NATO Secretary General, Solana and NATO General for Europe, Clark said that SFOR took over four SRT transmitters (Udrigovo, Duge njive, Trebevic and Leotar), at the request of HR Westendorp, and in accordance with the Udrigovo Agreement which was signed between Krajisnik and SFOR Commander Shinseki on September 10. Pale TV did not comply with the agreement and was excluded from the system, whereas the control over the transmitters will be taken over by Banja Luka authorities.

Banja Luka – In relation to this morning SFOR’s action of taking over four transmitters, President Plavsic sent an open letter to HR Westendorp, saying that there is no doubt that Pale TV violated the Udrigovo agreement by airing the edited UN material instead of the raw one that was originally given to them. However, the Belgrade Agreement that was recently signed between Pale, Banja Luka, and FRY President Milosevic underlines that Pale and Banja Luka TV should work together because of the joint interest to preserve the RS unity.

Banja Luka – Plavsic separately met the head of ECMM, Everts, Swiss Ambassador to the BiH Union, British Minister of Defence in shadow, Young, and the director of the Swedish company for reconstruction. With the first three diplomats, Plavsic talked about the crisis in the RS, forthcoming elections in the RS, implementation of the local election results, and today’s SFOR action. In regard to the SFOR action, Plavsic stated that she heard that Pale TV made mistake, but she has nothing to do with the Udrigovo agreement since it was signed between Krajisnik and Shinseki. Plavsic and the Swedish director for reconstruction talked about reconstruction of houses throughout the RS, and new projects of general reconstruction, employment, and production of goods.

Banja Luka – In regard to the recent SFOR action, SRT Banja Luka sent an open letter to their colleagues in Pale, saying that they were disappointed that SFOR had blocked transmission of the Pale signal, disallowing them from taking part in the unified information system. They expressed hope that Pale would again be included, and they asked them to implement the Udrigovo and Belgrade Agreements, and to sustain from any provocation or attacks on SFOR or IC representatives because the consequences could be unbearable for them and the RS.

Maastricht – NATO member countries and MiO’s met today to discuss different issues, among which is the possible extension of the SFOR mandate. The final decision in that regard will probably be reached in February next year when the US and other NATO members will give their final word on this. The US diplomat Kissinger stated for L.A. Times that the BiH Union can be a united multinational state only with another war, either between the sides or with NATO military intervention. However, Kissinger asks if NATO is ready to put up with loss of even one soldier on the ground.

Banja Luka – The police high school started with its new school year 10 days ago. The same information comes from Doboj where exactly the same school started its work today. There are 472 students, and only 20 of them decided to go to Doboj to study there. According to the general manager of the Banja Luka, the school in Banja Luka is the legal one and whoever is establishing the new school, is undermining the RS institutions, and working against RS interests.

Banja Luka – In the last several days SRT has received opposite opinion of the SDS Banja Luka. SDS Banja Luka again issued a statement, which was this time signed by it Vice-president Popovic who underlined that there are two SDS bodies in Banja Luka – the legal SDS office and illegal group of people who declare themselves SDS members, such as Mr. Mladjanovic. Therefore, SDS Banja Luka denied each statement that was signed by Mladjanovic, adding that they support their principles and the idea of a unified RS.

With regard to the statement of the former Governor of the RS National Bank Coric, that was aired by Pale studio yesterday evening, and relating to 32 million DEM stolen from the state budget by Karadzic, Banja Luka TV showed a document which was addressed to the National Bank of the RS as ‘a top secret’ on March 11 1996, for transferring a certain amount to Simo Djurkovic, a person in charge of payment operation in Sokolac – 18,5 million DEM, 1,5 million Austrian shillings, 150,000 USD, and similar amounts of other currencies were taken from the National Bank safe on March 11, approved, signed and sealed by Manojlo Coric, the Governor of the RS National Bank at the time.
