Sarajevo – The Provisional Election Committee (PEC) published election results for twenty more municipalities, of which Srebrenica attracts the most attention where CDU won 20 seats, SDS 12, SRS RS 8,and one seat was won by an independent candidate Ibram Mustafic. The rest of the municipalities with their majority of votes are: Vlasenica – CDU 20 out of 50 seats, Zepce – CDU 39 out of 42, Foca – CDU 18 out of 45, Odzak – SDS 18 out of 35, Orasje – SRS RS 20 out of 40, Serb controlled part of Gradacac – 14, Serb controlled part of Bosanski Petrovac – SDS 22, Drvar – Party for Drvar 11, Bratunac – CDU 20 out of 45, Novi Travnik – HDZ 12, Konjic CDU 13, Sarajevo municipality Stari Grad – CDU 25, Serb controlled part of Stari Grad – SDS 17, Serb controlled part of Novo Sarajevo SRS 17, Trnovo – SDS 15, Pale – SDS 26, Serb controlled part of Mostar – SDS 30, Kalinovik – SDS 11, Capljina – HDZ 22.

Supervisor for Brcko spokesman Bazala said that the election results for Brcko will be known after the meeting of the PEC.

Farrand will hold a meeting with candidates who took part in the local elections in Brcko. As it has been unofficially reported by SRNA Farrand will announce the forming of multinational administration for Brcko.

Lukavica – At the CoM session, the CoM adopted the Draft Law on the CoM work, which will be submitted to BiH Parliament for adoption. CoM members also agreed on the Draft Law for Travelling Documents. Unlike the previous, the Draft Law on Citizenship was not adopted due to the Serb side. The obstacle was the meaning of the Presidency statement that says that BiH citizens may also possess the citizenship of FRY. The problem was the status of the statement within BiH laws. CoM Co-chairman Silajdzic said that the Draft Law on citizenship was not adopted, but that discussion on it has finished for him. Tomic said that BiH citizens may have dual citizenship based on bilateral agreements with any other country which is a member of UN. The CoM also agreed on matters of foreign trade, discussions with the London Club, and travel to Brussels where matters of succession will be considered. HR deputy Klein was also present at the discussion regarding the matter of ministries allocation.

Zenica – The centre of the town shook with an explosion which caused only material damage to two cars. The explosive device was set under a vehicle. Local police are investigating the case in the presence of IPTF.

Sarajevo – The Federal Government session was held today to discuss the recent and the current situation in BiH. Federal Internal Affairs minister referred to work of the Federal MUP. The matter of relations between Canton and Federal Police, was also discussed as well as special insurance of religious objects, car accidents, and borderline police. The Government also adopted the Reconstruction Plan for the period between January 1 and August 30 this year.

Tuzla – The HoR session was held today at which was discussed matters concerning the implementation of election results and the current problems in BiH. HoR also agreed on the schedule for the next session, and also visited some enterprises in Tuzla.

Mostar – At the regional OHR office, a meeting was held between Mostar Mayor Prskalo, and deputy Orucevic. Prskalo said that he expects that there will be no major problems regarding the election results implementation in Mostar and in the work of all Mostar institutions. Prskalo also expressed his hope that the results will not be too inadequate to either of the sides. Prskalo explained inadequate results as those which will not be able to be implemented. Talking about the refugee return in Mostar, Orucevic said that he will support the return of Croat refugees to the Eastern part of Mostar.

UN spokesman Ivanko said that the results of the car-bomb investigation were probably moved into other country, possible to Croatia. Ivanko added that the results will be submitted to IPTF within seven days.

Zvornik – The exhumation of thirteen Bosniak bodies was carried out today on the mountain of Resnik. Three women and one 10 year old boy were also among the victims. It is supposed that the Serb extremists executed the people while they attempted to flee to Tuzla. IPTF representatives were present in addition to the local authorities. An eye-witness survivor released the names of the victims and the criminals.

Washington – US Special Envoy Holbrooke said that the withdrawal of NATO troops from Bosnia would be the same as if the US would withdraw from the end of the game. Holbrooke pointed out that Washington will not abandon its obligations in BiH. US Secretary of State Albright confirmed that the US will continue its engagement in BiH.

Sarajevo – OHR spokesman Haselock said that the opinion of HR Westendorp is that HR should have an even stronger mandate in order to force the obstructive sides to co-operate. Haselock said that this initiative is meant to balance the military power in BiH, and create safer conditions after the departure of SFOR troops. Haselock added that this initiative does not only aimed at election results implementation, but that it is of crucial importance for the peace process.

OHR Human Rights Representative Hicks said that charges brought against Djedovic might have a bad influence on the complete legal system in the Federation. Hicks said that the arrest of Djedovic represented a severe violation of his representative immunity, and that his right to defence was also being violated by preventing his lawyers from discussing the subject with him.

SFOR spokesman Oosten could not confirm or deny claims that three SFOR soldiers beat up the Croat Herceg-Bosna representative Malbasic. According to some media, the incident occurred in the Drvar municipality, when SFOR tried to return Serb refugees to their homes.

UN spokesman Janowski said that the Serb returnees to Drvar found eviction notes on the doors of their homes issued by the Croat authorities. Janowski added that Malbasic was present with a group of construction workers, when some vehicles arrived containing people who looked like off duty HVO soldiers. Janowski pointed out that Malbasic ordered these men to expel the returnees from their houses, which incited UN to ask for the help of SFOR and IPTF.

Travnik – A meeting chaired by regional OSCE chief Joseph was held to discuss the matters of court system conditions, election results implementation, and resolution of the cases of Croat citizens murders. Joseph said that he will remain persistent in solving the case of murder. Also, the ombudsmen office was opened in Travnik.

Sarajevo – Canton President Mujezinovic reacted to a UNHCR statement that the Canton Government is obstructing the refugee return to Sarajevo. Mujezinovic refuted all claims, submitting evidence.
