecernji List pg 2 ‘Croatian Embassy condemns incident’ not signed carries that the Croatian Embassy in BiH condemned burning down of the Croatian flag. Also, the Croatian Embassy will not demand reaction of the BiH authorities, however it expects additional measures when security of their facilities in BiH is in question. FTV – Chair of Croatian Parliament Vladimir Seks and President Stipe Mesic harshly condemned the fact that the weekly magazine “Nacional” had published the caricatures showing Prophet Mohammed. RTRS – According to media speculations, Milorad Dodik, RS PM-designate, already enjoys a support of 45 RS National Assembly representatives, defined program for the new Government and composition of the personnel even before the end of the consultations with political parties. Consultations are expected to finish by the end of week when PM-designate will ask for session of RSNA. New Government should be elected between February 20th and 25th. According to the RTRS, agreement on ministerial positions was achieved without much talk. Nine ministerial positions would go to SNSD, two Ministers and the RSNA Speaker would be from the PDP and DNS, while SDA, SDP, SP RS and SBiH would each get one ministerial position. “Eight ministers would be from SNSD plus the Prime Minister, since it is a fact that SNSD bears responsibility for this Government and we… ask for support for this concept from everyone and I have to say that we did get that support”, said Dodik. Mladen Ivanic, PDP said that PDP would not ask more than PDP has a right to ask for if PM-designate wants party’s support. Marko Pavic from DNS said that DNS asked for one ministerial position and one RSNA seat. Predrag Kovacevic fromDSS said that DSS did not condition its support, and reporter comments they will probably ask for two RSNA positions. Club Centar is also expected to give support to Dodik. SDS and SRS will go to opposition. According to RTRS, no one from previous Government will sit in new Government, including Interior Minister Darko Matijasevic who after talks with RS President decided not to remain at the position although he was offered. RTRS also speculates that Omer Brankovic, SDA and Slaven Pekic, PDP might get ministerial positions again and that Novak Kondic or Aleksandar Dzombic might get position of Minister of Finance while DNS would nominate Nedeljko Cubrilovic for position of Minister of Communications and Transport. PM-designate Dodik announces overthrowing of CoM Chair Terzic; SDS to meet Dodik and talk about new RS Government

 

Dnevni Avaz cover splash, pg 2 ‘Dodik announces overthrowing of Terzic’ by N.Diklic – SNSD leader and RS Prime Minister designate Milorad Dodik stated for DA that he is not satisfied with work of BiH Council of Ministers, adding that he intents to call on reconstruction of this body. Commenting SDS’s call on its representative ministers in the CoM and a suggestion for the SNSD and other parties which will form the new RS Government to fill in these positions, Dodik says that SNSD would never agree to having Adnan Terzic in the position of the CoM Chair. “It is clear for a longer time that he has no support as the Chair. He should take a stance on this issue, and not act alike former RS PM Pero Bukejlovic,” said Dodik. On Wednesday Dodik met with RS President Dragan Cavic, and he said that they only discussed the constitutional changes. Borislav Bojic, SDS Caucus chief in the RSNA, said that despite the decision of the Main Board delegation of this party would meet with Dodik on Sunday to discuss the position in the new Government, however he adds that he doesn’t believe that party’s stance would change. Nezavisne Novine op-ed pg 7 ‘Unclear re-grouping’ by Pero Simic – Writing about consultations and speculations regarding composition of the new RS Government led by Milorad Dodik, the author expresses support to efforts Dodik will have to make to un-don all the wrong Pero Beukejlovi’c Government has done. He is also skeptical of latest support expressed to Dodik by various political parties, his friends and so-called “friends”. He notes Dragan Cavic obviously proved not to be inclined to political suicide, proved by the fact he had proposed Dodik PM-designate. He concludes by saying we all need to show patience to new PM-designate, who wants to take over responsibility.

SDS: CoM and BiH Parliament would not be affected by decision to cross to opposition

 

HayatSDS Main Board announced on Tuesday that this party would go into opposition in RS National Assembly and BiH Parliamentary Assembly, and called on SDS Ministers in the BiH Council of Ministers to resign. As SDS leader Dragan Cavic said, SDS has no Ministers in the CoM, which means that no one could resign, says the reporter. “We have two Ministers who are not members of SDS, but SDS proposed them and supported their proposal; these are BiH Justice Minister Slobodan Kovac and Defence Minister Nikola Radovanovic”, said SDS’s Bosko Siljegovic and added that BiH would loose a lot if they resign. The fact that SDS is going into opposition will not affect the work of the BiH House of Representatives, in which there are 5 SDS members, says Siljegovic, but in terms of BiH HoP, SDS could block adoption of laws, still Siljegovic believes that it will not happen. “HoP representatives are not being seen as some political parties’ representatives. I do not like being referred to as one political party representative”, explains Siljegovic.

Kovac, Radovanovic believes their resignations would only deepen crisis in CoM

 

Dnevni Avaz pg 2 ‘Kovac: Demands for resignations not wise’ – SDS-supported BiH Ministers of Justice Slobodan Kovac and Defense Nikola Radovanovic believe that their withdrawal from the posts would only deepen crisis in CoM. Radovanovic said that he would decide on his possible resignation only after and if he receives officials SDS request. He however added that resignations would not be solution. Kovac also thinks that requests for his and Radovanovic’s resignations coming from SDS are not very wise. “It would be better for politicians to turn to Europe than political games,” said Kovac.  

DL on SDS’s decision to go into opposition: Blockade of BiH CoM come late February

 

Dnevni List, pg 5 ‘Blockade of Council of Ministers to happen in late February’, by Ivica Glibusic – commenting on the decision of the SDS Main Board to go into opposition in the RSNA and BiH Parliament and the request that the SDS-backed ministers in the BiH CoM resign, Glibusic reckons these are the signs of a big crisis at the state level, which will start in late February when a new RS Government is to be formed. Glibusic does not even rule out a possibility of a major crisis in the BiH Parliament that could lead to forming of a new majority or even organization of early elections. As for Milorad Dodik becoming a new RS Prime Minister, Glibusic believes it will bring nothing good to BiH since, according to Glibusic, Dodik proved to be “harder than the radical SDS during the constitutional reforms talks.

Cavic himself would never demand these resignations due to his secret political agreements, reads editorial, adding that SDS has no intention to initiate crisis in BiH CoM, for they would have set official initiative if that was the case. Author also says that Cavic never managed to get full support in the party.

Solving of crisis trough establishment of a ministry; Hadzipasic claims that crisis could have been avoided

 

Hayat– Leading FBiH political parties [HDZ, SDA and SBiH] have agreed to solve the crisis they have created in FBiH trough establishment of a Ministry. FBiH Prime Minister Ahmet Hadzipasic said that the issue could have been solved a long time ago, when the Law on Government was being changed. “Dissatisfaction could have been stressed at that point, that ministry without portfolio should not be established; instead an operative ministry should be established. The error has been made, especially due to the fact that FBiH Ministry of Justice, with HDZ representative being the Minister, proposed the law. If there had been any misunderstandings, the Minister should have report it and the whole issue could have been solved long time ago”, said Hadzipasic. HDZ denies allegations on being responsible for the crisis by insisting on ministerial positions in the FBiH Government. “If we had been interested in creation of crisis in the FBiH Government, we would have created it so far, the FBiH President could have dismissed the FBiH Parliament, the budget would be passed”, said the Spokesperson to BiH HDZ Miso Relota. “The OHR wants to see this issue solved as soon as possible in order for the Government to be established and for reform process to be continued without any obstacles”, said the Spokesperson to OHR Oleg Milisic.

VL brings 4 possibilities for establishment of new FBiH Ministry

 

Vecernji List pg 4 ‘Vrankic: Agreement on Ministry’ by Z.K. – FBiH Prime Minister Ahmet Hadzipasic and his Deputies Gavrilo Grahovac and Dragan Vrankic tried to agree o Wednesday night about establishing of a new Ministry that would practically replace the abolished FBiH Defence Ministry. VL also learns that HDZ President Dragan Covic, SDA President Sulejman Tihic and SBiH President Safet Halilovic agreed in principle that the solution should be found in the division of some of the current Ministries that cover a few areas and the FBiH Ministry of Urban Planning and Environment, FBiH Ministry of Energy Mining and Industry, FBiH Ministry of Development and Entrepreneurship and FBiH Ministry of Trade and Tourism were mentioned as possible solutions. VL says that Vrankic could not say which Ministry the FBiH Government would get and he judged that it is good to reach an agreement on this issue in order to resolve the crisis emerged due to non-adoption of the budget.

BiH Court confirms indictments against Sarovic, Mandic and others

 

 

 

PINK – BiH Court confirmed indictment against Mirko Sarovic, Momcilo Mandic, Milovan Bjelica and Milorad Govedarica in case of “Privredna banka Srpsko Sarajevo”. The indictment includes 14 counts regarding organized crime, economic crime and corruption. Mandic has also been accused of assistance to ICTY fugitives. Hayat – Following the session of BiH Presidency, Chairman Ivo Miro Jovic informed the press that the Presidency passed document on security politics. “I find the document of extreme importance in order to have intelligence services work efficiently on providing security to both, the state and its citizens”, said Jovic. A source close to apprehension action confirmed that “not a single state has not demanded his extradition. However, since he is Moroccan citizen, he will be expelled to Morocco today or tomorrow.” NN says that according to media, Atmani is a member of the Algerian terrorist group GIA. A source close to the arrest action told NN that Atmani was hiding in BiH for the long time. Dnevni Avaz pg 3 ‘In order for visa regime abolishment, EU will demand BiH to issue biometric passports’ by T.Lazovic – Well informed source from Brussels told DA that EU could very soon demand from BiH to issue biometric passports which rely on the state-of-art technology using microchip. CIPS project is considered outdated after September 11, says DA, adding that European Commission is considering issuing single decision that would be applied for all the regional countries.

Dnevni Avaz pg 5 ‘We will not quit fight against criminal and corruption’ by Lana Sinanovic – In an interview for DA, EUFOR Commander General Gian Marco Chiarini stated that there are no valid information that Radovan Karadzic and Ratko Mladic are in BiH. Chiarini said that authorities at the municipality level are not as determined as BiH higher-ranking officials for Karadzic and Mladic to be arrested. Speaking of EUFOR successes, Chiarini said that EUFOR captured 3 tons of illegal weapons, decreased illegal forestry exploitation by 30%, adding that this trend will continue and that EUFOR would continue to fight organized crime and corruption.

Dnevni Avaz pg 9 ‘RS MoI works on exclusive orders from Belgrade’ by E.Sarac – DA source close to ICTY says that ICTY Chief Prosecutor Carla del Ponte accused the RS of non-cooperation with the Hague Tribunal in a period of Darko Matijasevic and Dragomir Andan’s have been appointed for RS Interior Minister and RS Police Director, respectively. The source added that BiH Intelligence Agency [OSA] is the only agency that immediately provides their information on war criminals to the ICTY, adding that RS MoI follows exclusive orders from Belgrade . DA source also said that Del Ponte used her visit to establish and strengthen cooperation channels between at least 30 different international intelligence agencies.

PINKMartin Ney, Senior Deputy High Representative, paid farewell visit to Banja Luka where met with RS Officials. Ney stressed that reforms of Public Broadcasting Service and police along with fight against the organized crime and cooperation with ICTY are crucial issues that BiH has to solve in order to sign Stabilization and Association Agreement. “Mr. [Milorad] Dodik [RS Prime Minister designate] and I talked about his plans and about future reforms. I think that OHR and international community have great interest in establishment of RS Government as soon as possible. The purpose is to establish the Government and that Government starts functioning and working on reforms that will bring this country to the right path”, said Ney. Ney also talked to Svetlana Cenic, RS Minister of Finance in technical mandate about transfer of banking sector competence from entities to state level and added that it is absurd to have banking that functions in the whole country and is supervised by two bodies. FBiH Vice President Sahbaz Dzihanovic stated that, perhaps, the HR’s statement that he would not interfere in resolving of current problems in BiH but that he would let domestic authorities to do it, was given too fast and that this might encourage those political forces that are against reforms in BiH to be patient and to preserve their stand of rejection, which means cementing of the current situation. MP in the BiH HoR Vinko Zoric expects from new HR to be concrete and correct and according to Zoric new HR is such person. He also expects from new HR to be more democratic than his predecessors. MP in BiH HoP Halid Genjac sees moderateness and cautiousness in fist statements of the HR as a part of the HR’s strategy. Danas also says that many analysts believe that although negotiations on SAA have started numerous reforms are ahead of BiH that would not be implemented in the current political situation without the engagement of the HR and the International Community.

Croatian politicians against HR’s statement on free trade zone in western Balkans, Croatian FM without specific comment

S. – Commenting on a statement by the High Representative, Christian Schwarz-Schilling, which was picked up by media in BiH, that he would make sure Croatia agrees to free trade zone of the western Balkans countries, former Croatian Foreign Minister and current MP in Croatian Parliament, Miomir Zuzul (HDZ of Croatia), notes it is only EU Enlargement Commissioner, Ollie Rehn, Special Coordinator of Stability Pact, Erhard Busek and state ministers of EU countries that can speak on behalf of the EU, not the HR for BiH. Nezavisne Novine pg 5 ‘They demand control of business dealings of Doboj municipality’ by S.Ca.,  Glas Srpske pg 5 ‘Publicly against crime’ by Sl.P. – The SNSD Municipal Board Doboj will call on Bosko Ceko, RS Chief Auditor, to carry out control of financial dealings of this municipality in the period from 1998 to 2005, the press release SNSD Board Doboj Wednesday issued reads. Board President, Milorad Zivkovic, has stated: “The majority of criminal activities in this municipality have been carried out in that period. If necessary, we will call on HR to BiH, Christian Scwarz Schilling to help us in tackling crime in Doboj.”

Deputy Director of FBiH MIO- PIO Rogic: We shall not take upon ourselves payment of 38 000 Serb pensioners

 

Dnevni List pg 9 ‘We shall resign if they order payment of pensions’ by A. Vrebac carries Deputy Director of the FBiH Pension Insurance Fund Ivan Rogic as saying that the FBiH MiO-PIO will never take upon itself payment of pensions for 38 000 Serb pensioners (the pensioners who earned and who used to receive their pensions in the FBiH by April 1992 and now they are being paid by the RS PIO). He added that this would be a huge financial strike and they would rather step down than accept such solution. DL also reminds that these pensioners would demand from HR Christian Schwarz-Schilling to actively involve in resolving of this issue. Rogic believes that the HR will not interfere since there is competent Agreement on mutual relations when this issue is in question.
