Today, Brcko Supervisor Dr. Raffi Gregorian issued a Supervisory Order on Temporary Financing of District Institutions for the period January 1 to March 31, 2008.
The Law on Budget of the Brcko District foresees the possibility for the Assembly to provide for temporary financing of District Institutions in case the Budget for the next fiscal year can not be adopted in the deadlines stipulated in the Statute and the Law. Since the District Assembly is not yet functioning in a regular mandate due to the ongoing negotiations between political parties about the future Government coalition, the Assembly is not in a position to adopt the budget or the decision on temporary financing before the end of the year to ensure the financial obligations of the District.
The Supervisor, having consulted with representatives of the District executive and legislative branches, has therefore decided to enact the Decision on Temporary Financing of District Institutions by way of a Supervisory Order. In order to ensure that unavoidable expenditures can be executed, legal obligations can be met, and continuity in the functioning of District Institutions is ensured.
“Immediately after the election of the Speaker, Deputy Speaker, the Mayor and the Assembly Committees, the Brcko District Assembly shall schedule regular sessions and commence discussions on the draft budget for the fiscal year 2009 submitted by the Brcko District Government and shall adopt it no later than March 30, 2009” the Supervisor said.
